The commission will develop and implement fishery management plans, address aquatic invasive species, and administer a grant program to support interjurisdictional fishery projects. This act authorizes appropriations for the commission's establishment, management duties, grant program, and housing within the Department of the Interior. The commission will submit annual reports to Congress detailing its activities and progress.

This resolution commemorates the sacrifices of the Ukrainian people three years after Russia's invasion, condemning Russia's aggression and affirming solidarity with Ukraine. It highlights the extensive human cost, including civilian deaths, displacement, and the abduction of children, while also noting the significant damage to Ukraine's infrastructure. The bill strongly opposes PRC efforts to use the resolution to exclude Taiwan from international organizations and supports Taiwan's meaningful participation globally.

The "Air Traffic Noise and Pollution Expert Consensus Act of 2025" directs the FAA to collaborate with the National Academies to study and report on the health impacts of air traffic noise and pollution. This report will consolidate current scientific knowledge and be delivered to key government officials and congressional committees.

The "Energy Resilient Communities Act" establishes a grant program for clean energy microgrids, prioritizing projects that benefit environmental justice communities and community-owned energy systems. The CHAMPVA Children's Care Protection Act of 2025 amends the eligibility requirements for the Civilian Health and Medical Program of the Department of Veterans Affairs (CHAMPVA). This act increases the maximum age for eligible children to receive medical care under the program to 26 years old, regardless of their marital status. This change does not affect benefits for children incapable of self-support and takes effect for medical care provided on or after the enactment of this act.

The AIMM Act permanently extends a tax provision related to how businesses calculate their interest expense deductions. This extension allows businesses to include depreciation, amortization, and depletion when determining the limitation on business interest expenses. The "Office of Gun Violence Prevention Act of 2025" establishes an Office of Gun Violence Prevention within the Department of Justice, led by a Director appointed by the Attorney General, to coordinate gun violence prevention efforts, evaluate related laws and programs, and recommend evidence-based policies to Congress and the President. The Director will also convene an advisory council comprising various officials and at least 12 additional individuals representing gun violence survivors, community violence intervention service providers, and other relevant groups. The Office will also assist communities affected by gun violence with crisis response activities, such as providing access to mental health services and suicide prevention resources. Finally, the act authorizes the appropriation of necessary funds to carry out the provisions of the bill.

The United States-Israel Defense Partnership Act of 2025 seeks to bolster the defense relationship between the United States and Israel through joint initiatives and increased cooperation. It establishes programs to counter unmanned systems, extend anti-tunnel and counter-UAS cooperation, and promote collaboration in emerging technologies like AI and cybersecurity. The act also mandates the establishment of a Defense Innovation Unit office in Israel and assesses integrated air and missile defense in the U.S. Central Command region. Finally, it explores Israel's potential inclusion in the national technology and industrial base.

The "WISE Government Act" promotes government efficiency and transparency by ensuring federal employees have access to scientific resources. It prohibits confidentiality clauses in journal subscription contracts, mandates easy employee access to library resources, and requires a report to Congress on improving agency access to scientific publications and subscriptions. The "Freedom First Lend Lease Act" empowers the President to lend or lease defense articles to Ukraine and Eastern European countries impacted by Russia's invasion, for fiscal years 2026 and 2027, temporarily waiving certain restrictions related to foreign assistance and arms export control for Ukraine. The bill requires expedited procedures for the delivery of defense articles and stipulates that standard laws regarding return, reimbursement, and repayment will apply. Presidential authority can only be delegated to Senate-confirmed officials.

The SAFE Act amends the Social Security Act to include physical and occupational therapy benefits in Medicare annual wellness visits and initial preventive physical exams starting in 2026 for individuals determined to have fallen in the previous year. It mandates that these individuals receive falls risk assessments, fall prevention services, and outpatient therapy services. Additionally, the Act requires the Secretary of Health and Human Services to submit annual reports to Congress on falls experienced by individuals aged 65 and older.

These grants require partnerships with employers and a focus on serving individuals with barriers to employment, with the aim of improving program quality, accessibility, and alignment with workforce needs. The bill authorizes appropriations of $65,000,000 annually from 2026 through 2031 for this purpose.

The Polluters Pay Climate Fund Act of 2025 taxes fossil fuel companies based on their historic carbon emissions to create a fund for climate resilience, adaptation, disaster response, and environmental justice initiatives. The fund will allocate billions annually to FEMA and EPA programs, with a focus on benefiting environmental justice communities. The Act clarifies that it does not preempt existing laws or prevent entities from pursuing climate-related legal claims against polluters. This legislation aims to make the fossil fuel industry contribute to addressing the climate crisis and its impacts.
