This bill redesignates the Great Falls Scenic Overlook Trail Bridge and Overlook Park within the Paterson Great Falls National Historical Park in honor of Congressman Bill Pascrell, Jr. The facilities will be renamed the Bill Pascrell, Jr. Scenic Overlook Trail Bridge and the Bill Pascrell, Jr. Overlook Park, respectively. Any reference to the former names in any law, map, regulation, document, or record of the United States shall be considered a reference to the new names.

The "PFAS Alternatives Act" aims to promote firefighter safety by funding research and development of next-generation, PFAS-free turnout gear. It establishes a grant program for eligible entities to develop and test safer alternatives, and mandates training programs for firefighters on the proper use and maintenance of the new gear. The Act allocates \$25 million annually for research and \$2 million annually for training, and requires a report to Congress on the progress of these initiatives.

The Foreign Adversary Communications Transparency Act directs the FCC to identify and publish a list of entities holding FCC authorizations, licenses, or grants of authority that have reportable equity or voting interests held by a "covered entity," meaning governments, entities, or subsidiaries from countries considered foreign adversaries, as well as entities controlled by these adversaries based on national security agency determinations. The FCC is required to create rules to gather information, expand the list, and update it annually. This act aims to increase transparency regarding foreign ownership and control within U.S. communications networks.

The "Miracle on Ice Congressional Gold Medal Act" authorizes the presentation of three Congressional Gold Medals to honor the 1980 U.S. Olympic Men's Ice Hockey Team for their historic "Miracle on Ice" victory. These medals will be given to the Lake Placid Olympic Center, the United States Hockey Hall of Fame, and the US Olympic and Paralympic Museum for public display. The Act also allows for the creation and sale of bronze duplicates to fund the medal production.

Recognizes the crucial role of linemen in maintaining the nation's energy infrastructure and public safety. It also supports designating April 18, 2025, as National Lineman Appreciation Day to honor their contributions and dangerous work.

The Clean Ocean and Safe Tourism Anti-Drilling Act of 2025 prohibits the Department of Interior from issuing leases for oil, natural gas, or mineral exploration in the North Atlantic, Mid-Atlantic, South Atlantic, and Straits of Florida planning areas of the Outer Continental Shelf. This bill aims to protect coastal economies and marine environments by preventing offshore drilling in these specified regions.

The Enhanced Iran Sanctions Act of 2025 aims to prevent Iran from obtaining nuclear weapons and countering its support for terrorism by imposing sanctions on those involved in Iran's energy sector and those who provide financial support for its destabilizing activities. It mandates sanctions on foreign entities involved in processing, exporting, or selling Iranian oil, gas, and petrochemicals, while also establishing an interagency working group to coordinate and enforce these sanctions. The Act also amends existing legislation to require the identification of individuals involved in sanctionable activities or sanctions evasion related to Iranian oil and gas sales.

The TAKE IT DOWN Act aims to combat the spread of nonconsensual intimate visual depictions, including deepfakes, online. It establishes criminal penalties for intentionally sharing such images without consent, with increased penalties for depictions involving minors. The Act also requires online platforms to create a process for users to report and request the removal of nonconsensual intimate visual depictions within 48 hours, enforced by the Federal Trade Commission. It defines key terms related to consent, digital forgeries, and covered platforms, while also ensuring that the rest of the law remains valid if any part is deemed unenforceable.

The "WIPPES Act" requires "Do Not Flush" labeling on certain disposable wipes and similar products to prevent harm to wastewater infrastructure. It mandates a clearly visible symbol and written notice on product packaging, prohibiting any claims of flushability. The Federal Trade Commission (FTC) is responsible for enforcing these labeling requirements, and the Act preempts differing state laws.

The "Anti-CBDC Surveillance State Act" prohibits Federal Reserve Banks from offering financial products or services directly to individuals, maintaining accounts for individuals, or issuing a central bank digital currency (CBDC) directly or indirectly. It also blocks the Federal Reserve from testing, creating, or implementing a CBDC, or using it to implement monetary policy, without explicit congressional authorization. The bill clarifies that these restrictions do not apply to digital versions of the dollar that are open, permissionless, and private, like physical currency.

