The "Train More Primary Care Doctors Act of 2025" amends the Public Health Service Act to reauthorize funding for primary care training and enhancement programs. It increases funding from $48,924,000 to $49,924,000 for each fiscal year from 2025 through 2030. This will help ensure continued support for primary care training programs.

The Crime Victims Fund Stabilization Act of 2025 ensures that monetary penalties from False Claims Act cases are deposited into the Crime Victims Fund through fiscal year 2029. This excludes payments to whistleblowers and reimbursements to the government. This will increase the amount of money available to help victims of crimes.

This bill authorizes the Speaker of the House and the President pro tempore of the Senate to award a Congressional Gold Medal to the Freedom Riders, collectively, in recognition of their contributions to the Civil Rights movement. The medal will be displayed at the Smithsonian Institution and other appropriate locations, with bronze duplicates available for sale to the public. Funds from the United States Mint Public Enterprise Fund will cover the costs.

The NO BAN Act amends the Immigration and Nationality Act to limit the President's power to suspend or restrict the entry of foreign nationals based on nationality. It requires the President to provide Congress with specific evidence justifying any such restrictions, ensuring they are narrowly tailored and time-limited. The bill also expands nondiscrimination provisions in immigration law and allows those harmed by violations to sue the government. Additionally, the Act mandates detailed reports to Congress on visa applicants affected by any restrictions.

The Rosa Parks Day Act amends Title 5 of the United States Code to establish Rosa Parks Day as a legal public holiday. This act recognizes Rosa Parks' contribution to the civil rights movement. Rosa Parks Day will be observed annually after Thanksgiving Day.

The "Stop the Wait Act of 2025" eliminates the waiting period for Social Security Disability Insurance (SSDI) benefits, phasing it out completely by 2030. It also waives the 24-month waiting period for Medicare eligibility for certain SSDI recipients who lack minimum essential health coverage, allowing them to access Medicare retroactively to the start of their SSDI entitlement. The Act establishes special enrollment periods for Medicare Part B for these newly eligible individuals.

The "Black History is American History Act" amends the Elementary and Secondary Education Act of 1965 to include Black history in American history education programs. It ensures Black history is part of authorized programs, Presidential and Congressional academies, Smithsonian Institution resources, national activities, and the National Assessment of Educational Progress. This act emphasizes the importance of Black history as an integral part of American history.

The "Nancy Gardner Sewell Medicare Multi-Cancer Early Detection Screening Coverage Act" expands Medicare coverage to include FDA-approved multi-cancer early detection screening tests starting in 2028. It defines the criteria for these tests, sets payment guidelines, and establishes age and frequency limitations for coverage. The bill ensures that existing cancer screening coverage remains unaffected and allows for waivers of limitations based on recommendations from the United States Preventive Services Task Force.

The "Medicare Patient Access and Practice Stabilization Act of 2025" extends increased Medicare payment support for physicians and practitioners through 2025. It increases payment rates by 6.62% for services provided from April 1, 2025, to January 1, 2026. The bill also updates a section of the Social Security Act to include the years 2021 through 2025 for conforming changes.

The "Charitable Act" modifies the tax deduction for charitable contributions for individuals who do not itemize deductions. For the 2026 and 2027 tax years, the deduction will be capped at one-third of the standard deduction amount for the individual. The "Federal Firefighters Families First Act" aims to improve pay equality for Federal firefighters, enhance recruitment and retention, and ensure comprehensive calculation of retirement benefits. It updates the computation of pay and annuity calculations to include additional compensation for overtime hours in regular tours of duty. The Act also directs the Office of Personnel Management to establish a maximum regular workweek for Federal firefighters, not exceeding an average of 60 hours per week. These changes will impact annuity payments for individuals who separate from service 60 days after the law's enactment.

This bill expresses the House of Representatives' view that Congress should act to maintain the United States Postal Service (USPS) as an independent entity within the Federal Government. It emphasizes the USPS's role as a self-sustaining service vital to the economy and national connectivity. The "Universal Right To Vote by Mail Act of 2025" seeks to establish a uniform standard for mail-in voting across the United States by removing additional requirements for voting by mail in federal elections. The Close the Medigap Act of 2025 aims to strengthen consumer protections and improve transparency in the Medicare supplemental insurance market. It ensures guaranteed issue of Medigap policies regardless of health status, sets minimum medical loss ratios, and prohibits age-based pricing discrimination. The Act also enhances the Medicare plan finder website to provide clearer information about Medigap options and requires transparency in payments to brokers. Finally, the Act restores access to first-dollar Medigap coverage.

The Food Deserts Act establishes a grant program providing funds to states to create revolving loan funds for grocery stores in underserved communities. These funds will offer loans to establish new grocery stores or support existing ones, emphasizing the availability of healthful foods at affordable prices. States will prioritize entities that hire locally, offer nutritional education, and source food from local farms. The Act allocates $150 million for fiscal year 2026 to carry out these provisions.

The FAIR Act mandates a 3.3% increase in basic pay for federal employees under statutory pay systems and prevailing rate employees in 2026. Additionally, it increases locality pay for federal employees by 1% in 2026.

The Equal COLA Act aims to provide fair cost-of-living adjustments (COLAs) for Federal Employees Retirement System (FERS) annuities. Starting December 1 of each year, annuity payments will be increased based on the percentage change in the price index between the base quarters of the current and previous years, rounded to the nearest 1/10 of 1 percent. This adjustment applies to COLAs made after the enactment of this Act and to annuities starting before, on, or after that date, ensuring retirees receive adequate support to keep pace with inflation.

The "Saving the Civil Service Act" limits the ability to reclassify civil service positions, maintaining competitive service standards. It requires OPM approval for certain position changes and sets restrictions on the number of employees that can be moved between service types during a presidential term. Employee consent is mandated for transfers between different service schedules. The Office of Personnel Management is tasked with creating regulations to implement the provisions of this act.
