This ensures accountability and transparency in security clearance determinations within the Executive Office.

The Farm and Food Cybersecurity Act of 2025 aims to bolster the cybersecurity of the agriculture and food critical infrastructure sector by requiring the Secretary of Agriculture to conduct regular risk assessments of cybersecurity threats and vulnerabilities. It also mandates annual cross-sector crisis simulation exercises to assess preparedness, identify gaps, and improve coordination in the food supply chain. These exercises will involve government and private sector entities, with reports submitted to Congress to enhance cybersecurity and resilience in the agriculture and food sector. Finally, the Act authorizes $1,000,000 per fiscal year from 2026 through 2030 to carry out the simulation exercises.

The Conrad State 30 and Physician Access Reauthorization Act extends the Conrad State 30 program, which allows foreign physicians to work in underserved areas of the U.S. in exchange for a waiver of certain visa requirements. It modifies requirements for foreign physicians seeking waivers, including employment protections, state waiver limits, and contract requirements. The bill also increases the number of waivers available to states and modifies immigration procedures for physicians, including allowing "dual intent" for medical graduates and clarifying national interest waivers. Finally, it requires an annual report on the Conrad State 30 J1 Visa Waiver Program.

The "Sporting Goods Excise Tax Modernization Act" modifies excise tax regulations by treating marketplace providers as the importer and seller for excise tax purposes on taxable sporting goods sold through their platform if the goods are shipped from outside the U.S. This applies when the marketplace provider lists the product, collects payments, and the manufacturer is not the marketplace provider. The regulations will be applied to sales in calendar quarters starting 60 days after the enactment of this Act.

The "Rare Earth Magnet Security Act of 2025" introduces a tax credit for the production of rare earth magnets, incentivizing domestic manufacturing. The credit offers \$20 per kilogram for magnets made in the U.S. and \$30 per kilogram if 90% of the magnet's materials are U.S.-sourced. The Buffalo Soldiers Congressional Gold Medal Act of 2025 authorizes the Speaker of the House and the President pro tempore of the Senate to award a Congressional Gold Medal to the Buffalo Soldier regiments, recognizing their dedicated service to the United States. Following the award ceremony, the medal will be given to the Smithsonian Institution's National Museum of African American History and Culture for display and research. The Secretary of the Treasury is permitted to create and sell bronze duplicates of the gold medal. Funds from the sales will be deposited back into the Mint's Public Enterprise Fund.
