The "Make American Flags in America Act of 2025" mandates that U.S. flags displayed on Federal property or bought by Federal agencies be entirely manufactured in the U.S. using 100% U.S.-made materials, in accordance with international agreements. It also directs the Federal Trade Commission to study and report on country-of-origin labeling enforcement for U.S. flags, aiming to improve enforcement and deter violations.

The Guard and Reserve GI Bill Parity Act of 2025 expands Post-9/11 GI Bill eligibility to National Guard members performing specific full-time duties. This expansion applies to service performed on or after September 11, 2001. The changes will take effect one year after the enactment of this Act, with the time limitation for using educational assistance applied as if enacted immediately after the Post-9/11 Veterans Educational Assistance Act of 2008.

The "Protecting America's Agricultural Land from Foreign Harm Act of 2025" aims to safeguard U.S. agricultural land by prohibiting its purchase or lease by individuals or entities associated with the governments of Iran, North Korea, China, and Russia, while also preventing their participation in USDA programs. The bill expands reporting requirements under the Agricultural Foreign Investment Disclosure Act of 1978, increases penalties for violations, and mandates public online databases of foreign ownership. Additionally, it requires regular reports from the Secretary of Agriculture, the Director of National Intelligence, and the Government Accountability Office on foreign ownership and its potential risks.

The "No Veteran Should Go Hungry Act of 2025" ensures that veterans receive information about federal food and nutrition assistance programs, such as SNAP and WIC, as part of their Transition Assistance Program. This amendment to title 10, United States Code, aims to combat food insecurity among veterans by increasing awareness of available resources. The Secretary of Agriculture will be consulted in the development and provision of this information.

The Honor and Remember Flag Recognition Act designates the Honor and Remember Flag as the official national symbol recognizing members of the U.S. Armed Forces who die in the line of duty. It mandates the flag's display at various federal locations on specific holidays, including Armed Forces Day, Memorial Day, and Veterans Day. The bill requires relevant departments to establish regulations for flag display and directs the General Services Administration to procure and distribute the flags.

The "Strengthening Cooperation and Security in the Middle East Act" requires the Secretary of State and Secretary of Defense to develop a report and strategy to expand membership in the Comprehensive Security Integration and Prosperity Agreement (CSIPA). This includes analyzing CSIPA's strategic benefits, its role in responding to regional threats, and ways to enhance cooperation in security, commerce, science, and technology. The Act aims to strengthen regional alliances and counter threats in the Middle East through increased participation in CSIPA.

The "Delaware River Basin Restoration Program Reauthorization Act of 2025" reauthorizes and modifies the Delaware River Basin Conservation Program. It broadens the definition of the Basin to include Maryland, allows prioritization of funding for projects benefiting small, rural, or disadvantaged communities, and extends the program's operation until 2032.

The Protecting America’s Seniors’ Access to Care Act prohibits the Secretary of Health and Human Services from implementing the minimum staffing level rules for nursing homes that were published by CMS on May 10, 2024. This legislation effectively blocks the enforcement of those specific staffing mandates.

The Water Infrastructure Subcontractor and Taxpayer Protection Act of 2025 amends the Water Infrastructure Finance and Innovation Act of 2014 to ensure payment and performance security for construction projects receiving federal assistance. It allows the Secretary of Transportation or the Administrator to consider state or local laws mandating payment and performance security as fulfilling this requirement if they cover at least 50% of the construction contract. The EAGLES Act of 2025 codifies and expands the National Threat Assessment Center within the Secret Service to focus on preventing targeted violence through research, training, and information sharing. It establishes a national program on targeted school violence prevention, mandating research, training courses, and coordination among various departments and agencies. The Act authorizes \$10 million annually from 2026 to 2030 for these activities, emphasizing early intervention and support for individuals exhibiting concerning behavior, while explicitly prohibiting the use of funds for firearms training. This act aims to standardize threat assessment and prevention practices at all levels, ensuring a proactive and comprehensive approach to school safety.

The "More Homes on the Market Act" increases the tax exclusion for profit from the sale of a primary residence, raising it to $500,000 for single filers and $1,000,000 for married couples filing jointly. These amounts will be adjusted for inflation starting in 2025. This change encourages homeowners to sell their properties, thereby increasing the availability of homes on the market.

The Local Radio Freedom Act expresses Congressional opposition to imposing new performance fees, taxes, or royalties on local radio stations and businesses for playing music. It argues that the current system of free airplay provides essential promotional value to artists and that new fees would threaten the financial viability of local broadcasters and the vital community services they provide.

The United States-Israel Defense Partnership Act of 2025 seeks to bolster the defense relationship between the United States and Israel through joint initiatives and increased cooperation. It establishes programs to counter unmanned systems, extend anti-tunnel and counter-UAS cooperation, and promote collaboration in emerging technologies like AI and cybersecurity. The Honoring Our Fallen Heroes Act of 2025 expands public safety officer benefits to include deaths and disabilities caused by exposure-related cancers, presuming that certain cancers diagnosed within 15 years of service are line-of-duty injuries if the officer served for at least 5 years. It defines "exposure-related cancer" and allows for updates to the list based on medical evidence, while also permitting individuals to petition for additions. The Act also clarifies "line of duty action" and applies retroactively to claims dating back to January 1, 2020, with a three-year window for filing claims based on these amendments.

The "Freight RAILCAR Act of 2025" introduces a tax credit for modernizing freight railcars, encouraging investments in newer, more efficient railcars. Taxpayers can claim a credit equal to 10% of their freight railcar fleet modernization expenses, with a limit of 1,000 qualified freight railcars per year. The credit applies to railcars that increase capacity, improve fuel efficiency, or meet updated performance standards, and is available for three years after the Act's enactment. The Secretary of the Treasury is required to submit a report to Congress detailing the credit's usage and impact on railcar modernization and scrapping.

The "National Plan for Epilepsy Act" aims to address the significant impact of epilepsy by establishing a comprehensive national plan for its prevention, diagnosis, treatment, and cure. This act mandates the creation of an Advisory Council on Epilepsy Research, Care, and Services, composed of federal and non-federal experts, to evaluate and improve federally funded epilepsy efforts. The council will provide recommendations to enhance coordination, diagnosis, treatment, research, and public awareness, and reduce the financial burden of epilepsy on families. Ultimately, the act seeks to improve the lives of individuals with epilepsy and their caregivers through coordinated research, improved access to care, and enhanced public awareness.

The SAFE Act amends the Social Security Act to include physical and occupational therapy benefits in Medicare annual wellness visits and initial preventive physical exams starting in 2026 for individuals determined to have fallen in the previous year. It mandates that these individuals receive falls risk assessments, fall prevention services, and outpatient therapy services. Additionally, the Act requires the Secretary of Health and Human Services to submit annual reports to Congress on falls experienced by individuals aged 65 and older.

The Alpha-gal Allergen Inclusion Act amends the Federal Food, Drug, and Cosmetic Act to include alpha-gal, a sugar found in non-catarrhine primate mammals and red algae, as a major food allergen. This will require food labels to clearly identify the presence of alpha-gal. The amendment will take effect 18 months after the enactment of this Act, with an exception for mammal-derived ingredients where alpha-gal is below a detectable limit as determined by the Secretary.
