The American Dream and Promise Act of 2025 provides a pathway to permanent residency for eligible individuals who entered the United States as children and those with Temporary Protected Status (TPS) or Deferred Enforced Departure (DED). Title I, the Dream Act of 2025, establishes conditional permanent residency for eligible individuals who entered the U.S. as children. Title II, the American Promise Act of 2025, allows the Secretary of Homeland Security or the Attorney General to grant permanent resident status to eligible individuals from TPS or DED countries. Title III outlines general provisions, such as background checks, application processes, and fee exemptions, applicable to all seeking to adjust their status under this Act.

The "Finn Sawyer Access to Cancer Testing Act" expands healthcare coverage under Medicare, Medicaid, and CHIP to include comprehensive cancer diagnostic and laboratory tests, such as genomic sequencing, starting in 2027. It ensures coverage upon diagnosis, recurrence, and as needed for treatment planning. Additionally, the Act directs the Department of Health and Human Services to establish an education program to raise awareness among healthcare providers and the public about genomic testing and its applications in cancer care.

The TREATS Act amends the Controlled Substances Act to allow telehealth evaluations for prescribing certain controlled substances used in substance use disorder treatment. This removes the prior requirement for an in-person evaluation, enabling remote medical assessments via real-time audio-visual or audio-only communication, in accordance with federal and state laws. The "Right to Equitable and Professional Auto Industry Repair Act" or the "REPAIR Act" ensures vehicle owners and independent repair shops have access to necessary vehicle data, repair information, and tools, preventing manufacturers from creating barriers to repairs. It establishes an advisory committee to address competition issues in the auto repair industry and mandates that car buyers are informed of their rights to choose repair options. The Federal Trade Commission (FTC) is empowered to enforce the Act, protecting consumers from unfair restrictions on vehicle repair and ensuring control over their vehicle data.

Recognizes January 2025 as "National Mentoring Month" to highlight the importance of mentoring in improving outcomes for young people. Mentoring programs support academic achievement, social skills, and career exploration, especially for underserved youth. The resolution encourages the expansion of mentoring opportunities through collaboration between various sectors. Ultimately, this helps connect more young people with adult mentors to guide them toward success.

The "Prevent Interruptions in Physical Therapy Act of 2025" ensures Medicare beneficiaries can continue receiving uninterrupted physical therapy services. It allows physical therapists to utilize temporary staffing arrangements, known as "locum tenens," when the regular therapist is temporarily unavailable. This ensures Medicare payments for services provided by qualified substitute physical therapists, maintaining consistent care for patients.

The Federal Retirement Fairness Act amends title 5 of the United States Code, allowing civilian service in a temporary position after December 31, 1988, to be creditable under the Federal Employees Retirement System. This change applies to current employees and Members of the United States Postal Service, and requires the Office of Personnel Management to notify eligible individuals and issue implementing regulations.

The "New Era of Preventing End-Stage Kidney Disease Act" aims to improve the prevention, diagnosis, and treatment of rare kidney diseases through research, education, and increased public awareness. The "Rare Earth Magnet Security Act of 2025" introduces a tax credit for the production of rare earth magnets, incentivizing domestic manufacturing. The credit offers \$20 per kilogram for magnets made in the U.S. and \$30 per kilogram if 90% of the magnet's materials are U.S.-sourced.
