The "Global Health, Empowerment, and Rights Act" aims to ensure that foreign nongovernmental organizations are eligible for assistance under the Foreign Assistance Act of 1961, part I, regardless of the health or medical services they provide with non-U.S. government funds if such services are legal in their country. It also prevents these organizations from facing stricter requirements than U.S. organizations regarding the use of non-U.S. government funds for advocacy and lobbying.

The "Performing Artist Tax Parity Act of 2025" modifies tax deductions for performing artists by adjusting the income threshold for deduction phaseouts, clarifying deductible expenses to include commissions, and increasing the threshold for nominal employers. The adjusted gross income (AGI) threshold is $100,000, and the nominal employer threshold is $500. Both amounts will be adjusted for inflation after 2025. This ensures fair tax treatment and helps offset professional expenses.

This bill expresses the House of Representatives' disapproval of the President's decision to withdraw the United States from the Paris Agreement, recognizing climate change as a threat and highlighting the increasing costs of extreme weather events. The Ensuring Veterans’ Final Resting Place Act of 2025 expands eligibility for Department of Veterans Affairs (VA) headstones and markers by removing a key date restriction for certain individuals. It also updates benefits for families choosing an urn or plaque instead of a traditional marker, effective for veterans who died on or after January 5, 2021. Finally, the bill extends the expiration date for certain existing limits on VA pension payments.

This bill reaffirms the strong alliance between the United States and the Republic of Korea, emphasizing its importance for security, economic growth, and shared values. It recognizes the deep economic ties, the contributions of Korean Americans, and continued commitment to the Mutual Defense Treaty. The bill also supports strengthening security, economic, and cultural bonds between the two nations, and celebrates Korean Culture-Kimchi Day.

The "Build Housing with Care Act of 2025" establishes a grant program to encourage the co-location of affordable housing and child care services. The program, managed by the Department of Housing and Urban Development, will award competitive grants to eligible entities for projects that design, plan, construct, or renovate co-location facilities. The bill prioritizes entities operating in childcare deserts or serving low-income families and requires a report to Congress on the program's implementation. Additionally, the bill directs the Comptroller General to study child care access for public housing residents and provide recommendations for improvement.

The "Neighbors Not Enemies Act" repeals the Alien Enemies Act, specifically removing sections 4067 through 4070 of the Revised Statutes of the United States. This eliminates the outdated provisions that allowed for the apprehension, restraint, securing, and removal of alien enemies during times of war or declared invasion.

This bill specifically makes certain loan repayments and scholarships received through various Public Health Service and state programs tax-free income. These changes apply to programs designed to increase the number of health professionals serving in underserved areas.

The "Cleaner Air Spaces Act of 2025" authorizes the EPA Administrator to provide grants to air pollution control agencies, including Tribal agencies, for establishing cleaner air space programs. These programs will establish clean air centers, distribute air filtration units and replacement filters to covered households in areas at risk of wildfire smoke, and provide educational materials. Grant applicants must partner with community-based organizations and meet specific requirements for program implementation, data collection, and reporting. The act allocates $30,000,000 for the program from fiscal years 2026 through 2028.

The "Ensuring Military Readiness Not Discrimination Act" prohibits gender discrimination in the Armed Forces. Service eligibility must focus on an individual's ability to meet occupational requirements, without considering race, color, national origin, religion, or sex. The bill requires equal opportunity for all members, regardless of race, color, national origin, religion, or sex.

The "Health Care Efficiency Through Flexibility Act" delays the mandatory switch to electronic Clinical Quality Metrics (eCQMs) for Accountable Care Organizations (ACOs) until January 1, 2030, allowing them to continue using existing reporting methods. It also establishes a pilot program to test digital quality measure reporting and requires the development of standardized digital reporting methods by 2030, ensuring compatibility across various healthcare settings. A report to Congress is mandated by January 1, 2028, to present the pilot program's findings and recommendations.

It condemns hate, discrimination, and prejudice against minority groups and individuals based on gender or sexual orientation. The "Chiropractic Medicare Coverage Modernization Act of 2025" seeks to modernize Medicare coverage for chiropractic services. It expands coverage to include all services provided by licensed Doctors of Chiropractic, not just manual spinal manipulation. Doctors of Chiropractic are required to attend an educational webinar to be eligible for Medicare reimbursement. This aims to align Medicare with other healthcare systems and private insurance in recognizing the full scope of chiropractic care.

The Equal COLA Act aims to provide fair cost-of-living adjustments (COLAs) for Federal Employees Retirement System (FERS) annuities. Starting December 1 of each year, annuity payments will be increased based on the percentage change in the price index between the base quarters of the current and previous years, rounded to the nearest 1/10 of 1 percent. This adjustment applies to COLAs made after the enactment of this Act and to annuities starting before, on, or after that date, ensuring retirees receive adequate support to keep pace with inflation.

The United States-Taiwan Expedited Double-Tax Relief Act aims to reduce double taxation and encourage economic activity between the U.S. and Taiwan by lowering tax rates on certain income for Taiwanese residents and businesses in the U.S., contingent upon Taiwan offering reciprocal benefits to U.S. individuals and companies. Additionally, the United States-Taiwan Tax Agreement Authorization Act outlines the process for establishing a tax agreement with Taiwan, ensuring congressional oversight and adherence to existing U.S. tax laws, to further reduce double taxation.
