Additionally, it requires regular reports from the Secretary of Agriculture, the Director of National Intelligence, and the Government Accountability Office on foreign ownership and its potential risks.

The "Make American Flags in America Act of 2025" mandates that U.S. flags displayed on Federal property or bought by Federal agencies be entirely manufactured in the U.S. using 100% U.S.-made materials, in accordance with international agreements. It also directs the Federal Trade Commission to study and report on country-of-origin labeling enforcement for U.S. flags, aiming to improve enforcement and deter violations.

The LIABLE Act removes federal immunity and liability limitations for COVID-19 vaccine manufacturers, allowing individuals to sue for losses caused by the vaccines. Individuals can still seek compensation through existing federal programs, and doing so does not prevent civil action. This applies to any COVID-19 vaccine licensed or authorized by the FDA and is retroactive.

The "Agent Raul Gonzalez Officer Safety Act" establishes federal criminal penalties for evading arrest or detention in a vehicle near the U.S. border, with increased penalties if serious injury or death results. It also makes individuals convicted of this offense inadmissible to the U.S., deportable, and ineligible for immigration benefits. Finally, it mandates an annual report from the Attorney General and Homeland Security Secretary to Congress on the enforcement and impact of this new law.

The "Protect America's Lands Act" prevents national securities exchanges from handling transactions of securities issued by "natural asset companies." These companies manage land for conservation and aim to enhance the value of natural assets and ecosystem services. The bill defines specific criteria for what constitutes a "natural asset company" to ensure the prohibition is appropriately applied.

The "Death Tax Repeal Act" eliminates both estate and generation-skipping transfer taxes, effective from the date of enactment. The "Emergency Border Control Resolution" establishes the federal budget for fiscal year 2025, replacing previous resolutions and setting budgetary levels through 2034. It outlines recommended levels and amounts for federal revenues, budget authority, outlays, deficits, and debt. The resolution instructs House committees to propose legislative changes to either increase or reduce the deficit by specific amounts. The Dismantle DEI Act of 2025 aims to immediately rescind diversity, equity, and inclusion (DEI) mandates across the federal government, including shutting down related offices and banning specific ideological training for federal personnel and contractors. The bill prohibits the use of federal funds for DEI activities by grant recipients and mandates that federal advisory committees cease all such practices or face termination. The "Chinese Spy Balloon Assessment Act" mandates the Secretary of Defense to deliver a report to the Senate and House Armed Services Committees. The report will include an analysis of recovered technology and materials, identifying their origins where possible.

The "Drug Cartel Terrorist Designation Act" mandates the Secretary of State to report to Congress on whether certain Mexican drug cartels meet the criteria to be designated as foreign terrorist organizations, and to designate those that meet the criteria as such. This report must include detailed justifications for any cartel not designated. The Act does not expand asylum eligibility based on these designations.
