The Major Richard Star Act ensures that military retirees with combat-related disabilities can receive both their military retirement pay and VA disability compensation concurrently without reduction. It refines the process for handling successive trade investigations, ensuring that the International Trade Commission considers prior findings and assesses cumulative effects on domestic industries. The commission will develop and implement fishery management plans, address aquatic invasive species, and administer a grant program to support interjurisdictional fishery projects. The commission will submit annual reports to Congress detailing its activities and progress.

The LIABLE Act removes federal immunity and liability limitations for COVID-19 vaccine manufacturers, allowing individuals to sue for losses caused by the vaccines. Individuals can still seek compensation through existing federal programs, and doing so does not prevent civil action. This applies to any COVID-19 vaccine licensed or authorized by the FDA and is retroactive.

The "Protecting America's Agricultural Land from Foreign Harm Act of 2025" aims to safeguard U.S. agricultural land by prohibiting its purchase or lease by individuals or entities associated with the governments of Iran, North Korea, China, and Russia, while also preventing their participation in USDA programs. The bill expands reporting requirements under the Agricultural Foreign Investment Disclosure Act of 1978, increases penalties for violations, and mandates public online databases of foreign ownership. Finally, it mandates an annual report from the Attorney General and Homeland Security Secretary to Congress on the enforcement and impact of this new law.

The "Death Tax Repeal Act" eliminates both estate and generation-skipping transfer taxes, effective from the date of enactment.
