The Semiquincentennial Congressional Time Capsule Act directs the Architect of the Capitol to create and bury a time capsule on the U.S. Capitol grounds to commemorate the nation’s 250th anniversary. Curated by congressional leadership, the capsule will contain historical items and legislative milestones to be preserved for future generations. It is scheduled to be sealed on July 4, 2026, and reopened by Congress on July 4, 2276.

This bill authorizes the Speaker of the House and the President pro tempore of the Senate to award a Congressional Gold Medal to the 761st Tank Battalion, also known as the "Black Panthers," in recognition of their courageous service and crucial contributions during World War II. The medal will be given to the National Museum of African American History and Culture for display, honoring the 761st as the first Black soldiers to serve in an American armored unit and their significant role in the Allied victory in Europe. The bill also allows for the creation and sale of bronze duplicates of the medal to support the United States Mint Public Enterprise Fund.

The "Finn Sawyer Access to Cancer Testing Act" expands healthcare coverage under Medicare, Medicaid, and CHIP to include comprehensive cancer diagnostic and laboratory tests, such as genomic sequencing, starting in 2027. It ensures coverage upon diagnosis, recurrence, and as needed for treatment planning. Additionally, the Act directs the Department of Health and Human Services to establish an education program to raise awareness among healthcare providers and the public about genomic testing and its applications in cancer care.

The Security Clearance Review Act mandates that the FBI Director, rather than other entities, is responsible for granting security clearances and access to classified information for political appointees and special government employees within the Executive Office of the President. The Act requires the FBI Director to notify the President and Congress when a security clearance is denied, suspended, or revoked. If the President overrides the FBI Director's decision, they must provide an explanation to relevant Congressional committees. This ensures accountability and transparency in security clearance determinations within the Executive Office.

The American Dream and Promise Act of 2025 provides a pathway to permanent residency for eligible individuals who entered the United States as children and those with Temporary Protected Status (TPS) or Deferred Enforced Departure (DED). Title I, the Dream Act of 2025, establishes conditional permanent residency for eligible individuals who entered the U.S. as children. Title II, the American Promise Act of 2025, allows the Secretary of Homeland Security or the Attorney General to grant permanent resident status to eligible individuals from TPS or DED countries. Title III outlines general provisions, such as background checks, application processes, and fee exemptions, applicable to all seeking to adjust their status under this Act.

The CROWN Act of 2025 prohibits discrimination based on hair texture and hairstyle if that style is commonly associated with a particular race or national origin. This protection extends to federally funded programs, housing, public accommodations, and employment. The act aims to ensure equal opportunity and prevent discrimination based on hair, addressing historical biases and stereotypes. It clarifies that existing civil rights laws should be interpreted to include protection against hair-based discrimination.

The TREATS Act amends the Controlled Substances Act to allow telehealth evaluations for prescribing certain controlled substances used in substance use disorder treatment. This removes the prior requirement for an in-person evaluation, enabling remote medical assessments via real-time audio-visual or audio-only communication, in accordance with federal and state laws. The goal of this bill is to increase access to treatment for substance use disorders.

Ethan's Law establishes federal requirements for the secure storage of firearms to prevent unauthorized access by minors and prohibited persons, making improper storage a civil violation with escalating penalties if injury or death results. The bill also creates a federal grant program to incentivize states and Tribes to adopt matching safe storage laws. Furthermore, Congress declares that failing to comply with these storage requirements constitutes negligence and may be considered the direct cause of resulting firearm injuries.

The "Right to Equitable and Professional Auto Industry Repair Act" or the "REPAIR Act" ensures vehicle owners and independent repair shops have access to necessary vehicle data, repair information, and tools, preventing manufacturers from creating barriers to repairs. It establishes an advisory committee to address competition issues in the auto repair industry and mandates that car buyers are informed of their rights to choose repair options. The Federal Trade Commission (FTC) is empowered to enforce the Act, protecting consumers from unfair restrictions on vehicle repair and ensuring control over their vehicle data.

The Scientific EXPERT Act of 2025 aims to improve drug development for rare diseases by mandating science-focused meetings. These meetings, organized by the Reagan-Udall Foundation, will bring together experts to discuss challenges and opportunities in developing treatments for specific rare diseases. The FDA will participate in these meetings, and meeting outcomes will be published to inform future drug development efforts. The Act allocates funding for these meetings and requires reports to Congress on their impact.

The Federal Retirement Fairness Act amends title 5 of the United States Code, allowing civilian service in a temporary position after December 31, 1988, to be creditable under the Federal Employees Retirement System. This change applies to current employees and Members of the United States Postal Service, and requires the Office of Personnel Management to notify eligible individuals and issue implementing regulations.

The "New Era of Preventing End-Stage Kidney Disease Act" aims to improve the prevention, diagnosis, and treatment of rare kidney diseases through research, education, and increased public awareness. This ensures Medicare payments for services provided by qualified substitute physical therapists, maintaining consistent care for patients.

The "Erie Canal Bicentennial Commemorative Coin Act" directs the Department of Treasury to mint and issue gold, silver, and half-dollar coins to commemorate the bicentennial of the Erie Canal. These coins, which are legal tender, will be available in uncirculated and proof qualities for one year beginning January 1, 2026. The "Rare Earth Magnet Security Act of 2025" introduces a tax credit for the production of rare earth magnets, incentivizing domestic manufacturing. The credit offers \$20 per kilogram for magnets made in the U.S. and \$30 per kilogram if 90% of the magnet's materials are U.S.-sourced. The credit phases out after 2034 and includes restrictions on sourcing materials from non-allied foreign nations, with some temporary exceptions. The act also allows manufacturers to elect to receive direct payments from the government in lieu of the tax credit.
