This resolution affirms the Senate's commitment to ensuring the National Institutes of Health (NIH) remains fully funded and operational without interruption. It recognizes the NIH workforce as essential to medical progress and emphasizes that protecting these operations is vital to national health, economic stability, and security.

The Edward J. Dwight, Jr. Congressional Gold Medal Act of 2025 directs the Speaker of the House and the President pro tempore of the Senate to award a Congressional Gold Medal to Edward J. Dwight, Jr., the first African-American astronaut candidate, in recognition of his achievements and contributions to art and Black history. The Act instructs the Secretary of the Treasury to create the gold medal. It also allows for the production and sale of bronze duplicates to the public and specifies that these medals are national and numismatic items.

Ethan's Law aims to reduce gun violence by promoting responsible firearm storage. It establishes a federal requirement for gun owners to securely store firearms, especially in homes with minors or individuals prohibited from owning firearms, with penalties for improper storage. The law also creates a grant program to assist states and Indian Tribes in implementing similar safe storage laws. Additionally, it expresses the sense of Congress that failing to securely store a firearm constitutes negligence and can establish legal causation for harm resulting from its discharge.

This resolution designates February 24–28, 2025, as "Public Schools Week" to celebrate the essential role public education plays in our society. It calls on lawmakers to prioritize funding and support for educators, students, and school services to ensure every child has access to a high-quality, inclusive learning environment.

The "Protecting Our Guests During Hostilities in Ukraine Act" establishes a "Ukrainian guest status" for individuals paroled into the U.S. under the Uniting for Ukraine program, allowing them to work in the U.S. This status begins from their initial parole date and expires 120 days after the Secretary of State determines it is safe for civilians to return to Ukraine, but can be revoked by Homeland Security if the individual poses a security risk.

The PLASMA Act delays the full implementation of manufacturer discounts for plasma-derived products under Medicare Part D, phasing in the discounts from 2026 to 2032, depending on whether the beneficiary has met their out-of-pocket threshold. This phased approach aims to ensure continued access to these critical medicines, which are derived from human blood or plasma. The discounts do not apply to low-income subsidy recipients or drugs from small manufacturers.

The "Regional Leadership in Wildland Fire Research Act of 2025" establishes a network of regional wildland fire research centers across the country, coordinated by a National Center Coordination Board, to improve the understanding, management, and mitigation of wildland fires. These centers will focus on research, technology development, and data sharing to support wildland fire management agencies and communities. The Act authorizes specific appropriations for the centers and the board to facilitate their operations and research activities. It also emphasizes collaboration and open access to data, ensuring that research findings are widely available to inform decision-making and improve public safety.

The "Born in the USA Act" prohibits the use of government funds to implement Executive Order 14160, which sought to deny citizenship to certain children born in the United States. The bill affirms that birthright citizenship is guaranteed by the 14th Amendment of the Constitution and cannot be rescinded by executive order.

The Korematsu-Takai Civil Liberties Protection Act of 2025 amends Title 18 of the United States Code, Section 4001, to prohibit the detention of individuals in the United States based solely on protected characteristics. Protected characteristics include race, ethnicity, national origin, religion, sex, gender identity, sexual orientation, disability, and any additional characteristic the Attorney General specifies. The Attorney General cannot remove any of the characteristics already listed (race through disability).

The CHAMPVA Children's Care Protection Act of 2025 amends the eligibility requirements for the Civilian Health and Medical Program of the Department of Veterans Affairs (CHAMPVA). This bill increases the maximum age for children eligible for medical care under CHAMPVA to the child's 26th birthday, regardless of marital status. It does not limit eligibility for children who are incapable of self-support because of a mental or physical disability.

The "Healthy Poultry Assistance and Indemnification Act of 2025" amends the Animal Health Protection Act to provide compensation to poultry growers and layers in areas under federal control due to animal health concerns. It mandates payments based on lost income, ensuring producers are compensated for flocks they were unable to raise during the control period. The compensation is capped to avoid duplication of benefits from other sources and must be paid within 60 days of request. This act aims to support poultry farmers affected by disease control measures.

The Antisemitism Awareness Act of 2025 requires the Department of Education to consider the International Holocaust Remembrance Alliance (IHRA) definition of antisemitism when evaluating discrimination complaints under Title VI of the Civil Rights Act of 1964, ensuring consistent enforcement against antisemitism in federally funded programs. This bill aims to increase awareness and improve the safety of Jewish communities by codifying the use of the IHRA definition. The Act does not expand the Department of Education's authority, change harassment standards, reduce existing rights, or diminish First Amendment rights.

The "Department of Energy Quantum Leadership Act of 2025" amends the National Quantum Initiative Act to establish and expand quantum information science research, development, and demonstration programs within the Department of Energy. It directs the Secretary of Energy to conduct research, provide training, engage with industry, and develop strategic plans related to quantum technology, allocating specific funding for these activities. The bill also establishes a Quantum Instrumentation and Foundry Program, updates the National Quantum Information Science Research Centers, and enhances programs related to quantum networking and user expansion, all with the goal of maintaining U.S. leadership in quantum information science and technology. It also prohibits funds from being used by institutions with Confucius Institutes or for quantum research activities with foreign countries or entities of concern.

The DRIVE Act of 2025 ensures that the Department of Veterans Affairs (VA) provides a mileage reimbursement rate for beneficiary travel that is at least equal to the federal rate provided to government employees. It also mandates that the VA process and pay these mileage allowances within 90 days of receiving a complete and accurate claim. This bill aims to reduce the financial burden on veterans when traveling to receive medical care.

The Caribbean Border Counternarcotics Strategy Act requires the development of a federal strategy to combat illegal drug trafficking through the Caribbean into the United States. This strategy will outline the roles of various agencies, identify necessary resources, promote legitimate trade and travel, and address drug-related crime in Puerto Rico and the U.S. Virgin Islands. The act also aims to disrupt the financial networks of drug trafficking and money laundering organizations.

The Local Access to Courts Act (LACA) expands federal judicial accessibility by establishing new court locations in College Station, Texas, and El Centro, California. This legislation amends federal law to authorize the U.S. District Courts in the Eastern District of Texas and the Southern District of California to hold proceedings in these additional cities.

The "Help Our Kelp Act of 2025" establishes a grant program within the Department of Commerce to conserve, restore, and manage kelp forest ecosystems. Grants will be awarded to various entities, including fishing industry members, educational institutions, and Indian Tribes, for projects addressing kelp forest decline and promoting long-term resilience. The federal government can fund up to 85% of project costs, with specific funding set aside for Indian Tribes. The act authorizes \$5,000,000 annually from 2026 through 2030 for this program.

The "Credit Union Board Modernization Act" amends the Federal Credit Union Act to reduce the frequency of board of directors meetings for well-managed federal credit unions. New federal credit unions are required to meet monthly for the first five years, while those with strong ratings must meet at least six times annually after the initial period. Credit unions with lower ratings will still be required to meet monthly.

The "Alternatives to PAIN Act" aims to improve access to non-opioid pain management for Medicare Part D beneficiaries starting in 2026. It eliminates the standard deductible and places qualifying non-opioid pain management drugs on the lowest cost-sharing tier. The bill also prohibits the use of step therapy and prior authorization requirements for these drugs, ensuring quicker access to alternative pain relief options.
