The plan must include performance measures, cost analysis, staffing goals, and strategies to address workforce gaps, recruitment, and retention. The Comptroller General must submit a report analyzing the plan's compliance with the law.

The "Family Farm and Small Business Exemption Act" exempts family farms and small businesses from being considered as assets when calculating eligibility for federal financial aid under the Higher Education Act of 1965. This exemption applies to family farms where the family resides and small businesses with 100 or fewer employees that the family owns and controls. These changes will apply to financial aid award years starting after the enactment of this Act.

The "Race Horse Cost Recovery Act of 2025" amends the Internal Revenue Code to classify all racehorses as eligible for a three-year depreciation period, which may offer tax benefits to racehorse owners. This reclassification applies to racehorses put into service after December 31, 2022.

The Disaster Survivors Fairness Act of 2025 aims to improve FEMA's disaster assistance programs by streamlining the application process through a unified system and universal application, expanding eligibility for housing assistance, and allowing direct assistance for home repairs. The act also focuses on better support for renters, hazard mitigation, and state-managed housing programs, while increasing transparency through online dashboards and required reports. Additionally, the bill addresses management costs, funding for online post-disaster guides, and sheltering for emergency response personnel. Finally, the bill requires the Comptroller General to conduct studies on improper disaster assistance, damage assessment procedures, and challenges faced by states and territories in securing assistance.

This bill prohibits the Big Cypress National Preserve in Florida from being designated as wilderness or included in the National Wilderness Preservation System. This prevents additional land protections for the preserve under the Wilderness Act.

The SALONS Stories Act aims to support domestic violence prevention by increasing grant funding to states that require cosmetologists and barbers to undergo training on recognizing and responding to signs of domestic violence, sexual assault, stalking, and dating violence. This training will equip them to refer clients to resources for victims. The Attorney General can increase grants to eligible states by up to 10% for up to three years, with $5,000,000 authorized annually from 2027 through 2033 for this purpose.

The "Fire Management Assistance Grants for Tribal Governments Act" amends the Stafford Act to allow Indian tribal governments to directly request and receive fire management assistance grants from FEMA. It ensures tribal governments can still receive assistance through a state if their direct request is not authorized. The "Freight RAILCAR Act of 2025" introduces a tax credit for modernizing freight railcars, encouraging investments in newer, more efficient railcars. Taxpayers can claim a credit equal to 10% of their freight railcar fleet modernization expenses, with a limit of 1,000 qualified freight railcars per year. The credit applies to railcars that increase capacity, improve fuel efficiency, or meet updated performance standards, and is available for three years after the Act's enactment. The Secretary of the Treasury is required to submit a report to Congress detailing the credit's usage and impact on railcar modernization and scrapping.

The "No CBDC Act" prohibits the creation of a central bank digital currency (CBDC) by the Federal Reserve directly to individuals. It stops the Federal Reserve from offering related services or holding digital currencies issued by the U.S. government on its balance sheets. This bill aims to maintain the current financial system structure by preventing the direct issuance of digital currency to individuals by the Federal Reserve.

The "Countering Online Radicalization and Terrorism Act" directs the Department of Homeland Security, in coordination with the Director of National Intelligence, to conduct annual assessments on how terrorist organizations use foreign cloud-based messaging apps to threaten the United States. These assessments will analyze terrorist recruitment and radicalization, examine the use of online payment features to support terrorist financing, and provide recommendations to counter these threats. The goal of the act is to evaluate and address the national security risks associated with terrorist groups using these applications, while also ensuring compliance with legal, privacy, and civil rights protections.

The "Ensuring Accountability and Dignity in Government Contracting Act of 2025" aims to strengthen protections against trafficking in government contracting by requiring more robust compliance and reporting measures. It mandates prompt reporting of trafficking-related activities, Inspector General investigations, and potential payment suspensions until corrective actions are taken. Additionally, the Act directs the Office of Management and Budget to assess the feasibility of enhancing contractor anti-trafficking plan compliance and streamlining related agency reporting.

The Plum Island Preservation Study Act mandates a study by the Secretary of the Interior to evaluate Plum Island's potential for designation as a National Park, National Wildlife Refuge, or other resource protection status. This includes assessing the island's national significance, consulting with stakeholders, and estimating associated costs. A report detailing the study's findings and recommendations must be submitted to Congress within three years of funding availability.

The "Healthy SNAP Act of 2025" amends the Food and Nutrition Act of 2008, redefining "food" under SNAP to exclude items like alcohol, tobacco, and sugary products, while directing the Secretary to designate specific healthy foods that qualify. It requires the Secretary to consider nutritional value, fat, sugar, and salt levels when designating foods and to review these designations regularly. The bill also ensures prepared meals meet nutritional standards and allows for culturally appropriate food substitutions.

The "Unemployment Integrity Act of 2025" aims to reform unemployment compensation by requiring claimants to participate in reemployment services and interviews, and by enabling employers to report noncompliance. It also mandates a study and potential increase in random audits to improve the administration of state unemployment compensation laws. Additionally, the Act limits funds transfers for extended unemployment compensation to states that meet specific work search requirements.

The "REAL Meat Act of 2025" prohibits federal funding for cell-cultured meat production, research, and promotion, defining it as lab-grown meat from animal cells. An exception is made, allowing NASA to use federal funds for cell-cultured meat intended for consumption off-planet.

The "No DeepSeek on Government Devices Act" prohibits the use of the DeepSeek application on government devices, with exceptions for law enforcement, national security, and security research. The Office of Management and Budget is tasked with creating guidelines for executive agencies to remove DeepSeek from their information technology. Any authorized use of DeepSeek under the exceptions requires documented risk mitigation actions.

This bill proposes to eliminate the United States Agency for International Development (USAID). It would cut off all federal funding to USAID starting from the bill's enactment date. Any unspent funds previously allocated to USAID would be rescinded and transferred to the Secretary of State, along with all remaining assets and liabilities of the agency.
