Regional directors must implement these changes while considering operational costs, visitor safety regarding water access, and vendor contracts. The law also requires proactive visitor education and biennial reviews to assess the program's effectiveness and public impact.

The Captive Primate Safety Act of 2025 amends the Lacey Act to prohibit the importation, sale, breeding, and possession of most nonhuman primates across state lines. This sweeping ban includes species like monkeys and lemurs, with limited exceptions for registered research facilities and existing owners who register their animals promptly. The law establishes immediate prohibitions, even before the Secretary of the Interior finalizes all associated regulations.

This bill designates the section of Sumner Row NW in Washington, D.C., near the Russian Ambassador's residence, as "Alexei Navalny Way" to honor the Russian pro-democracy activist who died in a Russian prison. It requires the District of Columbia to erect street signs with the new designation at specific locations. The aim is to show solidarity with the Russian people fighting for fundamental freedoms.
