This resolution designates February 15–22, 2025, as "National FFA Week" to honor the National FFA Organization’s vital role in cultivating the next generation of agricultural leaders. It celebrates the organization’s commitment to personal growth and career readiness while commemorating the 90th anniversary of the New Farmers of America and the 75th anniversary of the FFA’s federal charter.

The Honoring Our Fallen Heroes Act of 2025 expands public safety officer benefits to include deaths and disabilities caused by exposure-related cancers, presuming that certain cancers diagnosed within 15 years of service are line-of-duty injuries if the officer served for at least 5 years. It defines "exposure-related cancer" and allows for updates to the list based on medical evidence, while also permitting individuals to petition for additions. The Act also clarifies "line of duty action" and applies retroactively to claims dating back to January 1, 2020, with a three-year window for filing claims based on these amendments.

The Investing in Rural America Act of 2025 amends the Farm Credit Act of 1971, enabling Farm Credit System institutions to finance essential community facilities in rural areas, with a limit of 15% of their total outstanding loans. These institutions must offer participation in financing to other domestic lenders, especially community banks, and report these offers to the Farm Credit Administration. The Farm Credit Administration will then provide an annual report to Congress on these activities. This amendment aims to support rural development by leveraging the resources of the Farm Credit System.

The "National Right-to-Work Act" amends both the National Labor Relations Act and the Railway Labor Act to protect an employee's right to choose whether or not to join or support a labor union. It eliminates the possibility of mandatory union membership or dues payments as a condition of employment, ensuring that employees cannot be forced to join or support a union against their will.

The Whole Milk for Healthy Kids Act of 2025 expands milk options available to students in the National School Lunch Program by allowing schools to offer organic or non-organic whole milk. This legislation provides greater flexibility for schools in providing fluid milk choices while maintaining accommodations for students with special dietary needs. Importantly, the saturated fat content of these offered milk options will not count toward the meal's overall saturated fat limits.

The Marc Fischer Memorial Act mandates that the Bureau of Prisons implement a comprehensive strategy to achieve 100% digital scanning of all inmate mail to interdict fentanyl and other synthetic drugs. By transitioning to digital mail processing, the Act aims to protect staff and inmates from lethal exposure, improve institutional security, and alleviate the administrative burden on correctional personnel.

The "Amateur Radio Emergency Preparedness Act" aims to protect amateur radio operators' ability to install and use antennas on their property, despite private land use restrictions that may otherwise prohibit or impair such installations. It allows for reasonable restrictions based on safety and aesthetics, while limiting prior approval requirements and offering legal recourse for violations. The Act seeks to balance community interests with the need for effective emergency communication capabilities provided by amateur radio operators. The FCC is required to issue regulations to implement the act within 180 days of enactment.

The Protect Our Letter Carriers Act of 2025 aims to enhance the safety of postal workers by funding high-security infrastructure upgrades, including electronic mailbox keys. The bill also mandates the appointment of dedicated federal prosecutors for postal crimes in every judicial district and requires stricter sentencing guidelines for those who assault or rob postal employees.

The CONSTRUCTS Act of 2025 establishes a competitive grant program to expand education and training for careers in the residential construction industry. By providing $20 million annually, the bill supports community colleges and trade schools in developing skilled labor pipelines, with a priority on serving rural and underserved populations. These programs aim to increase the supply of qualified workers while helping to address local housing needs through flexible, industry-aligned training.

The Fair Access to Banking Act prohibits large financial institutions and payment networks from denying services to law-abiding businesses based on subjective, politically motivated, or reputational criteria. The bill mandates that financial institutions use impartial, quantitative, risk-based standards to evaluate customers rather than category-based exclusions. To ensure compliance, the legislation establishes enforcement mechanisms through federal regulators and provides a legal pathway for businesses to sue for damages if they are unfairly denied access to financial services.

The Antisemitism Awareness Act of 2025 requires the Department of Education to consider the International Holocaust Remembrance Alliance's definition of antisemitism when evaluating discrimination complaints under Title VI of the Civil Rights Act of 1964, concerning race, color, and national origin. This aims to address rising antisemitism in educational settings. The Act clarifies that it does not expand the Department of Education's authority, change existing discrimination standards, reduce existing rights, or infringe upon First Amendment rights.

The Dismantle DEI Act of 2025 aims to immediately rescind diversity, equity, and inclusion (DEI) mandates across the federal government, including shutting down related offices and banning specific ideological training for federal personnel and contractors. The bill prohibits the use of federal funds for DEI activities by grant recipients and mandates that federal advisory committees cease all such practices or face termination. Furthermore, it establishes strong enforcement mechanisms, allowing individuals to sue violators and seek financial penalties for non-compliance.

This bill expresses the House of Representatives' view that Congress should act to maintain the United States Postal Service (USPS) as an independent entity within the Federal Government. It emphasizes the USPS's role as a self-sustaining service vital to the economy and national connectivity. The resolution discourages privatization, citing concerns about increased costs, reduced services, and damage to critical infrastructure.

The Life at Conception Act declares that the constitutional right to life begins at the moment of fertilization, defining all human beings as persons from that point forward. The bill establishes legal personhood for every member of the species *homo sapiens* at all stages of development. The Main Street Tax Certainty Act makes the 20% pass-through business income deduction permanent. By removing the current 2025 expiration date, this legislation ensures long-term tax relief for owners of qualified pass-through entities.

This bill proposes a constitutional amendment to fix the number of Supreme Court justices at nine. For this amendment to be valid, three-fourths of the state legislatures must ratify it within seven years of its submission.

The Make the Migrant Protection Protocols Mandatory Act of 2025 amends the Immigration and Nationality Act to require, rather than permit, the return of certain noncitizens to Mexico or Canada while their immigration proceedings are pending. This legislation removes discretionary authority from the Department of Homeland Security, effectively mandating the implementation of the "Remain in Mexico" policy.

The Chiropractic Medicare Coverage Modernization Act of 2025 expands Medicare coverage to include all services legally authorized under a chiropractor’s state license, moving beyond the current restriction limited to manual spinal manipulation. This legislation aligns Medicare benefits with private insurance and other federal health programs to better reflect modern chiropractic practice. To provide these expanded services, chiropractors will be required to complete a one-time training program verified by the Secretary of Health and Human Services.

The FAIR PREP Act of 2025 prohibits the IRS from developing or operating its own electronic tax preparation and filing services. The bill restricts the Treasury Secretary from preparing tax returns or refund claims, while explicitly protecting existing programs like IRS Free File and volunteer tax assistance services. Additionally, it prevents the use of federal funds for the development of new government-run tax preparation systems without explicit congressional authorization.
