Title I, the Dream Act of 2025, establishes conditional permanent residency for eligible individuals who entered the U.S. as children. Title II, the American Promise Act of 2025, allows the Secretary of Homeland Security or the Attorney General to grant permanent resident status to eligible individuals from TPS or DED countries. Title III outlines general provisions, such as background checks, application processes, and fee exemptions, applicable to all seeking to adjust their status under this Act.

The Protect Veteran Jobs Act allows wrongly fired or dismissed veterans in civil service jobs between January 20, 2025, and the Act's enactment date to be reinstated to their previous position or a similar one. It mandates executive branch agencies to report to Congress every three months on all veteran employees who were fired or dismissed and the reasons for their termination, effective until January 20, 2029. The "Alternatives to PAIN Act" amends Medicare Part D to improve access to non-opioid pain management drugs by waiving deductibles and ensuring they are placed on the lowest cost-sharing tier starting in 2026. The Act also prohibits the use of step therapy and prior authorization requirements for these drugs, further easing access for patients. These changes aim to provide more accessible alternatives for pain management, reducing reliance on opioids.

The "Protect US National Security Act" ensures that federal funds cannot be used to eliminate the United States Agency for International Development (USAID) as an independent entity. It asserts that only an act of Congress can eliminate USAID. The Secretary of State must certify compliance with this requirement to Congress within 30 days of the act's enactment and annually for 5 years.

The Port Crane Security and Inspection Act of 2025 mandates security inspections of foreign-made cranes used at high-risk U.S. ports, assessing and mitigating cybersecurity risks associated with these cranes. The Act prohibits the operation of new foreign cranes and, within five years, foreign software on cranes at U.S. ports, particularly those connected to a "covered foreign country". These covered foreign countries are identified as foreign adversaries by the intelligence community or the Secretary of Homeland Security and the Director of National Intelligence. The Blind Americans Return to Work Act of 2025 initiates a 20-year demonstration project aimed at helping blind Americans receiving Social Security disability benefits return to work. For the first 10 years, eligibility for benefits will be determined without considering substantial gainful activity, and benefits will be reduced based on earnings above a set amount, incentivizing employment without immediate loss of support. The project waives certain benefit requirements to facilitate successful employment, with participants having the option to opt out after the initial 10-year period. This act aims to support blind individuals in their transition back to the workforce while maintaining a safety net.

The "Medicare IVIG Access Enhancement Act of 2025" expands Medicare coverage to include in-home administration of intravenous immune globulin (IVIG) for beneficiaries with chronic inflammatory demyelinating polyneuropathy or multifocal motor neuropathy. Payment amounts may vary depending on the condition being treated with IVIG.
