The American Dream and Promise Act of 2025 provides a pathway to permanent residency for eligible individuals who entered the United States as children and those with Temporary Protected Status (TPS) or Deferred Enforced Departure (DED). Title I, the Dream Act of 2025, establishes conditional permanent residency for eligible individuals who entered the U.S. as children. Title II, the American Promise Act of 2025, allows the Secretary of Homeland Security or the Attorney General to grant permanent resident status to eligible individuals from TPS or DED countries. Paper copies must be available upon request without charge, and the device label itself must still comply with current regulations. The Secretary can implement additional requirements or exceptions for electronic labeling to ensure device safety and effectiveness.

The Federal Retirement Fairness Act amends title 5 of the United States Code, allowing civilian service in a temporary position after December 31, 1988, to be creditable under the Federal Employees Retirement System. This change applies to current employees and Members of the United States Postal Service, and requires the Office of Personnel Management to notify eligible individuals and issue implementing regulations.

The "Pay Our Coast Guard Parity Act of 2025" ensures that Coast Guard members receive equitable pay and benefits compared to other branches of the Armed Forces. The Public Safety Employer-Employee Cooperation Act establishes a framework for collective bargaining rights for public safety officers (law enforcement, firefighters, and emergency medical services personnel) at the state level. It directs the Federal Labor Relations Authority to determine if states substantially protect these rights, and if not, the Authority will establish collective bargaining procedures. The Act aims to promote cooperation between public safety employers and employees while respecting existing state laws and prohibiting strikes and lockouts. This law does not override state laws that provide similar or stronger protections for public safety officers.

The LIVE Beneficiaries Act aims to prevent improper payments in state medical assistance programs by requiring states to cross-reference their enrollee lists against the Social Security Death Master File quarterly, starting in 2027. States must disenroll deceased individuals and stop payments, but also reinstate coverage retroactively for anyone incorrectly disenrolled. States can use other data sources to identify deceased beneficiaries, but must still comply with the Death Master File requirements.

The Guard and Reserve GI Bill Parity Act of 2025 expands Post-9/11 GI Bill eligibility to National Guard members performing specific full-time duties. This expansion applies to service performed on or after September 11, 2001. The changes will take effect one year after the enactment of this Act, with the time limitation for using educational assistance applied as if enacted immediately after the Post-9/11 Veterans Educational Assistance Act of 2008.

The "Ending DOGE Conflicts Act" mandates that special government employees with financial ties to companies contracting with the federal government must adhere to strict financial disclosure requirements. It requires the Director of the Office of Government Ethics to certify these employees' financial reports and prohibits them from performing official duties until compliance is confirmed.

The "Nationwide Consumer and Fuel Retailer Choice Act of 2025" amends the Clean Air Act to modify fuel and fuel additive waiver processes, primarily affecting ethanol blends.
