The Nationally Enhancing the Well-being of Babies through Outreach and Research Now Act, or NEWBORN Act, aims to reduce infant mortality by establishing pilot programs in high-risk areas. These programs will offer outreach, education, and improved access to healthcare and social services for at-risk mothers and infants. The Act prioritizes entities serving counties with the highest infant mortality rates and those addressing key risk factors like birth defects and preterm birth. It authorizes $10 million annually from 2025-2029 for these initiatives.

The Medicare Dental, Vision, and Hearing Benefit Act of 2025 expands Medicare coverage to include dental, vision, and hearing services, including preventative care, exams, and devices like dentures, eyeglasses, and hearing aids. Coverage for most services begins in 2026, with specific cost-sharing arrangements and limitations outlined in the bill. The Secretary has the authority to implement additional limitations and modify coverage based on recommendations from the United States Preventive Services Task Force. The bill also requires the United States Preventive Services Task Force to include at least one oral health professional.

The "Protect Our Probationary Employees Act" allows federal employees who were involuntarily separated from service between January 20, 2025, and January 20, 2029, to resume their probationary period if reappointed to a similar position in their former agency. The resumed probationary period will only last the duration of the original probationary period. This provision terminates on January 20, 2029.

The American Teacher Act aims to address teacher shortages and improve teacher compensation by establishing grants for states to increase teacher salaries, with the goal of ensuring a minimum annual salary of $60,000 for full-time teachers at qualifying schools, adjusted for inflation. The Act also allows for a national campaign to raise awareness of the value of the teaching profession and clarifies that the Act does not alter existing employee rights or agreements. Finally, the Act defines key terms and authorizes necessary appropriations for fiscal years 2026 through 2030 to implement the grants and awareness campaign.

The 25th Anniversary of 9/11 Commemorative Coin Act directs the Treasury Secretary to produce gold and silver coins to commemorate the 25th anniversary of the September 11, 2001, terrorist attacks and the National September 11 Memorial and Museum. The coins' designs will represent the courage and resilience of those affected, with at least one coin bearing the inscription "Never Forget." Surcharges from the sale of these coins will be donated to the National September 11 Memorial and Museum to support its operations and maintenance. The Act ensures that the coin production does not create any net cost to the Federal Government.

The Sarah Debbink Langenkamp Active Transportation Safety Act amends the Highway Safety Improvement Program to include projects that connect bike and pedestrian paths and reduce safety risks for vulnerable road users. It allows the federal government to cover up to 100% of the cost for these safety projects and broadens the scope of relevant safety plans to include measures for bicyclists and pedestrians. Additionally, the act permits the non-federal share of project costs to be calculated across a project, multiple projects, or a program.

The "Woman on the Twenty Act of 2025" mandates that all $20 bills printed after December 31, 2028, will feature a portrait of Harriet Tubman on the front. It also requires the Secretary of the Treasury to release the preliminary design of the new $20 bill to the public by December 31, 2026.

Tyler's Law mandates a study by the Secretary of Health and Human Services on fentanyl testing practices in hospital emergency departments, including frequency, costs, benefits, risks, and patient experience. Following the study, the Secretary will issue guidance on routine fentanyl testing for overdose patients, ensuring clinicians are aware of substances included in drug tests, and the potential impact on future overdose risk and general health.

The MATCH IT Act of 2025 aims to improve patient matching in healthcare by establishing a standard definition for patient match rates, developing a minimum data set for accurate patient identification, and incorporating these standards into health IT certification requirements and Medicare programs. The Act also creates incentives for healthcare providers to achieve high patient match rates through a voluntary bonus program and anonymous data submission, with the goal of reducing medical errors, protecting patient privacy, and lowering healthcare costs associated with patient misidentification.

The "Protect Social Security and Medicare Act" mandates a supermajority vote in Congress to pass any legislation that cuts benefits managed by the Social Security Administration or the Centers for Medicare and Medicaid Services. This requirement aims to safeguard Social Security and Medicare benefits from being easily reduced. An exception is provided for Medicare Advantage plan payment reductions if offset by equal or greater increases in other Medicare benefits. The Social Security Administration's Chief Actuary Office is designated as the sole authority to determine if a proposed bill would reduce Social Security benefits.

