Surcharges from the coin sales will benefit the Roberto Clemente Foundation, supporting their educational programs, youth sports initiatives, disaster relief efforts, and historic preservation projects. The Act ensures that the coin program will not incur any net cost to the United States government.

This resolution designates February as Black History Month, celebrating the heritage and achievements of Black Americans. It recognizes the foundational role of Black labor in the United States, from slavery to modern times, and acknowledges the economic disparities that persist. The resolution also honors key figures and movements that have advanced Black Americans' rights and economic opportunities. The SHOPP Act of 2025 expands the Gus Schumacher Nutrition Incentive Program to increase access to healthy foods. It allows program incentives to be used for fresh frozen fruits and vegetables, increasing year-round availability. The act also includes legumes as eligible purchases, alongside fruits and vegetables, to promote diverse and nutritious food choices.

The "Grown in America Act of 2025" introduces a tax credit for businesses that use domestic agricultural commodities in their products for human consumption. This credit, capped at $100,000,000, aims to incentivize the use of U.S.-produced agricultural inputs by offering a tax benefit based on the percentage of domestic agricultural commodities used. The percentage of domestic inputs required to receive the full credit increases over time, with the Secretary of Agriculture maintaining a list of agricultural commodities that cannot be produced domestically. These provisions will be effective for taxable years starting after December 31, 2025.

The Technology for Energy Security Act extends the tax credit deadline for "quality fuel cell property" from January 1, 2025, to January 1, 2033. This extension applies only to fuel cell property where construction begins after December 31, 2024. The bill aims to promote energy security by incentivizing the development of fuel cell technology.

The SAFE Act of 2025 amends existing legislation to explicitly prohibit the slaughter of horses for human consumption, reinforcing protections for these animals. This bill seeks to prevent the inhumane treatment of American equines by closing loopholes that allow their slaughter and export for human consumption.

The MEME Act prohibits elected and other high-ranking federal officials, as well as their families, from promoting financial assets, including securities, commodities, and digital assets, for personal gain. It allows the Attorney General, private parties, and others to sue violators. Violators may face civil penalties up to $250,000, be required to return profits to the Treasury, and may face criminal penalties including fines and imprisonment. The Act aims to prevent public officials from using their positions for personal financial benefit, addressing bribery, insider trading, and corrupt foreign influence.

The GUARD VA Benefits Act establishes criminal penalties for individuals who charge veterans unauthorized fees for assisting with claims for benefits administered by the Department of Veterans Affairs. This legislation amends existing law to prohibit soliciting, contracting for, or receiving compensation for preparing or prosecuting VA benefit claims, except where explicitly authorized by other statutes.

This bill reaffirms the Twenty-Second Amendment, which limits a president to two terms in office. It emphasizes that this limit applies in aggregate, preventing any individual who has served two terms as President from running again. The bill is a direct response to instances where President Trump suggested serving more than two terms. It explicitly prohibits President Trump from running for president again.

This bill directs Congress to convene a joint session in Philadelphia on July 2, 2026, to honor the 250th anniversary of the Declaration of Independence. The session will take place at Independence National Historical Park, recognizing Philadelphia's pivotal role in the nation's founding.

The "Encouraging the EU to DESIGNATE Resolution" urges the European Union to designate the Islamic Revolutionary Guard Corps (IRGC) as a terrorist organization, citing its history of violence, human rights abuses, and support for terrorist groups. It highlights the IRGC's destabilizing actions globally, including supporting the Assad regime, assisting Russia in the Ukraine war, and plotting against U.S. officials. The resolution encourages the prioritization of this designation in discussions with the European Union.

The "Semiquincentennial Congressional Time Capsule Act" directs the Architect of the Capitol to create a time capsule containing items chosen by congressional leaders, including records of important events and a message to the future Congress. The time capsule will be sealed and buried on the West Lawn of the Capitol by July 4, 2026, with a plaque providing information about it. It is to remain sealed until July 4, 2276, when it will be presented to the 244th Congress.

The American Dream and Promise Act of 2025 provides a pathway to permanent residency for eligible individuals who entered the United States as children and those with Temporary Protected Status (TPS) or Deferred Enforced Departure (DED). Title I, the Dream Act of 2025, establishes conditional permanent residency for eligible individuals who entered the U.S. as children. Title II, the American Promise Act of 2025, allows the Secretary of Homeland Security or the Attorney General to grant permanent resident status to eligible individuals from TPS or DED countries. Title III outlines general provisions, such as background checks, application processes, and fee exemptions, applicable to all seeking to adjust their status under this Act.

This bill expresses support for the Iranian people's desire for a democratic, secular, and nonnuclear republic, while condemning the Iranian regime's human rights abuses, support for terrorism, and attempts to develop nuclear weapons. It modifies requirements for foreign physicians seeking waivers, including employment protections, state waiver limits, and contract requirements. The bill also increases the number of waivers available to states and modifies immigration procedures for physicians, including allowing "dual intent" for medical graduates and clarifying national interest waivers. Finally, it requires an annual report on the Conrad State 30 J1 Visa Waiver Program.

The "Protect and Serve Act of 2025" creates federal offenses for intentionally causing serious injury or death to law enforcement officers because of their status as officers. It sets penalties including imprisonment and fines, with increased penalties if death results or if kidnapping or attempted killing is involved. Federal prosecution requires certification from the Attorney General, based on a request from the state or if it is in the public interest to ensure substantial justice. The act defines "law enforcement officer" and "State" for the purposes of the new offenses.
