The Scientific Integrity Act mandates that federal agencies that fund, conduct, or oversee scientific research establish and enforce scientific integrity policies. These policies aim to protect scientists from political interference, ensure the open communication of scientific findings, and establish clear processes for reporting and addressing scientific misconduct. The Act requires agencies to appoint Scientific Integrity Officers, provide regular training, and report on misconduct complaints, with oversight from the Office of Science and Technology Policy and Congress. It also protects the rights of federal employees and contractors to share their findings and prevents the suppression or distortion of scientific data.

This bill codifies Executive Order 11246, ensuring its provisions against employment discrimination based on race, color, religion, sex, sexual orientation, gender identity, or national origin are legally binding. By codifying the executive order, the bill ensures consistent enforcement and protection against discrimination in employment.

The "AM Radio for Every Vehicle Act of 2025" requires the Department of Transportation to mandate that all new vehicles include AM radio receivers as standard equipment, ensuring continued access to AM broadcasts for drivers. The Act directs the Comptroller General to study the role of AM radio in emergency alerts and allows manufacturers producing fewer than 40,000 vehicles in 2022 at least four years to comply. The rule will sunset 10 years after the enactment of this Act.

The "Right to Contraception Act" establishes a statutory right for individuals to access contraception and for health care providers to provide contraception and related information free from government interference. It prohibits federal and state laws that restrict the sale, provision, or use of contraceptives, and allows the Attorney General, individuals, and entities to bring civil suits against those violating the Act. The Act clarifies that it overrides other federal and state laws, including the Religious Freedom Restoration Act, but does not override federal laws related to coverage under group health plans, health insurance, or federal healthcare programs. This bill aims to protect an individual's ability to make decisions about their body, medical care, and family.

The "Caring for All Families Act" expands the definition of family members under the Family and Medical Leave Act (FMLA) to include domestic partners, in-laws, adult children, grandparents, grandchildren, siblings, and other individuals with close family-like relationships, allowing employees to take leave to care for them. It also allows employees to take additional leave for parental involvement in children's or grandchildren's education and extracurricular activities, and to meet family wellness needs, with certain limitations on the amount of leave that can be taken for these purposes. These provisions apply to both private-sector and federal employees.

The "No Tax Breaks for Outsourcing Act" amends the Internal Revenue Code to discourage multinational corporations from avoiding U.S. taxes by shifting profits overseas. It includes provisions such as current year inclusion of net CFC tested income on a country-by-country basis, limitations on foreign tax credits, restrictions on interest deductions for domestic corporations in international financial reporting groups, and changes to the tax treatment of inverted corporations and foreign corporations managed in the U.S. This act aims to eliminate tax advantages for companies that move operations or profits outside the United States.

This bill authorizes the Speaker of the House and the President pro tempore of the Senate to award a Congressional Gold Medal to the Freedom Riders, collectively, in recognition of their contributions to the Civil Rights movement. The medal will be displayed at the Smithsonian Institution and other appropriate locations, with bronze duplicates available for sale to the public. Funds from the United States Mint Public Enterprise Fund will cover the costs.

The Rosa Parks Day Act amends Title 5 of the United States Code to establish Rosa Parks Day as a legal public holiday. This act recognizes Rosa Parks' contribution to the civil rights movement. Rosa Parks Day will be observed annually after Thanksgiving Day.

The "Nancy Gardner Sewell Medicare Multi-Cancer Early Detection Screening Coverage Act" expands Medicare coverage to include FDA-approved multi-cancer early detection screening tests starting in 2028. It defines the criteria for these tests, sets payment guidelines, and establishes age and frequency limitations for coverage. The bill ensures that existing cancer screening coverage remains unaffected and allows for waivers of limitations based on recommendations from the United States Preventive Services Task Force.

The "Stop Antiabortion Disinformation Act" or the "SAD Act" aims to prevent deceptive advertising related to reproductive health services, particularly concerning contraception, abortion services, or the employment of licensed medical personnel. It empowers the Federal Trade Commission (FTC) to enforce these prohibitions, treat violations as FTC Act violations, and pursue civil actions against violators, including imposing significant civil penalties. The FTC is required to report to Congress on its enforcement activities under this act.

The "Medicare Patient Access and Practice Stabilization Act of 2025" extends increased Medicare payment support for physicians and practitioners through 2025. It increases payment rates by 6.62% for services provided from April 1, 2025, to January 1, 2026. The bill also updates a section of the Social Security Act to include the years 2021 through 2025 for conforming changes.

The "Black History is American History Act" amends the Elementary and Secondary Education Act of 1965 to include Black history in American history education programs. It ensures Black history is part of authorized programs, Presidential and Congressional academies, Smithsonian Institution resources, national activities, and the National Assessment of Educational Progress. This act emphasizes the importance of Black history as an integral part of American history.

This bill expresses the House of Representatives' view that Congress should act to maintain the United States Postal Service (USPS) as an independent entity within the Federal Government. The "Health Care Providers Safety Act of 2025" authorizes the Secretary to award grants to health care providers. The "Assuring Medicare's Promise Act of 2025" aims to bolster the solvency of Medicare's Hospital Insurance Trust Fund by expanding the application of the net investment income tax. It directs revenue from the net investment income tax to the Hospital Insurance Trust Fund and broadens the base of the tax to include trade or business income for high-income individuals, with certain income thresholds and phase-in provisions. The Muhammad Ali Congressional Gold Medal Act authorizes the presentation of a Congressional Gold Medal to Muhammad Ali posthumously, in recognition of his achievements as an athlete, civil rights champion, and humanitarian. Following the presentation, the medal will be given to his wife, Lonnie Ali. The Act also permits the creation and sale of bronze duplicates of the gold medal to cover production costs, with proceeds deposited into the United States Mint Public Enterprise Fund.

The "Saving the Civil Service Act" limits the ability to reclassify civil service positions, maintaining competitive service standards. The Lumbee Fairness Act grants federal recognition to the Lumbee Tribe of North Carolina, making them eligible for federal services and benefits. It directs the Secretary of the Interior to verify the tribal roll and allows the Department of Interior to take land into trust for the tribe. The State of North Carolina maintains jurisdiction over criminal and civil actions, unless jurisdiction is transferred to the United States.
