The Investing in Rural America Act of 2025 amends the Farm Credit Act of 1971, enabling Farm Credit System institutions to finance essential community facilities in rural areas, with a limit of 15% of their total outstanding loans. These institutions must offer participation in financing to other domestic lenders, especially community banks, and report these offers to the Farm Credit Administration. The Farm Credit Administration will then provide an annual report to Congress on these activities. This amendment aims to support rural development by leveraging the resources of the Farm Credit System.

The Whole Milk for Healthy Kids Act of 2025 expands milk options available to students in the National School Lunch Program by allowing schools to offer organic or non-organic whole milk. This legislation provides greater flexibility for schools in providing fluid milk choices while maintaining accommodations for students with special dietary needs. Importantly, the saturated fat content of these offered milk options will not count toward the meal's overall saturated fat limits.

The "Protect Our Letter Carriers Act of 2025" aims to protect postal workers by allocating funds for high-security collection boxes and electronic mailbox keys. It also mandates the appointment of dedicated attorneys to prosecute crimes against postal employees and directs the Sentencing Commission to increase penalties for assaulting or robbing them.

The "Marc Fischer Memorial Act" aims to combat the flow of synthetic drugs, particularly fentanyl, into Federal prisons through the mail. It mandates the Director of the Bureau of Prisons to develop and implement a strategy to equip all Federal correctional facilities with the technology and processes needed to scan mail, protect staff and inmates, and ensure timely delivery of mail copies while maintaining legal mail privileges. The strategy includes assessing current practices, identifying necessary resources, and providing a budgetary proposal for implementation, with ongoing reporting to Congress on its effectiveness.

The CONSTRUCTS Act of 2025 aims to expand training and education opportunities for careers in residential construction by awarding competitive grants to junior and community colleges, as well as area career and technical education schools. These grants will support the creation or expansion of training programs, with a focus on serving rural areas and underserved populations, and will encourage partnerships with local construction businesses. The goal is to address workforce shortages in the residential construction industry and increase the availability of affordable housing. The Act allocates $20 million per fiscal year from 2026 to 2030 for these initiatives.

The "Amateur Radio Emergency Preparedness Act" aims to protect amateur radio operators' ability to install and use antennas on their property, despite private land use restrictions that may otherwise prohibit or impair such installations. It allows for reasonable restrictions based on safety and aesthetics, while limiting prior approval requirements and offering legal recourse for violations. The Act seeks to balance community interests with the need for effective emergency communication capabilities provided by amateur radio operators. The FCC is required to issue regulations to implement the act within 180 days of enactment.

The Antisemitism Awareness Act of 2025 requires the Department of Education to consider the International Holocaust Remembrance Alliance's definition of antisemitism when evaluating discrimination complaints under Title VI of the Civil Rights Act of 1964, concerning race, color, and national origin. This aims to address rising antisemitism in educational settings. The Act clarifies that it does not expand the Department of Education's authority, change existing discrimination standards, reduce existing rights, or infringe upon First Amendment rights.

The Dismantle DEI Act of 2025 aims to immediately rescind diversity, equity, and inclusion (DEI) mandates across the federal government, including shutting down related offices and banning specific ideological training for federal personnel and contractors. The bill prohibits the use of federal funds for DEI activities by grant recipients and mandates that federal advisory committees cease all such practices or face termination. Furthermore, it establishes strong enforcement mechanisms, allowing individuals to sue violators and seek financial penalties for non-compliance.

This bill expresses the House of Representatives' view that Congress should act to maintain the United States Postal Service (USPS) as an independent entity within the Federal Government. It emphasizes the USPS's role as a self-sustaining service vital to the economy and national connectivity. The "Make the Migrant Protection Protocols Mandatory Act of 2025" makes it mandatory for the Department of Homeland Security to implement the Migrant Protection Protocols, which require certain migrants to remain in a foreign country while awaiting immigration proceedings in the U.S. This is achieved by changing the language in the Immigration and Nationality Act from permissive to mandatory regarding the implementation of these protocols.

The "Chiropractic Medicare Coverage Modernization Act of 2025" seeks to modernize Medicare coverage for chiropractic services. It expands coverage to include all services provided by licensed Doctors of Chiropractic, not just manual spinal manipulation. Doctors of Chiropractic are required to attend an educational webinar to be eligible for Medicare reimbursement. This aims to align Medicare with other healthcare systems and private insurance in recognizing the full scope of chiropractic care.

The Hearing Protection Act aims to remove silencers from the purview of the National Firearms Act (NFA) by treating them similarly to standard firearms under federal tax law. This legislation preempts certain state and local taxes and registration requirements related to silencers involved in interstate commerce. Furthermore, the bill mandates the destruction of existing federal silencer registration records and updates federal marking requirements for manufacturers.

The FAIR PREP Act of 2025 prohibits the Treasury Secretary from preparing tax returns or refund claims, including through IRS-run electronic services, with exceptions for qualified programs like the IRS Free File Program. It defines "prepare" and "electronic tax preparation service" to clarify the scope of the prohibition, which applies to returns filed more than 30 days after enactment. The Act also restricts the Treasury Secretary from spending funds on developing or operating electronic tax preparation services without explicit authorization from a new law.

The Pony Up Act mandates the USPS to compensate citizens for late fees on bills when delays are attributable to the Postal Service, not external factors. It also requires the USPS to provide an annual report to Congress on mail delivery delays, including data on presorted mail and potential prioritization of certain mail types. Additionally, the Postal Service Inspector General must audit and report on whether the USPS prioritizes mail delivery under agreements over other mail of the same class.

The "REMAIN in Mexico Act of 2025" mandates the Secretary of Homeland Security to reinstate and enforce the Migrant Protection Protocols, as previously outlined in the 2019 Policy Guidance. This requires migrants and asylum seekers to remain in Mexico while awaiting U.S. immigration proceedings.

The "Defund Planned Parenthood Act of 2025" places a one-year moratorium on federal funding to Planned Parenthood, with exceptions for abortions in cases of rape, incest, or to save the woman's life. It redirects $235 million to community health centers and ensures that overall federal funding for women's health initiatives is not reduced.

The "Abolish the ATF Act" eliminates the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF). This would effectively end the ATF's regulatory and enforcement powers over alcohol, tobacco, firearms, and explosives.
