The Cardiac Arrest Survival Act of 2025 aims to establish a national standard of legal protection from civil liability for individuals using automated external defibrillators (AEDs) in emergencies, as well as for AED owners and property managers where AEDs are used. This bill amends the Public Health Service Act to encourage broader AED deployment by providing Good Samaritan protections for those who use or attempt to use an AED, premises owner/lessee/manager protections, and device owner-acquirer protections, with certain exceptions for misconduct or failure to maintain the device. The Act seeks to preempt inconsistent state laws and clarify that it does not mandate AED placement or create new causes of action. By creating consistent, nationwide legal protection, this bill intends to save lives from cardiac arrest.

This bill amends Title 38 of the U.S. Code to establish presumptions regarding radiation and toxin exposure for veterans who served at the Nevada Test and Training Range between 1972 and 2005, excluding Nellis and Creech Air Force Bases. It recognizes certain activities at the range as radiation-risk activities and presumes exposure to toxins for veterans stationed there during the specified period. Additionally, it establishes a presumption of service connection for lipomas and tumor-related conditions for these veterans.

The 9/11 Responder and Survivor Health Funding Correction Act of 2025 amends the Public Health Service Act to improve the World Trade Center (WTC) Health Program by expanding the types of healthcare providers who can conduct mental health evaluations, modifying provider credentialing, clarifying enrollment calculations, and extending the time frame for adding health conditions for WTC responders. The act adjusts the funding formula for fiscal years 2026 through 2090 and requires the Secretary of Health and Human Services to report to Congress on the program's budget, including projected needs through 2090 and recommendations for changes to the funding formula. It also stipulates that remaining funds in the Supplemental Fund, Special Fund, and Pentagon-Shanksville Fund will revert to the Treasury.

The "Make American Flags in America Act of 2025" mandates that U.S. flags displayed on Federal property or bought by Federal agencies be entirely manufactured in the U.S. using 100% U.S.-made materials, in accordance with international agreements. It also directs the Federal Trade Commission to study and report on country-of-origin labeling enforcement for U.S. flags, aiming to improve enforcement and deter violations.

The Guard and Reserve GI Bill Parity Act of 2025 expands Post-9/11 GI Bill eligibility to National Guard members performing specific full-time duties. This expansion applies to service performed on or after September 11, 2001. The changes will take effect one year after the enactment of this Act, with the time limitation for using educational assistance applied as if enacted immediately after the Post-9/11 Veterans Educational Assistance Act of 2008.

The "Delaware River Basin Restoration Program Reauthorization Act of 2025" reauthorizes and modifies the Delaware River Basin Conservation Program. It broadens the definition of the Basin to include Maryland, allows prioritization of funding for projects benefiting small, rural, or disadvantaged communities, and extends the program's operation until 2032.

The "Promoting American Patriotism In Our Schools Act" mandates that schools receiving federal funds must require daily Pledge of Allegiance recitation, prominently display the U.S. flag in classrooms and gyms, and provide education on the flag's history. Individuals can abstain from reciting the Pledge for religious or personal reasons. Non-compliant schools will face enforcement by the Secretary.

The "Death Tax Repeal Act" eliminates both estate and generation-skipping transfer taxes, effective from the date of enactment. It defines "exposure-related cancer" and allows for updates to the list based on medical evidence, while also permitting individuals to petition for additions. The "Protecting the Second Amendment in Financial Services Act" prevents banks and credit card companies from using specific merchant codes that would identify businesses selling firearms or ammunition. This ensures that financial institutions cannot track or discriminate against legal firearm-related transactions.

The PROTECT Our Children Reauthorization Act of 2025 reauthorizes and amends the PROTECT Our Children Act of 2008, enhancing efforts to combat child exploitation and internet crimes against children. It updates the National Strategy for Child Exploitation Prevention, expands the ICAC Task Force Program to include Tribal and military entities, and prioritizes investigations likely to rescue children. The act authorizes increased appropriations over the next three fiscal years and mandates that a significant portion of funds support the ICAC Task Force Program through grants. Additionally, it encourages digital forensic examinations, effective prosecutions, and the establishment of a National Internet Crimes Against Children Data System.

The Long-Term Care Transparency Act mandates the Assistant Secretary to produce an annual report for the Senate and House committees. This report will summarize findings from submitted reports under section 712(h). The goal of this act is to increase transparency in long-term care facilities.

The United States-Israel Defense Partnership Act of 2025 seeks to bolster the defense relationship between the United States and Israel through joint initiatives and increased cooperation. It establishes programs to counter unmanned systems, extend anti-tunnel and counter-UAS cooperation, and promote collaboration in emerging technologies like AI and cybersecurity. The "Combating Illicit Xylazine Act" aims to combat the illegal use of xylazine by adding it to Schedule III of the Controlled Substances Act, which would allow for increased regulation and tracking of the substance. The bill includes exemptions and delayed effective dates for certain requirements to ease the transition for legitimate users, such as veterinarians and animal handlers. It also directs the Sentencing Commission to review sentencing guidelines for xylazine-related offenses and mandates reports to Congress on the prevalence and impact of illicit xylazine use.
