The Water Infrastructure Subcontractor and Taxpayer Protection Act of 2025 amends the Water Infrastructure Finance and Innovation Act of 2014 to ensure payment and performance security for construction projects receiving federal assistance. The "Family Farm and Small Business Exemption Act" amends the Higher Education Act of 1965 to exclude the net value of a family farm (on which the family resides) or a small business (with no more than 100 employees and owned/controlled by the family) from consideration as an asset when determining financial need for federal student aid. This change aims to make higher education more accessible for students from family farm and small business backgrounds.

The "Freedom to Invest in Tomorrow's Workforce Act" amends Section 529 savings accounts to include expenses related to postsecondary credentialing programs. This allows 529 funds to cover costs like tuition, fees, books, supplies, and testing fees for recognized programs and credentials, as defined by the bill. These changes would apply to distributions made after the bill is enacted.

The "Marc Fischer Memorial Act" aims to combat the flow of synthetic drugs, particularly fentanyl, into Federal prisons through the mail. It mandates the Director of the Bureau of Prisons to develop and implement a strategy to equip all Federal correctional facilities with the technology and processes needed to scan mail, protect staff and inmates, and ensure timely delivery of mail copies while maintaining legal mail privileges. The strategy includes assessing current practices, identifying necessary resources, and providing a budgetary proposal for implementation, with ongoing reporting to Congress on its effectiveness.

This bill aims to include the Czech Republic in the list of countries whose citizens are eligible for E-1 trade visas, provided the Czech government offers reciprocal visa opportunities to U.S. citizens. This would allow Czech nationals to enter the United States for trade purposes under the E-1 nonimmigrant visa program, fostering stronger economic ties between the two nations.

The bill prohibits the use of federal funds for DEI activities by grant recipients and mandates that federal advisory committees cease all such practices or face termination. The "Medicare Patient Access and Practice Stabilization Act of 2025" extends increased Medicare payment support for physicians and practitioners through 2025. It increases payment rates by 6.62% for services provided from April 1, 2025, to January 1, 2026. The bill also updates a section of the Social Security Act to include the years 2021 through 2025 for conforming changes.

The IGO Anti-Boycott Act amends the Anti-Boycott Act of 2018 to include international governmental organizations in the prohibitions against boycotts. It requires the President to submit an annual report to Congress. This report will list foreign countries and international organizations that support boycotts and describe those boycotts.

The "Federal Firefighters Families First Act" aims to improve pay equality for Federal firefighters, enhance recruitment and retention, and ensure comprehensive calculation of retirement benefits. It updates the computation of pay and annuity calculations to include additional compensation for overtime hours in regular tours of duty. The Act also directs the Office of Personnel Management to establish a maximum regular workweek for Federal firefighters, not exceeding an average of 60 hours per week. These changes will impact annuity payments for individuals who separate from service 60 days after the law's enactment.

The "Life at Conception Act" declares that the right to life, as guaranteed by the Constitution, is vested in each human being, both born and preborn, from fertilization onward. This act defines "human being" as every member of the species homo sapiens at all stages of life. Notably, the act specifies that no woman shall be prosecuted for the death of her unborn child.

The "Born-Alive Abortion Survivors Protection Act" ensures that infants born alive after an abortion receive the same medical care as any other newborn, mandating immediate hospitalization and requiring healthcare practitioners to report any failures to comply. Violators face fines, imprisonment, and potential prosecution for homicide or attempted homicide, while the mother of the child cannot be prosecuted. The bill also allows the woman who had the abortion to file a civil action against anyone who violated the act. It defines abortion and attempts at abortion, and renames "Partial-Birth Abortions" to "Abortions" in relevant sections of the U.S. Code.