The "Expanding Partnerships for Innovation and Competitiveness Act" establishes the Foundation for Standards and Metrology, a nonprofit organization, to support the National Institute of Standards and Technology (NIST) in advancing measurement science, technical standards, and technology. The Foundation will foster collaboration among researchers, universities, industries, and nonprofits to boost U.S. economic security. It is governed by a Board of Directors and will support NIST through various activities, including research, commercialization, and education, and is authorized to receive and use funds to support its activities. The Foundation will develop strategic plans, publish annual reports, and adhere to strict standards of conduct and financial transparency.

The Youth Mental Health Research Act directs the National Institutes of Health (NIH) to establish a Youth Mental Health Research Initiative. This initiative will promote collaborative research on the social, behavioral, and developmental aspects of youth mental health. The goal is to build resilience and improve mental health interventions for young people in various settings. The Act authorizes $100 million in appropriations each fiscal year from 2025 through 2030 for these efforts.

The American-Hellenic-Israeli Eastern Mediterranean Counterterrorism and Maritime Security Partnership Act of 2025 aims to enhance counterterrorism and maritime security cooperation between the United States, Israel, Greece, and the Republic of Cyprus through strategic dialogues, joint exercises, and increased support for training facilities. It establishes interparliamentary and interexecutive groups to foster collaboration and creates specific training programs, CERBERUS and TRIREME, to improve counterterrorism and maritime security capabilities in the Eastern Mediterranean. The act also removes certain restrictions on defense articles for Cyprus and authorizes appropriations to support these initiatives and facilities. Finally, it mandates reports to Congress on strategies for enhanced cooperation and the implementation of training programs.

The "Stop Antisemitism on College Campuses Act" amends the Higher Education Act of 1965 to prohibit colleges and universities from supporting events promoting antisemitism. Antisemitism is defined using the International Holocaust Remembrance Alliance's working definition. This bill aims to ensure a safe and inclusive environment for Jewish students on college campuses by preventing the authorization, facilitation, funding, or support of antisemitic events.

The Safer Skies Act of 2025 expands security screening requirements for air carrier operations that operate under specific regulations, conduct passenger-carrying operations for compensation, offer individual seats in advance, provide publicly available schedules, operate airplanes with more than nine passenger seats, and do not use TSA-managed checkpoints. This act mandates that these operations comply with security screening standards outlined in federal regulations and requires the TSA Administrator to revise rules and policies to ensure compliance.

This bill designates the Department of Veterans Affairs community-based outpatient clinic in Toms River, New Jersey, as the "Leonard G. 'Bud' Lomell, VA Clinic" in honor of World War II hero Leonard G. Bud Lomell. Lomell was a D-Day veteran who received the Distinguished Service Cross, Purple Heart, and Silver Star for his courageous service. He was also the first director of the Ocean County Veterans Service Bureau and a respected member of the Toms River community.

The Major Richard Star Act allows eligible combat-disabled veterans to receive both their retirement pay and disability compensation. This eliminates the previous offset that reduced retirement pay for those receiving disability compensation. The changes apply to payments beginning the month after enactment.

The HELPER Act of 2025 amends the National Housing Act to establish an FHA mortgage insurance program for first responders, including law enforcement officers, firefighters, paramedics, EMTs, and teachers. This program allows the Secretary of Housing and Urban Development to insure mortgages up to 100% of the appraised value for eligible first-time homebuyers, waiving down payment requirements but requiring an up-front mortgage insurance premium. Mortgagors must meet specific eligibility criteria, including being a first-time homebuyer, completing a housing counseling program, and meeting employment and good standing requirements as a first responder. The bill authorizes appropriations for fiscal years 2026 through 2032 and requires reauthorization of the program after 5 years.

The 25th Anniversary of 9/11 Commemorative Coin Act directs the Treasury Secretary to produce gold and silver coins to commemorate the 25th anniversary of the September 11, 2001, terrorist attacks and the National September 11 Memorial and Museum. The coins' designs will represent the courage and resilience of those affected, with at least one coin bearing the inscription "Never Forget." Surcharges from the sale of these coins will be donated to the National September 11 Memorial and Museum to support its operations and maintenance. The Act ensures that the coin production does not create any net cost to the Federal Government.
