The "Protecting Life in Foreign Assistance Act" seeks to restrict federal funding to foreign and domestic organizations that perform or promote abortions, furnish abortion-related items, or support entities involved in such activities. It expands existing policies to include a broader range of organizations and activities, including counseling, lobbying, and training. The bill also requires domestic organizations receiving federal funds to maintain complete separation from abortion-related activities. The goal is to codify these restrictions to ensure consistent application across different presidential administrations.

The "Protecting Life in Health Savings Accounts Act" amends the Internal Revenue Code of 1986 to restrict the use of Health Savings Accounts (HSAs), Archer MSAs, health flexible spending arrangements, health reimbursement arrangements, and retiree health accounts for abortion expenses. Exceptions are made only in cases of rape, incest, or when the woman's life is in danger, as certified by a physician. These provisions generally take effect for taxable years starting after December 31, 2025, with some provisions also applying to expenses incurred after this date.

The "Stop Wasteful Advertising by the Government Act" or the "SWAG Act" aims to prevent federal agencies from using taxpayer dollars for wasteful advertising practices. It prohibits the use of federal funds for swag and mascots, with limited exceptions for recruitment, census purposes, and existing military mascots. The Act also mandates agencies to report on their public relations and advertising spending, including return on investment, to Congress annually.

The MACARTHUR Act directs the Secretary of the Army to include "Duty, Honor, Country" in the U.S. Military Academy's mission statement. It expresses Congress's belief that these values should be central to the Academy's culture and taught to all cadets. The update to the mission statement must occur within 30 days of the law's enactment.

The "Unborn Child Support Act" amends the Social Security Act to include unborn children in child support enforcement, allowing mothers to seek child support from the biological father starting from the first month of conception. It ensures states establish and enforce these obligations while protecting the interests and safety of both the mother and the unborn child, with collections potentially dating back to conception, and prevents the modification of these requirements through experimental projects. These changes take effect two years after enactment.

The "Main Street Tax Certainty Act" amends the Internal Revenue Code of 1986 to make the deduction for qualified business income permanent. This is achieved by eliminating the expiration date for this deduction. This change provides long-term tax certainty for small businesses.

This resolution expresses concern over China's growing influence in Panama, particularly regarding the management of key ports, and its potential threat to the Panama Canal's neutrality and U.S. interests. It urges Panama to expel Chinese officials and terminate agreements that allow Chinese entities to manage critical infrastructure. The resolution also calls on the U.S. to utilize the Neutrality Treaty to address these threats, provide support to Panama, and explore a partnership to restore operational control of the Panama Canal, ensuring its security and freedom of navigation.

The "Defund Planned Parenthood Act" prohibits the federal government from providing any funding to Planned Parenthood Federation of America or its affiliates. This bill aims to eliminate all federal financial support for the organization and its related entities.

The "Protect Funding for Women's Health Care Act" prohibits federal funds from going to Planned Parenthood Federation of America and its affiliates. It states that the funds will still be available to other eligible entities for women's health services. It does not alter existing abortion-related limitations or decrease overall federal funding for women's health initiatives.

The Foreign Adversary Risk Management (FARM) Act aims to protect U.S. agriculture by including it under the oversight of the Committee on Foreign Investment in the United States (CFIUS). This bill adds the Secretary of Agriculture to the CFIUS committee and expands CFIUS authority to review transactions that could result in foreign control of U.S. businesses involved in agriculture. Additionally, the Secretary of Agriculture and the Comptroller General are required to analyze foreign influence in the U.S. agriculture industry and submit a report to Congress.

The "No Taxpayer Funding for Abortion and Abortion Insurance Full Disclosure Act of 2025" seeks to prohibit the use of federal funds for abortions and for health benefits coverage that includes abortion coverage, with exceptions for rape, incest, or to save the life of the mother. It clarifies that premium credits and cost-sharing reductions under the Affordable Care Act (ACA) cannot be used for health plans that include abortion coverage, allowing for separate purchase of abortion coverage without federal tax credits. The Act also requires health plans to transparently disclose the extent of abortion coverage and any related premium surcharges to enrollees.

