The "Marc Fischer Memorial Act" aims to combat the flow of synthetic drugs, particularly fentanyl, into Federal prisons through the mail. It mandates the Director of the Bureau of Prisons to develop and implement a strategy to equip all Federal correctional facilities with the technology and processes needed to scan mail, protect staff and inmates, and ensure timely delivery of mail copies while maintaining legal mail privileges. The strategy includes assessing current practices, identifying necessary resources, and providing a budgetary proposal for implementation, with ongoing reporting to Congress on its effectiveness.

This bill establishes a commission to study the feasibility of creating a National Museum of Italian American History and Culture in Washington, D.C. The commission will develop recommendations for a plan of action, including a fundraising plan to support the museum's establishment, operation, and maintenance without federal funds. The commission will submit reports to the President and Congress, and will conclude 30 days after submitting its final reports. No federal funds will be used for the commission's work.

The "Amateur Radio Emergency Preparedness Act" aims to protect amateur radio operators' ability to install and use antennas on their property, despite private land use restrictions that may otherwise prohibit or impair such installations. It allows for reasonable restrictions based on safety and aesthetics, while limiting prior approval requirements and offering legal recourse for violations. The Act seeks to balance community interests with the need for effective emergency communication capabilities provided by amateur radio operators. The FCC is required to issue regulations to implement the act within 180 days of enactment.

The "Senior Citizens Tax Elimination Act" repeals the inclusion of Social Security benefits in gross income, effectively ending the taxation of these benefits for taxable years beginning after the enactment of this law. The Act mandates the allocation of funds each fiscal year to the Social Security Act or the Railroad Retirement Act of 1974, ensuring these programs are not negatively impacted by the tax elimination. The amount allocated must equal the reduction in transfers to these funds because of the change. Congress intends to offset the revenue reduction without raising taxes.

The "QUIET Act" aims to regulate robocalls using artificial intelligence by requiring disclosure when AI is used to mimic a real person in robocalls or text messages. It mandates that callers reveal the use of AI at the beginning of the communication. The Act also doubles the penalties for illegal robocalls or texts that use AI to impersonate individuals with the intent to defraud or cause harm.

The Antisemitism Awareness Act of 2025 requires the Department of Education to consider the International Holocaust Remembrance Alliance's definition of antisemitism when evaluating discrimination complaints under Title VI of the Civil Rights Act of 1964, concerning race, color, and national origin. This aims to address rising antisemitism in educational settings. The Act clarifies that it does not expand the Department of Education's authority, change existing discrimination standards, reduce existing rights, or infringe upon First Amendment rights.

The Dismantle DEI Act of 2025 aims to immediately rescind diversity, equity, and inclusion (DEI) mandates across the federal government, including shutting down related offices and banning specific ideological training for federal personnel and contractors. The bill prohibits the use of federal funds for DEI activities by grant recipients and mandates that federal advisory committees cease all such practices or face termination. Furthermore, it establishes strong enforcement mechanisms, allowing individuals to sue violators and seek financial penalties for non-compliance.

The Patriot Day Act amends title 5 of the United States Code to include "Patriot Day" in section 6103(a). This act formally recognizes Patriot Day as a day of national observance.

The "250 Years of Service and Sacrifice Commemorative Coin Act" directs the Department of Treasury to mint coins in 2028 to recognize the nation's semiquincentennial and honor 250 years of American service and sacrifice. The coins include gold, silver, and clad coins, with designs representing American service and sacrifice. Surcharges from the sale of these coins will benefit the Stephen Siller Tunnel to Towers Foundation, supporting their programs for Gold Star families, first responders, and veterans. The Act ensures that the coin minting does not create any net cost to the government.

The "Protecting Taxpayers from Student Loan Bailouts Act" limits the Secretary of Education's authority to propose regulations or executive actions related to student loans under Title IV of the Higher Education Act of 1965. Specifically, the Secretary cannot proceed with any regulation or action if it is deemed economically significant (an economic impact of $100,000,000 or more) and would increase subsidy costs. This limitation is in addition to other cost analysis requirements.

The "Chinese Spy Balloon Assessment Act" mandates the Secretary of Defense to deliver a report to the Senate and House Armed Services Committees. This report will detail the national security implications resulting from China's surveillance activities, specifically those conducted via the high-altitude balloon that was downed in U.S. airspace in February 2023, including any impact on military installations. The report will include an analysis of recovered technology and materials, identifying their origins where possible.

The "No Foreign Persons Administering Our Elections Act" prohibits states and local jurisdictions from hiring non-U.S. citizens to administer any Federal election. This law applies to all Federal elections held after the enactment of the law.

The "Medicare Patient Access and Practice Stabilization Act of 2025" extends increased Medicare payment support for physicians and practitioners through 2025. It increases payment rates by 6.62% for services provided from April 1, 2025, to January 1, 2026. The "Holocaust Education and Antisemitism Lessons Act" directs the United States Holocaust Memorial Museum to conduct a study on Holocaust education efforts in schools across the country. The study will assess curriculum requirements, teaching methods, materials used, and how students' knowledge and recognition of antisemitism are evaluated. A report on the study's findings must be submitted to Congress.

The "Safeguarding American Workers Benefits Act" amends the Internal Revenue Code to modify Social Security number (SSN) requirements for the Child Tax Credit and the Earned Income Tax Credit. It mandates that to claim these credits, the SSN must be issued by the Social Security Administration to a U.S. citizen or someone authorized to work in the U.S. These modifications will be effective for taxable years beginning after December 31, 2025.

The "PROTECTS Act of 2025" prohibits federal funds from being used for gender transition procedures for individuals under 18, including surgeries and hormone therapies, with exceptions for certain medical conditions and genetic disorders. The bill defines "sex" as biologically determined male or female based on reproductive systems.

The RELIEVE Act waives the prior care requirement for veterans seeking reimbursement for emergency treatment at non-VA facilities if that treatment was furnished within 60 days of enrolling in the VA health care system. This change applies to emergency treatment received one year after the Act's enactment, removing a barrier to care for newly enrolled veterans facing emergencies. Formally, the bill amends section 1725(b)(2)(B) of title 38, United States Code.

The "Build the Wall Act of 2025" establishes a fund dedicated to constructing and maintaining physical barriers along the U.S. southern border. It redirects unobligated funds from the Coronavirus State and Local Fiscal Recovery Funds into this new "Southern Border Wall Construction Fund." The Department of Homeland Security will then use this fund for border wall projects.
