It adjusts Reid Vapor Pressure (RVP) limitations for gasoline blends containing 10-15% ethanol and allows small refineries to regain certain credits under specific conditions. These changes aim to provide greater fuel choices for consumers and retailers nationwide.

The SASS Act, or "Single Application for School Safety Act," streamlines the grant application process for school safety initiatives. It directs the Attorney General to establish a single application for grants authorized by the COPS Director and the BJA Director. The COPS and BJA Directors will also provide technical assistance to grant applicants.

The Water Infrastructure Subcontractor and Taxpayer Protection Act of 2025 amends the Water Infrastructure Finance and Innovation Act of 2014 to ensure payment and performance security for construction projects receiving federal assistance. It allows the Secretary of Transportation or the Administrator to consider state or local laws mandating payment and performance security as fulfilling this requirement if they cover at least 50% of the construction contract. The "Countering Online Radicalization and Terrorism Act" directs the Department of Homeland Security, in coordination with the Director of National Intelligence, to conduct annual assessments on how terrorist organizations use foreign cloud-based messaging apps to threaten the United States. These assessments will analyze terrorist recruitment and radicalization, examine the use of online payment features to support terrorist financing, and provide recommendations to counter these threats. The goal of the act is to evaluate and address the national security risks associated with terrorist groups using these applications, while also ensuring compliance with legal, privacy, and civil rights protections.

The Disabled Veterans Housing Support Act ensures that veterans' service-connected disability compensation from the Department of Veterans Affairs is not considered when determining income eligibility for housing assistance programs. This change aims to make housing more accessible for disabled veterans. Additionally, the Act requires a report to Congress reviewing the impact of disability compensation on eligibility for HUD programs, identifying inconsistencies, and suggesting improvements to better assist veterans and underserved communities.

The "Medicaid Primary Care Improvement Act" allows states to use Medicaid funds for direct agreements with healthcare providers, including value-based care models and direct primary care arrangements.
