The "Rare Earth Magnet Security Act of 2025" introduces a tax credit for the production of rare earth magnets, incentivizing domestic manufacturing. The credit offers \$20 per kilogram for magnets made in the U.S. and \$30 per kilogram if 90% of the magnet's materials are U.S.-sourced. The credit phases out after 2034 and includes restrictions on sourcing materials from non-allied foreign nations, with some temporary exceptions. The act also allows manufacturers to elect to receive direct payments from the government in lieu of the tax credit.

The "Due Process Continuity of Care Act" aims to provide Medicaid coverage for individuals in custody awaiting charges in a medical institution, removing the existing inmate limitation on benefits. It authorizes the Secretary to award planning grants to states to support providing Medicaid assistance to eligible individuals and to prepare an application that meets specific requirements. The Act requires states to develop plans for assessing health treatment needs, increasing healthcare provider participation, and ensuring quality of care for patients in custody. It allocates $50,000,000 for these planning grants.

The "PEER Mental Health Act of 2025" aims to improve mental health support in schools by authorizing grants for training teachers, staff, students, parents, and caregivers in mental health first aid. These grants will help individuals recognize mental health symptoms, make appropriate referrals, and respond to immediate distress. A minimum of 25% of grant funds will be allocated to schools in rural areas, with the possibility of reallocation if unused. The Act allocates almost $25 million per year from 2026 to 2030 for these initiatives.

The "Accelerating Kids Access to Care Act of 2025" streamlines the enrollment process for out-of-state healthcare providers in Medicaid and CHIP, ensuring children under 21 have access to care from eligible providers across state lines. By reducing administrative burdens and unnecessary screening requirements, the Act aims to improve healthcare access for children while maintaining necessary safeguards against fraud and abuse. Participating providers will be enrolled for a 5-year period, and the changes will take effect three years after the Act's enactment.

The Animal Cruelty Enforcement Act of 2025 establishes an Animal Cruelty Crimes Section within the Department of Justice to enforce federal animal cruelty laws, pursue investigations and prosecutions, and coordinate with other agencies. The section is required to submit an annual report to Congress regarding charges, convictions, and investigations. The bill recognizes the connection between animal cruelty and other crimes and aims to address the lack of dedicated enforcement of animal protection laws.

The "Energy Resilient Communities Act" establishes a grant program for clean energy microgrids, prioritizing projects that benefit environmental justice communities and community-owned energy systems. These grants will fund technical assistance, community outreach, and the construction of clean energy microgrids for critical infrastructure and residences. The Act emphasizes domestic production, prevailing wages, and local employment, while also requiring annual reports to Congress on the program's progress and impacts. It allocates significant funding for these initiatives over the next decade.

The Buffalo Soldiers Congressional Gold Medal Act of 2025 authorizes the Speaker of the House and the President pro tempore of the Senate to award a Congressional Gold Medal to the Buffalo Soldier regiments, recognizing their dedicated service to the United States. Following the award ceremony, the medal will be given to the Smithsonian Institution's National Museum of African American History and Culture for display and research. The Secretary of the Treasury is permitted to create and sell bronze duplicates of the gold medal. Funds from the sales will be deposited back into the Mint's Public Enterprise Fund.

The "Lung Cancer Screening and Prevention Act of 2025" expands Medicare coverage to include additional FDA-approved lung cancer screening tests. This allows the Secretary to cover these new tests as preventive services, using expert recommendations for coverage decisions. The "Make American Flags in America Act of 2025" mandates that U.S. flags displayed on Federal property or bought by Federal agencies be entirely manufactured in the U.S. using 100% U.S.-made materials, in accordance with international agreements. The "Kids Access to Primary Care Act of 2025" aims to improve children's healthcare access by increasing Medicaid payments for primary care services to match Medicare rates, expanding the types of providers eligible for these payments, and mandating compliance from Medicaid managed care plans. It also requires a study on the impact of these changes on enrollment and provider payment rates. Additionally, the Act encourages healthcare providers to utilize the Bright Futures guidelines for pediatric care.

