The "Make American Flags in America Act of 2025" mandates that U.S. flags displayed on Federal property or bought by Federal agencies be entirely manufactured in the U.S. using 100% U.S.-made materials, in accordance with international agreements. It also directs the Federal Trade Commission to study and report on country-of-origin labeling enforcement for U.S. flags, aiming to improve enforcement and deter violations.

The ENABLE Act permanently extends provisions that allow for increased contributions to ABLE accounts, which are savings accounts for individuals with disabilities. It also allows penalty-free rollovers from 529 education savings accounts to ABLE accounts, providing greater flexibility in financial planning for families and individuals with disabilities. Additionally, the act includes contributions made to an ABLE account when calculating retirement savings contributions.

The 9/11 Responder and Survivor Health Funding Correction Act of 2025 amends the Public Health Service Act to improve the World Trade Center (WTC) Health Program by expanding the types of healthcare providers who can conduct mental health evaluations, modifying provider credentialing, clarifying enrollment calculations, and extending the time frame for adding health conditions for WTC responders. The act adjusts the funding formula for fiscal years 2026 through 2090 and requires the Secretary of Health and Human Services to report to Congress on the program's budget, including projected needs through 2090 and recommendations for changes to the funding formula. It also stipulates that remaining funds in the Supplemental Fund, Special Fund, and Pentagon-Shanksville Fund will revert to the Treasury.

The Rural Health Care Facility Technical Assistance Program Act expands and codifies a Department of Agriculture program to provide technical assistance and training to rural health care facilities. This program aims to improve financial stability, prevent closures, and strengthen health care delivery in rural areas. The Act authorizes up to $2,000,000 annually from 2026-2030 for these activities and requires annual reports to Congress. The "Protecting America's Agricultural Land from Foreign Harm Act of 2025" aims to safeguard U.S. agricultural land by prohibiting its purchase or lease by individuals or entities associated with the governments of Iran, North Korea, China, and Russia, while also preventing their participation in USDA programs. The bill expands reporting requirements under the Agricultural Foreign Investment Disclosure Act of 1978, increases penalties for violations, and mandates public online databases of foreign ownership. Additionally, it requires regular reports from the Secretary of Agriculture, the Director of National Intelligence, and the Government Accountability Office on foreign ownership and its potential risks.

The "Public Safety Free Speech Act" protects the free speech rights of public safety officers, including law enforcement, firefighters, and EMS personnel, allowing them to express personal opinions on public safety, working conditions, and other related matters without fear of retaliation, while also outlining exceptions for speech that incites violence, discrimination, or discloses confidential information. This bill enables officers to sue their employers for adverse actions taken against them for exercising these rights and specifies the damages that can be awarded. This act does not preempt existing federal or state laws.

This bill amends Title 38 of the U.S. Code to establish presumptions regarding radiation and toxin exposure for veterans who served at the Nevada Test and Training Range between 1972 and 2005, excluding Nellis and Creech Air Force Bases. The Dennis and Lois Krisfalusy Act expands eligibility for Department of Veterans Affairs headstones, markers, and burial receptacles. This bill removes the restriction that an individual must have died on or after November 11, 1998, to be eligible.

The EAGLES Act of 2025 codifies and expands the National Threat Assessment Center within the Secret Service to focus on preventing targeted violence through research, training, and information sharing. The "Smithsonian American Women's History Museum Act" authorizes the creation of the Smithsonian American Women's History Museum on the National Mall. It ensures the museum's exhibits and programs reflect the diverse experiences and perspectives of women in the United States, seeking guidance from varied sources. The Act mandates regular reports to Congress on the museum's efforts to meet these diversity requirements.

The "Collision Avoidance Systems Act of 2025" permits and sets performance standards for pulsating light systems on vehicles to help prevent rear-end collisions. It mandates the Secretary of Transportation to update Federal Motor Vehicle Safety Standard Number 108 within 180 days to include these systems. The bill defines a pulsating light system as a high-mounted stop lamp that pulses rapidly up to 4 times within 1.2 seconds upon braking before converting to a continuous light.

The "PSA Screening for HIM Act" aims to improve early detection of prostate cancer by requiring group health plans and health insurance issuers to cover prostate cancer screenings without cost-sharing for high-risk men aged 40 and over, including African-American men and those with a family history of the disease. This coverage mandate ensures that high-risk individuals have access to potentially life-saving screenings, aligning with the goal of reducing prostate cancer-related deaths and improving treatment outcomes. The Act defines "men with a family history of prostate cancer" as those with a first-degree relative with prostate cancer, associated cancers, or genetic alterations linked to increased risk. The "I CAN Act" is comprehensive legislation designed to remove existing practice and billing barriers for various Advanced Practice Registered Nurses (APRNs)—including Nurse Practitioners, CRNAs, and CNMs—within Medicare and Medicaid. It aims to expand patient access to care by allowing these qualified professionals to supervise, order, and bill for services to the full extent of their state-defined scope of practice. Furthermore, the bill enhances transparency and accountability for Medicare's local coverage decisions affecting APRN services. The "Supply Chain Security and Growth Act of 2025" introduces a 40% tax credit for investments in critical supply chain facilities located in U.S. possessions or Puerto Rico, aimed at encouraging reshoring. This credit applies to facilities manufacturing essential items like pharmaceuticals, semiconductors, aerospace equipment and artificial nanomaterials. The bill also increases the deemed credit for taxes paid to a U.S. possession from 80% to 100%. It allows taxpayers to elect to receive direct payments from the IRS for the credit or transfer the credit to unrelated parties.

The "BEST Facilitation Act" establishes an image technician pilot program within U.S. Customs and Border Protection's Office of Field Operations, where trained technicians review non-intrusive inspection images to identify contraband and other illicit activities, and then refer them to CBP officers. The Act mandates specific training, assessment, and reporting requirements to evaluate the program's effectiveness in improving border security and trade facilitation. This pilot program will operate for five years, after which the image technicians may be transferred to other comparable positions within the agency.

The HEARTS Act of 2025 aims to reduce animal use in research and testing by promoting and funding alternative methods. It mandates the evaluation and utilization of non-animal methods before animal research is approved and establishes a National Center for Alternatives to Animals in Research and Testing within the NIH to develop, promote, and fund these alternatives. The Act also requires federally funded research entities to report on animal use and develop plans to reduce animal numbers in research.
