The College Employment Accountability Act mandates that institutions receiving federal funds must use the E-Verify program to confirm employee work authorization. Any finding that a college has hired unauthorized aliens or failed to participate in E-Verify will result in the immediate loss of all federal student and institutional aid. The Department of Homeland Security is tasked with monitoring compliance and reporting violations to the Department of Education.

This bill establishes the Southwestern Power Administration Fund (SWPA Fund) as a dedicated, non-expiring Treasury account for the Southwestern Power Administration. The Fund will consolidate all SWPA receipts and appropriated funds to cover the costs of power operations, maintenance, and construction. This structure grants the Administrator greater flexibility to commit funds for authorized expenses ahead of annual appropriations.

The Major Richard Star Act allows veterans with combat-related disabilities to receive both veteran's disability compensation and military retired pay concurrently, without reduction. This act amends Title 10 of the United States Code to ensure that disability retirees with combat-related disabilities are not subject to reductions in retired pay due to receiving veteran's disability compensation. These changes will take effect the first day of the month following the enactment of the Act.

The End Taxpayer Funding of Gender Experimentation Act of 2025 prohibits the use of any federal money for gender transition procedures, including for federal employees and at federal facilities. This ban also extends to the Affordable Care Act (ACA) marketplace, preventing individuals from using federal premium tax credits or cost-sharing reductions to cover plans that include these procedures. The law strictly defines "gender transition procedures" while excluding treatments for certain disorders of sex development or procedures necessary to prevent imminent death.

The Protecting Life and Integrity in Research Act of 2025 prohibits all federal funding and support for research utilizing human fetal tissue obtained as a result of an induced abortion. The bill restricts federal agencies to only conducting or supporting research using tissue obtained after a miscarriage or stillbirth, subject to new regulations. Furthermore, it makes it illegal for individuals to solicit or knowingly accept donations of human fetal tissue obtained pursuant to an induced abortion.

The Guaranteeing Unalienable and Anatomical Rights for Dependents Act (GUARD Act) establishes new conditions for states receiving federal child abuse prevention funding. Under this act, states cannot take adverse action against parents who oppose medical or social changes for their minors based on the parent's belief regarding the child's biological sex. Parents who face negative actions due to this opposition can sue to halt federal funding to the non-compliant state and seek the return of those funds.

The Fighting Post-Traumatic Stress Disorder Act of 2025 addresses the high rates of PTSD among public safety officers and telecommunicators due to job-related trauma. This bill directs the Attorney General to report on and propose federal programs offering specialized, confidential mental health treatment and preventative care for these essential workers. The goal is to establish effective, accessible support systems across all levels of government to combat behavioral health conditions and reduce suicide among first responders.

The "Accelerating Kids’ Access to Care Act" streamlines the Medicaid and CHIP enrollment process for out-of-state providers, allowing them to furnish services to individuals under 21 more efficiently. By reducing excessive screening and enrollment requirements, the bill aims to improve access to care for children. Enrolled providers will have a 5-year enrollment period, and the changes will take effect three years after enactment.

The First Responders Wellness Act aims to improve mental health support for first responders by establishing a national hotline providing peer support, crisis intervention, and referrals for mental health and substance use issues. It also expands crisis counseling and training to emergency responders during major disasters and requires a report on best practices for on-site mobile healthcare services for responders during national disasters.

The North Platte Canteen Congressional Gold Medal Act authorizes the Speaker of the House and the President pro tempore of the Senate to present a Congressional Gold Medal to the individuals and communities who volunteered or donated to the North Platte Canteen during World War II. After the presentation, the medal will be given to the Lincoln County Historical Museum in North Platte, Nebraska, for public display. The Secretary of the Treasury is responsible for creating the gold medal, and the United States Mint is authorized to produce and sell bronze duplicates.

The "Nationwide Consumer and Fuel Retailer Choice Act of 2025" amends the Clean Air Act, modifying the process for ethanol waivers and Reid Vapor Pressure limitations, allowing for higher ethanol blends during high ozone season. It also permits small refineries to reclaim certain retired credits from 2016-2018 for future use, under specific conditions related to prior exemption petitions.

The "Death Tax Repeal Act of 2025" eliminates both estate and generation-skipping transfer taxes, while also modifying gift tax laws. The "Agent Raul Gonzalez Officer Safety Act" establishes new federal crimes and penalties for individuals who intentionally flee from law enforcement officers while operating a vehicle near the U.S. border. Convictions under this law can lead to imprisonment, fines, and immigration consequences such as inadmissibility or deportation. The Attorney General must submit an annual report to Congress detailing the enforcement and impact of this law.

The "Protect Our Letter Carriers Act of 2025" aims to protect postal workers by allocating funds for high-security collection boxes and electronic mailbox keys. It mandates the appointment of dedicated attorneys to prosecute crimes against postal employees and directs the Sentencing Commission to update guidelines to ensure that assaulting or robbing a postal worker is treated as severely as assaulting a law enforcement officer.

The PLCAA Federal Jurisdiction Act allows firearm manufacturers, sellers, or trade associations to move civil lawsuits from state to federal court if they believe the case qualifies as a "qualified civil liability action." The federal court then determines if the case meets this definition and has the power to dismiss it.

The "Mandatory Removal Proceedings Act" mandates that the Secretary of Homeland Security initiate removal proceedings for any alien whose visa has been revoked due to security concerns or related issues as outlined in section 237(a)(4) of the Immigration and Nationality Act. This act clarifies visa revocation procedures and emphasizes the Secretary's authority in such matters. There is no judicial review allowed.

The AM Radio for Every Vehicle Act of 2025 mandates that new passenger vehicles sold in the U.S. must include standard equipment capable of receiving AM broadcast signals within a few years of the law's enactment. This requirement aims to ensure drivers retain access to crucial emergency alerts, overriding conflicting state or local laws. The bill also directs the GAO to study the reliability of AM radio versus other emergency alert technologies in vehicles.

The "Complete COVID Collections Act" aims to enhance oversight and recovery of funds allocated for COVID-19 relief programs. It expands the authority and extends the term of the Special Inspector General for Pandemic Recovery, harmonizes fraud enforcement timelines, and mandates the Department of Justice and Pandemic Response Accountability Committee to increase transparency in reporting fraud and recovered funds. The Act also prohibits the Small Business Administration from suspending collection efforts on COVID-19 related loans and requires regular reporting to Congress on collection progress and improper payments.