The Guard and Reserve GI Bill Parity Act of 2025 expands Post-9/11 GI Bill eligibility to National Guard members performing specific full-time duties. This expansion applies to service performed on or after September 11, 2001. The changes will take effect one year after the enactment of this Act, with the time limitation for using educational assistance applied as if enacted immediately after the Post-9/11 Veterans Educational Assistance Act of 2008.

The 9/11 Responder and Survivor Health Funding Correction Act of 2025 amends the Public Health Service Act to improve the World Trade Center (WTC) Health Program by expanding the types of healthcare providers who can conduct mental health evaluations, modifying provider credentialing, clarifying enrollment calculations, and extending the time frame for adding health conditions for WTC responders. The act adjusts the funding formula for fiscal years 2026 through 2090 and requires the Secretary of Health and Human Services to report to Congress on the program's budget, including projected needs through 2090 and recommendations for changes to the funding formula. It also stipulates that remaining funds in the Supplemental Fund, Special Fund, and Pentagon-Shanksville Fund will revert to the Treasury.

The "Codifying Useful Regulatory Definitions Act" defines "natural cheese" to differentiate it from processed cheese products, setting standards for its composition, ingredients, and labeling. It ensures that only products meeting the defined criteria can be labeled as "natural cheese," while allowing "natural" or "all-natural" claims consistent with existing regulations. This act aims to provide clarity for consumers and consistency in labeling requirements across the country.

The "President Jimmy Carter Congressional Gold Medal Act" authorizes the posthumous presentation of a Congressional Gold Medal to former President Jimmy Carter in recognition of his dedicated service to the Nation. This medal, created by the Secretary of the Treasury, will be given to the Carter Center in Atlanta, Georgia, following the award ceremony. The Act also permits the creation and sale of bronze duplicates of the gold medal to the public and authorizes the United States Mint to use its Public Enterprise Fund to cover the costs of producing the medals.

The "Office of Gun Violence Prevention Act of 2025" establishes an Office of Gun Violence Prevention within the Department of Justice, led by a Director appointed by the Attorney General, to coordinate gun violence prevention efforts, evaluate related laws and programs, and recommend evidence-based policies to Congress and the President. The Director will also convene an advisory council comprising various officials and at least 12 additional individuals representing gun violence survivors, community violence intervention service providers, and other relevant groups. The Office will also assist communities affected by gun violence with crisis response activities, such as providing access to mental health services and suicide prevention resources. Finally, the act authorizes the appropriation of necessary funds to carry out the provisions of the bill.

The "Ending DOGE Conflicts Act" mandates that special government employees with financial ties to companies contracting with the federal government must adhere to strict financial disclosure requirements. It requires the Director of the Office of Government Ethics to certify these employees' financial reports and prohibits them from performing official duties until compliance is confirmed.

The Whole Milk for Healthy Kids Act of 2025 expands milk options available to students in the National School Lunch Program by allowing schools to offer organic or non-organic whole milk. This legislation provides greater flexibility for schools in providing fluid milk choices while maintaining accommodations for students with special dietary needs. Importantly, the saturated fat content of these offered milk options will not count toward the meal's overall saturated fat limits.

This proposed constitutional amendment clarifies that constitutional rights are exclusively for natural persons, not corporations or other artificial entities, which can be regulated by the people. It aims to ensure equal access to the political process by allowing regulation of campaign finance, stating that spending money to influence elections is not protected speech. The amendment also explicitly protects the freedom of the press.

The "PREEMIE Reauthorization Act of 2025" extends funding for research on preterm births and infant care through 2029. It directs the Department of Health and Human Services to establish an interagency working group to address premature birth issues and mandates a comprehensive study by the National Academies of Sciences, Engineering, and Medicine on preterm births, including cost analysis, risk factor identification, and best practices for prevention and treatment. A report on the study's findings must be submitted to Congress and the Secretary of Health and Human Services within 24 months.