The DELIVER Act of 2025 increases the standard mileage rate for delivering meals to elderly, disabled, frail, and at-risk individuals. This adjustment aligns the rate with the standard mileage rate used for business and medical expenses, providing volunteers with increased reimbursement for their services. This change aims to encourage volunteer engagement and support programs that deliver meals to vulnerable populations.

The CARE Act requires the Department of Health and Human Services (HHS) to create an after-action program to address issues identified following a public health emergency response, encouraging collaboration among HHS agencies and external partners. It also directs HHS to develop a risk communication strategy to ensure clear and accurate communication about infectious diseases and public health risks, especially to at-risk populations. The act authorizes appropriations for the program and oversight.

The "Renaming the National School Lunch Program Act of 2025" renames the Richard B. Russell National School Lunch Act to the Jean E. Fairfax National School Lunch Act. This change recognizes Jean E. Fairfax's extensive contributions to the program and her advocacy for marginalized communities. The renaming also addresses concerns about the current namesake's opposition to civil rights. All references to the previous name in existing legislation will be updated accordingly.

The "Farewell to Foam Act of 2025" bans the sale, offer for sale, or distribution of expanded polystyrene (EPS) food service ware, loose fill, and coolers starting January 1, 2028. The ban applies to food service providers, manufacturers, distributors, and retailers, with escalating civil penalties for violations after an initial written warning. The EPA Administrator is authorized to enforce the ban and create necessary regulations, and may allow states to enforce the ban if they meet the Administrator's requirements. Certain entities with lower annual revenues will face limitations on how frequently they can be penalized.

The Helping Emergency Responders Overcome (HERO) Act aims to support the mental health and well-being of public safety officers, healthcare providers, firefighters, and EMS personnel. It establishes a national data system to track suicide incidence among public safety officers, authorizes grants for peer-support behavioral health programs within fire departments, EMS agencies, and healthcare facilities, and directs the development of educational resources for mental health professionals and best practices for addressing PTSD in public safety officers. The Act seeks to improve access to mental health services and reduce the stigma associated with seeking help in these high-stress professions. It also ensures the confidentiality and anonymity of those seeking help.

The "Do No Harm Act" amends the Religious Freedom Restoration Act of 1993 to ensure religious freedom is not used to justify discrimination or harm. It clarifies that the Act does not override federal laws protecting against discrimination, ensuring equal opportunity, or safeguarding access to healthcare and other essential services. This amendment confirms that the Religious Freedom Restoration Act applies only when the government is a party in a judicial proceeding.

The "Preventing Maternal Deaths Reauthorization Act of 2025" aims to reduce maternal mortality by improving data collection, sharing best practices for prevention, and increasing funding for maternal mortality review committees. This act amends the Public Health Service Act and directs the CDC to disseminate best practices to hospitals and professional groups. The act increases funding to $100,000,000 annually from 2025 through 2029.

The U.S. Engagement in Sudanese Peace Act aims to address the crisis in Sudan by mandating the President to investigate and sanction those involved in human rights abuses and obstruction of humanitarian aid. It requires a comprehensive strategy to protect civilians, provide humanitarian aid, and foster peace, with an emphasis on empowering Sudanese women and youth in conflict resolution. The act also seeks to prevent the flow of weapons to conflict parties and ensures accountability for human rights abuses. Ultimately, the goal is to promote a sustainable peace through diplomatic and multilateral efforts.

The "No Invading Allies Act" restricts the President from using the U.S. Armed Forces to invade or seize territory from Canada, Panama, and Greenland without congressional authorization, a declaration of war, or a national emergency. It reinforces the U.S. commitment to international order, alliances, and opposition to territorial aggression. The Act also limits the use of funds for military actions in these countries without proper authorization or in the absence of a national emergency, with specific time constraints during such emergencies. This law does not alter existing constitutional powers, treaties, or previously approved activities.

The "Mamas and Babies in Underserved Communities Act of 2025" aims to improve maternal health outcomes and reduce disparities in underserved communities by providing grants to healthcare providers. These grants will support the expansion and enhancement of maternal health services, including prenatal, postnatal care for infants, and postpartum care for mothers. Priority is given to entities serving minority, low-income, or medically underserved areas, particularly those led by community members. The act allocates necessary funds from 2026 to 2030 to facilitate these improvements.
