The Reorganizing Government Act of 2025 updates the laws governing presidential executive reorganization plans. The End Taxpayer Funding of Gender Experimentation Act of 2025 prohibits the use of any federal funds for gender transition procedures, including those provided through federal health plans or facilities. This ban also extends to the Affordable Care Act, preventing individuals from using federal premium tax credits or cost-sharing reductions to cover plans that include such procedures. The legislation broadly defines gender transition procedures while excluding care for certain disorders of sex development and life-threatening emergencies.

This bill impeaches Judge James E. Boasberg, Chief Judge for the District of Columbia, for high crimes and misdemeanors. The impeachment accuses Boasberg of abusing judicial power for political gain by obstructing the President's authority to remove aliens associated with a designated Foreign Terrorist Organization. Boasberg is accused of interfering with the President's enforcement of laws, jeopardizing national safety, and undermining the separation of powers. The bill seeks his removal from office.

The Land And National Defense Act (LAND Act) imposes strict reciprocal restrictions on foreign entities purchasing U.S. agricultural land, mirroring the limitations a U.S. citizen would face when buying land in the purchaser's home country. It establishes a new Task Force, chaired by the Secretary of Agriculture, to monitor and report on foreign ownership compliance. Furthermore, sellers are required to report all agricultural land sales to foreign purchasers to the Secretary of Agriculture.

The Fair and Open Competition Act of 2025 ensures fair competition on federally funded construction projects by prohibiting the government from requiring or penalizing bidders based on union agreements. This legislation aims to keep federal agencies neutral in labor relations while promoting cost savings and opening opportunities for all businesses. Exceptions to this neutrality rule are strictly limited to specific public health, safety, or national security emergencies.

The Space National Guard Establishment Act of 2025 formally creates the Space National Guard as a new state-level component of the organized militia, serving as the reserve component for the U.S. Space Force. This initial structure transfers existing Air National Guard space personnel and units in seven specified states into the new branch. The Act mandates that the Space National Guard utilize existing Air National Guard facilities and requires annual briefings to Congress on its implementation and operations for five years.

The BLOC Act, or Blocking Lawless Open Border Cities and States Act of 2025, aims to withhold federal infrastructure funding from local governments designated as "sanctuary jurisdictions." To remain eligible for these funds, local jurisdictions must adopt a policy requiring them to notify the Secretary of Homeland Security 48 hours before releasing certain non-U.S. citizens from custody. This measure ties federal transportation dollars directly to local cooperation regarding immigration detainers.

The Deportation Compliance Act prohibits U.S. foreign assistance to countries that have been penalized by the Secretary of State for delaying or refusing to accept their own citizens, subjects, nationals, or residents for longer than 180 days. This prohibition remains in effect as long as the country continues to delay or refuse acceptance.

The "Federal Reserve Board Abolition Act" eliminates the Federal Reserve Board and Federal Reserve Banks one year after enactment, repealing the Federal Reserve Act. During the dissolution period, the Chairman of the Federal Reserve Board will manage the winding down of affairs, and the Office of Management and Budget Director will liquidate assets to maximize returns to the Treasury. The Treasury Secretary will assume outstanding liabilities and, along with the Office of Management and Budget Director, report to Congress on the implementation of the Act.

The SAFER Voter Act seeks to eliminate the age restriction that prevents individuals under 21 from purchasing handguns and handgun ammunition from licensed federal firearms dealers. This bill would amend title 18 of the United States Code, specifically sections 922(b)(1) and 922(c)(1), to allow adults 18 and over to purchase handguns.

The "End FEMA Benefits for Illegal Immigrants Act" terminates FEMA's program that funds shelters and services for migrants, which aimed to reduce overcrowding in Customs and Border Protection facilities. It also rescinds any remaining funds allocated to FEMA from previous appropriations acts that were intended for Customs and Border Protection operations.

The "UPLIFT Act" aims to enhance cooperation between local law enforcement and federal immigration authorities to combat transnational crime and drug trafficking. It amends existing laws to prevent sanctuary policies that hinder immigration enforcement, clarifies the authority of ICE detainers, and protects jurisdictions that comply with detainers from liability. The act also allows victims of crimes committed by released aliens to sue non-complying jurisdictions.

The FEMA for America First Act of 2025 amends the Stafford Act to restrict FEMA individual assistance to only qualified aliens, excluding asylees, refugees, and certain parolees who have not pursued permanent residency. This bill narrows the eligibility criteria for disaster relief, focusing aid on a specific subset of legal immigrants as defined by existing federal laws.

The CLEAN Act aims to expedite geothermal energy development by requiring the Department of Interior to hold replacement lease sales if scheduled ones are canceled, offer all eligible nominated parcels for geothermal development, and make timely decisions on geothermal drilling permit applications.

The "No American Land for Communist China Act" prohibits the President from allowing individuals or entities associated with the Chinese government from purchasing real estate near covered federal lands. Covered lands include those managed by the Departments of Interior, Defense, Agriculture (Forest Service), and Energy, as well as Indian country. This restriction applies to entities with at least 25% equity interest held by Chinese government-affiliated individuals or businesses. The Act defines "United States" broadly to include states, territories, and other U.S. possessions.

The "Protecting American Agriculture from Foreign Adversaries Act of 2025" adds the Secretary of Agriculture to the Committee on Foreign Investment in the United States (CFIUS) for agricultural matters. It mandates CFIUS review of agricultural land transactions, particularly those involving entities from China, North Korea, Russia, or Iran, to safeguard American agriculture. This ensures scrutiny of foreign investments in agricultural land and related industries, addressing potential threats to national security. The requirements for a specific country will end if that country is removed from the list of foreign adversaries in section 791.4 of title 15, Code of Federal Regulations.

The "Protecting Life from Chemical Abortions Act" restricts the Department of Health and Human Services and the FDA, requiring them to enforce Risk Evaluation and Mitigation Strategy (REMS) requirements for abortion drugs, reinstate the in-person dispensing requirement, and prohibits reducing REMS protections until standardized abortion data is collected by the CDC from every state. It also defines key terms such as "abortion," "abortion drug," and "unborn child" and prohibits the HHS secretary from declaring a public health emergency with respect to abortion.

This resolution impeaches Judge Paul Adam Engelmayer for high crimes and misdemeanors, accusing him of abusing his power and violating his oath of office. The impeachment is based on allegations that Judge Engelmayer improperly blocked access to Treasury Department records, thereby using his position for personal and political gain. The resolution calls for his removal from his position as a United States District Court Judge.

The "Alien Removal Not Resort Stays Act" terminates federal funding for FEMA's Shelter and Services Program, which provides aid to migrants. Funds will be transferred to Immigration and Customs Enforcement (ICE). ICE will use the funds for enforcement, detention, and removal operations.

The "Protect America's Innovation and Economic Security from CCP Act of 2025" establishes a CCP Initiative within the Department of Justice to combat Chinese Communist Party (CCP) espionage and theft of U.S. intellectual property. This initiative will focus on enforcement, identifying threats, protecting critical infrastructure, and investigating Chinese companies. The Attorney General is required to submit annual reports to Congress on the initiative's progress and impact. The initiative is set to expire six years after enactment.
