The "Non-Recognition of Russian Annexation of Ukrainian Territory Act" prohibits the United States from recognizing Russia's claim of sovereignty over any portion of Ukraine. It also prevents any federal department or agency from taking actions that would imply recognition of such claims.

This bill authorizes the Speaker of the House and the President pro tempore of the Senate to award a Congressional Gold Medal to the Freedom Riders, collectively, in recognition of their contributions to the Civil Rights movement. The LICENSE Act of 2025 modifies commercial driver's license (CDL) regulations, directing the Secretary of Transportation to update title 49, Code of Federal Regulations, within 90 days. These revisions include requirements for CDL knowledge test examiners and allow states to administer driving skills tests to any CDL applicant, regardless of their residence or training location.

The FARM Act aims to protect U.S. agriculture by including it in the Committee on Foreign Investment in the United States, adding the Secretary of Agriculture to the committee, and mandating reviews of foreign investments in U.S. agricultural businesses. The WaterSMART Access for Tribes Act amends the Omnibus Public Land Management Act of 2009. It authorizes the Secretary to reduce or waive cost-sharing requirements for infrastructure projects with Indian Tribes if those requirements would create financial hardship for the Tribe. This change aims to ease the financial burden on Tribes participating in water management improvements.

The "Cleaner Air Spaces Act of 2025" authorizes the EPA Administrator to provide grants to air pollution control agencies, including Tribal agencies, for establishing cleaner air space programs. These programs will establish clean air centers, distribute air filtration units and replacement filters to covered households in areas at risk of wildfire smoke, and provide educational materials. Grant applicants must partner with community-based organizations and meet specific requirements for program implementation, data collection, and reporting. The act allocates $30,000,000 for the program from fiscal years 2026 through 2028.

The "Agricultural Environmental Stewardship Act of 2025" extends the energy credit for qualified biogas property through December 31, 2025, for construction beginning after December 31, 2024.

The "Saving the Civil Service Act" limits the ability to reclassify civil service positions, maintaining competitive service standards. It requires OPM approval for certain position changes and sets restrictions on the number of employees that can be moved between service types during a presidential term. Employee consent is mandated for transfers between different service schedules. The Office of Personnel Management is tasked with creating regulations to implement the provisions of this act.
