The JUDGES Act of 2025 aims to address the increasing caseloads in district courts by creating new judgeships in multiple states over the next decade, as well as a temporary judgeship in the Eastern District of Oklahoma. Finally, the Act ensures public accessibility to the Judicial Conference's recommendations for Article III judgeships by requiring the Administrative Office of the U.S. Courts to publish these reports on its website.

The Timely Departure Act mandates nonimmigrant visa applicants (excluding certain visa types and those from visa waiver countries) to pay a bond between $5,000 and $50,000 to ensure timely departure from the U.S. Overstaying a visa results in automatic forfeiture of the bond, ineligibility for future immigration benefits for 4 to 12 years, and prompt removal from the U.S. Asylum seekers must apply before their authorized stay expires, or they will be ineligible. The forfeited bonds will be used for immigration detention and enforcement.

This resolution expresses the House of Representatives' deepest condolences to the families and loved ones of the 67 individuals who lost their lives in the January 29, 2025, collision of American Eagle Flight 5342 and a U.S. Army flight. The "Federal Firearms Licensee Protection Act of 2025" increases penalties for stealing firearms from licensed dealers. It sets stricter punishments, including up to 20 years in prison, for violating laws related to firearm theft. The act also mandates minimum prison sentences of 3 years for burglaries and 5 years for robberies targeting licensed firearm businesses.

The Law Enforcement Protection and Privacy Act of 2025 amends FOIA to protect sensitive firearms data, penalizes unauthorized disclosures of protected information by non-federal entities, and grants licensees the right to sue for damages resulting from such disclosures. It establishes financial penalties for improper disclosures and allows harmed parties to seek compensation in court. The act defines key terms and ensures that other legal remedies remain available.

The Justice for Vaccine Injured Veterans Act of 2025 presumes service-connection for certain diseases, such as myocarditis and Guillain-Barre Syndrome, for veterans who were required to receive a COVID-19 vaccine between August 24, 2021, and January 10, 2023. It also requires the Secretary of Veterans Affairs to track and report on compensation claims related to COVID-19 vaccines and make these reports publicly available.

The PAST Act of 2025 significantly strengthens the Horse Protection Act to combat the painful practice of soring in specific horse breeds. This bill increases penalties for violations, establishes stricter licensing and oversight for inspectors, and explicitly bans the use of "action devices" designed to cause unnatural gaits. The legislation aims to enhance enforcement, ensure fairer competition, and hold violators accountable through increased fines and disqualifications.

The SAFE Act of 2025 amends existing legislation to explicitly prohibit the slaughter of horses for human consumption, reinforcing protections for these animals. This bill seeks to prevent the inhumane treatment of American equines by closing loopholes that allow their slaughter and export for human consumption.

The Truck Parking Safety Improvement Act establishes a grant program to expand commercial truck parking and improve safety. The program provides funds to states, local governments, and tribal entities for projects that increase parking availability, improve existing facilities, and use technology to manage parking. The Act also requires a biennial report to Congress on the availability of truck parking and the effectiveness of funded projects. This bill authorizes the Speaker of the House and the President pro tempore of the Senate to award a Congressional Gold Medal to the 761st Tank Battalion, also known as the "Black Panthers," in recognition of their courageous service and crucial contributions during World War II. The medal will be given to the National Museum of African American History and Culture for display, honoring the 761st as the first Black soldiers to serve in an American armored unit and their significant role in the Allied victory in Europe. The Leveling the Playing Field 2.0 Act aims to strengthen U.S. trade laws by addressing unfair subsidies, currency undervaluation, duty evasion, and circumvention of trade remedies. It refines the process for handling successive trade investigations, ensuring that the International Trade Commission considers prior findings and assesses cumulative effects on domestic industries. The act also empowers authorities to counteract cost distortions in foreign countries and prevent importers from avoiding duties. Additionally, it includes provisions related to trade with Canada and Mexico and sets effective dates for new regulations.

The American Victims of Terrorism Compensation Act amends the Justice for United States Victims of State Sponsored Terrorism Act to increase funding for victims of state-sponsored terrorism by redirecting forfeited assets and penalties into the United States Victims of State Sponsored Terrorism Fund. It mandates specific deposit timelines for forfeited funds, requires annual pro rata payments to eligible claimants beginning in 2026, and enhances transparency through detailed annual reports on fund activity. The Act also allows for the use of Department of Justice personnel to aid in the administration of the fund and ensures a supplemental payment to those already approved for fifth-round payments.

The "Make American Flags in America Act of 2025" mandates that U.S. flags displayed on Federal property or bought by Federal agencies be entirely manufactured in the U.S. using 100% U.S.-made materials, in accordance with international agreements. It also directs the Federal Trade Commission to study and report on country-of-origin labeling enforcement for U.S. flags, aiming to improve enforcement and deter violations.

The "One Flag for All Act" generally prohibits the display of flags other than the U.S. flag on the exterior or in public areas of covered federal buildings. There are explicit exceptions for flags such as POW/MIA flags, state flags displayed at a Member of Congress's office, flags representing the Armed Forces, flags of historical significance, and flags representing local jurisdictions where the building is located. The bill defines "covered public buildings" broadly, including federal buildings, Senate and House buildings, military installations, and U.S. embassies and consulates.

The Water Infrastructure Subcontractor and Taxpayer Protection Act of 2025 amends the Water Infrastructure Finance and Innovation Act of 2014 to ensure payment and performance security for construction projects receiving federal assistance. It allows the Secretary of Transportation or the Administrator to consider state or local laws mandating payment and performance security as fulfilling this requirement if they cover at least 50% of the construction contract. If state or local laws don't apply or meet the 50% threshold, adherence to federal bond requirements under 40 U.S.C. 3131(b)(1) and (2) is required.

The "Death Tax Repeal Act" eliminates both estate and generation-skipping transfer taxes, effective from the date of enactment. It adjusts gift tax calculations by setting the lifetime gift exemption at $10,000,000, with inflation adjustments after 2011. The Act also includes transitional rules for applying certain sections of the Internal Revenue Code during the enactment year.