The "Born-Alive Abortion Survivors Protection Act" ensures that infants born alive after an abortion receive the same medical care as any other newborn, mandating immediate hospital transport and requiring healthcare practitioners to report any failures to comply. Violators face fines, imprisonment, and potential prosecution for homicide or attempted homicide, while the mother of the child is protected from prosecution. The bill also allows the woman on whom the abortion was performed to file a civil action against anyone who violated the requirements if a child was born alive.

The "Ensuring Accurate and Complete Abortion Data Reporting Act of 2025" mandates that states report abortion data to the Centers for Disease Control and Prevention (CDC) to receive Medicaid funding for family planning services. This act requires the CDC to establish a system for collecting standardized abortion data, create a standard reporting worksheet for states, and issue annual reports based on the collected data. States must report data including maternal age, gestational age, race, ethnicity, abortion method, and other variables, and certify the accuracy of their submissions. States providing false information will lose Medicaid payments for family planning services and supplies.

The ALIGN Act makes full expensing permanent for qualified property placed in service after September 27, 2017, by amending Section 168(k) of the Internal Revenue Code of 1986. It also removes outdated clauses and updates references within Section 168(k) and amends Section 460(c)(6)(B) to clarify its application to property with a recovery period of 7 years or less. These changes are retroactive, as if included in Public Law 115-97.

The CONSTRUCTS Act of 2025 aims to expand training and education for residential construction careers by establishing a grant program through the Department of Labor. These grants will be awarded to junior and community colleges, area career and technical education schools, and training service providers, with a priority for those serving rural areas and underserved populations. The funds will support the creation and expansion of training programs, partnerships with local businesses, and outreach to students about careers in residential construction. The act authorizes \$20 million to be appropriated annually from 2025 through 2029 to fund this initiative.

The "Standing Against Houthi Aggression Act" requires the Secretary of State to designate Ansarallah (the Houthis) as a foreign terrorist organization. It also mandates the President to impose sanctions on Ansarallah, its members, agents, affiliates, or those owned or controlled by it within 90 days of enactment.

The "Midnight Rules Relief Act of 2025" allows Congress to overturn multiple regulations finalized at the end of a President's term with a single vote. This act streamlines the process for Congress to review and potentially reject regulations submitted by agencies during the final months of a presidential administration. By disapproving of these "midnight rules" through a joint resolution, Congress can prevent them from taking effect.

The "Filing Relief for Natural Disasters Act" allows the Secretary to postpone federal tax deadlines, similar to federal disaster declarations, upon a written request from a state governor for a qualified state-declared disaster. It defines a "qualified state-declared disaster" as a natural catastrophe, fire, flood, or explosion, as determined by the Governor, that causes significant damage. This act also extends mandatory tax deadline extensions from 60 days to 120 days.

The "AMERICANS Act" aims to provide remedies for members of the Armed Forces who faced adverse actions due to the COVID-19 vaccine mandate. It restricts new mandates, prohibits negative actions against unvaccinated service members, and allows those discharged or negatively affected to apply for remedies such as discharge upgrades, reinstatement, compensation, and expungement of records. The Act prioritizes retaining unvaccinated members and limits consideration of vaccination status for deployment and assignment decisions, and provides exemptions for COVID-19 vaccination based on natural immunity, health conditions, or religious beliefs. Additionally, it terminates bonus repayment obligations for those separated for refusing the vaccine and reimburses any prior repayments.

The Restore Department of Veterans Affairs Accountability Act of 2025 aims to improve accountability within the VA by streamlining the process for removing or disciplining employees, including supervisors and senior executives, for misconduct or poor performance. It sets specific timelines and standards for disciplinary actions, emphasizing the use of substantial evidence and limiting external review of penalties. The bill also protects whistleblowers and ensures that disciplinary actions are based on a thorough consideration of the employee's record and the nature of the offense. These changes will apply retroactively to misconduct or performance issues that occurred after the enactment of the Department of Veterans Affairs Accountability and Whistleblower Protection Act of 2017.
