The "Department of Education Protection Act" prevents the Department of Education from using already allocated funds to reorganize in ways that would decentralize, reduce staff, or alter the Department's responsibilities, structure, authority, or functions as they existed on January 1, 2025. This act ensures that the Department of Education continues to focus on boosting student success and equal access through its established offices and institutes.

The SALT Deductibility Act repeals the limitation on individual taxpayer's ability to deduct state and local taxes. This change removes the deduction cap that was put in place and will be effective for taxable years beginning after December 31, 2024.

This bill prohibits the use of federal funds to support or facilitate the participation of the Russian Federation in any Group of Seven (G7) proceeding. It also blocks federal funding for reconstituting a Group of Eight (G8) that includes Russia. The goal of the bill is to restrict the Russian Federation's involvement in these international forums.

The "Supporting Transit Commutes Act" allows employers to deduct the cost of providing certain transportation benefits, like transit passes or parking, to their employees. The deduction is limited to the amount described in section 132(f)(2)(A). If employees can choose between the transportation benefit and cash, the deduction is reduced to 50%.

The "HEADWAY Act" amends the Head Start Act to improve teacher qualifications in Early Head Start programs. It mandates that at least one teacher per classroom has a minimum credential, and other teachers are working towards a Child Development Associate credential. The act also requires Early Head Start agencies to provide mentorship and training opportunities for teachers. This aims to enhance the quality of care and education for infants and toddlers in these programs.

This bill designates January 13th of each year as Korean American Day. It recognizes the important influence, contributions, and sacrifices of Korean Americans in the United States, and celebrates the 122nd anniversary of the arrival of the first Korean immigrants to the U.S. The bill encourages all Americans to acknowledge and celebrate the integral role of Korean Americans in strengthening the ties between the United States and the Republic of Korea.

This report will detail their financial ties, assess the impact of potential sanctions, and evaluate the exposure of U.S. economic sectors to these entities. The "Health Care Affordability Act of 2025" expands eligibility for health insurance tax credits by removing the income cap, allowing more individuals and families to qualify for financial assistance. The bill adjusts the premium tax credit calculation, providing a sliding scale based on income to ensure affordability. These changes will apply to taxable years beginning after December 31, 2025.

The "Long Island Sound Restoration and Stewardship Reauthorization Act of 2025" reauthorizes key programs dedicated to the Long Island Sound's health. It extends the Long Island Sound grants program and the Long Island Sound Stewardship Act of 2006, continuing these initiatives from 2025 through 2029. The "Proxy Voting for New Parents Resolution" allows Members of the House, Delegates, and the Resident Commissioner who have recently given birth or whose spouse has given birth to designate another Member to vote on their behalf in the House, in committee, and in the Committee of the Whole for a period of 12 weeks. This proxy voting authority can begin before the birth if a doctor advises that the pregnancy presents a serious medical condition or that she is unable to travel safely. The resolution outlines specific procedures for designating, changing, and revoking proxy designations, ensuring transparency and adherence to instructions. Members whose votes are cast by proxy will not be counted for quorum purposes.

The "Preserving Safe Communities by Ending Swatting Act of 2025" amends federal law to criminalize the act of "swatting," where false information is reported to trigger an emergency response. Those who commit swatting would face increased penalties, including fines and imprisonment, especially if serious bodily injury or death results. Additionally, individuals who engage in swatting would be liable for the costs incurred by emergency responders due to the false report.

The "Secretary General Jens Stoltenberg Congressional Gold Medal Act" authorizes the Speaker of the House and the President pro tempore of the Senate to award Jens Stoltenberg a Congressional Gold Medal. This medal recognizes Stoltenberg's contributions to the security, unity, and defense of NATO. The Act directs the Secretary of the Treasury to create the gold medal and allows for the creation and sale of bronze duplicates to cover production costs.

The "Georgian Nightmare Non-Recognition Act" prohibits the U.S. from recognizing any Georgian government led by Bidzina Ivanishvili or his associates, and requires the U.S. to actively discourage other countries from recognizing such a government. It authorizes sanctions and measures to combat corruption and foreign influence in Georgia, while affirming recognition of the current Georgian President until free and fair elections can be held. The Act restricts U.S. officials and funds from actions implying recognition of an Ivanishvili regime, and can be revoked if Georgia restores its constitution and democratic processes.

The REVOCAR Act of 2025 prohibits U.S. individuals and entities from investing or operating in Venezuela's energy sector until the Maduro regime respects the results of the July 28, 2024, election. The President can waive these prohibitions for national security reasons, subject to Congressional reporting requirements. The prohibitions will end when Maduro recognizes the opposition's victory or by December 31, 2027.

The Bipartisan Restoring Faith in Government Act prohibits members of Congress, their spouses, and dependent children from owning or trading stocks, bonds, commodities, futures, and other covered investments, with exceptions for widely held investment funds and U.S. Treasury bills. It mandates that covered individuals sell or place prohibited financial instruments in a qualified blind trust and submit a compliance pledge. Non-compliance may result in civil penalties and referral to the Attorney General. The bill also amends the Internal Revenue Code to allow for deferral of capital gains taxes on divested assets.

The "National Law Enforcement Officers Remembrance, Support and Community Outreach Act" aims to support the National Law Enforcement Museum's programs for community outreach, public education, and officer safety and wellness through grants to the National Law Enforcement Officers Memorial Fund. The act authorizes \$6,000,000 to be appropriated to the Secretary of the Interior for each of the first 7 fiscal years after the law is enacted. It requires annual progress reports to ensure accountability and transparency in the use of funds. The Act allows the Secretary to use funds to continue activities the National Law Enforcement Museum was already doing when this law was enacted.

The Dental Care for Veterans Act aims to improve veterans' access to dental care by integrating it more closely with other medical services provided by the Department of Veterans Affairs. This bill removes specific limitations and updates existing code to allow the Secretary to provide comprehensive dental care, including dentures and appliances. The implementation of these expanded benefits will be phased in over four years, prioritizing veterans based on existing eligibility criteria. Additionally, the bill makes necessary clerical updates to reflect these changes in the U.S. Code.

The "Let America Vote Act" aims to increase voter participation and prevent noncitizen voting. It mandates that states allow unaffiliated voters to participate in any primary election without being treated as party members or having their information shared and prohibits non-citizens from voting in any election. Non-compliant states risk losing federal election administration funding, while compliant states can receive transition assistance grants.

The Washington, D.C. Admission Act outlines the process for Washington, D.C., to become the State of Washington, Douglass Commonwealth, while establishing a separate U.S. Capital. It addresses the transition of laws, property, and governance, ensuring continued federal operations and representation for D.C. residents. The Act also covers federal responsibilities, courts, elections, and benefit programs during the transition, establishing a commission to oversee the process and mandating presidential certification.

The "Sunshine Protection Act of 2025" aims to establish permanent daylight saving time across the United States, effectively eliminating the need to change clocks twice a year. This bill repeals the provision allowing for standard time and adjusts time zone calculations accordingly. States that previously opted out of daylight saving time are given the option to choose between the new permanent daylight saving time or the previous standard time. The act also updates cross-references to ensure legal consistency with these changes.
