The Military in Law Enforcement Accountability Act establishes new requirements and strict time limits for the Department of Defense when providing support to civilian law enforcement agencies, requiring prior Congressional notification and justification. It also prohibits Department of Defense personnel from simultaneously serving in civilian law enforcement roles, with limited exceptions for reservists. Furthermore, the bill broadens the circumstances under which military and federal law enforcement can assist civil authorities and creates a private right of action for violations of the Act.

This bill temporarily extends and modifies the enhanced premium tax credit for health insurance through 2027. It also introduces significant changes to Medicare Advantage risk adjustment by requiring the use of two years of diagnostic data starting in 2026. The RESIDE Act establishes a temporary Blighted Building to Housing Conversion Program to transform vacant commercial or industrial structures into attainable housing units. This pilot program, funded by excess allocations from the HOME Investment Partnerships Program, provides grants to eligible entities for property acquisition, cleanup, and conversion. Priority will be given to projects in economically struggling areas or those that streamline local conversion regulations.

The UNLOCK Act amends the Housing and Community Development Act of 1974 to expand how federal housing funds can be used. This legislation now allows local entities to directly use these funds for the construction of new housing specifically for low- and moderate-income residents. The bill removes the requirement for these entities to partner with a nonprofit organization to carry out the new construction projects.

The Safeguarding the Use of the National Guard Act (SUN Act) enhances Congressional oversight of the President's domestic deployment of National Guard and reserve forces. It requires the President to submit a detailed report to Congress within 15 days outlining the legal justification, goals, costs, and impact of any domestic deployment. This reporting requirement is waived only when reserve forces are deployed specifically following a Presidential declaration under the Robert T. Stafford Act for a natural disaster.

The BUILD Housing Act streamlines environmental reviews for certain HUD housing assistance programs by allowing the Secretary to designate them as "special projects." This change enables the use of specific, established review procedures under the Multifamily Housing Property Disposition Reform Act of 1994. Furthermore, the bill expands the authority for environmental review responsibilities to include federally recognized Indian Tribes alongside states and local governments.

The Supporting Upgraded Property Projects and Lending for Yards (SUPPLY) Act establishes a new federal insurance program, managed by HUD, to specifically back second mortgages used for financing the construction of Accessory Dwelling Units (ADUs). This legislation also directs the FHFA to allow Fannie Mae and Freddie Mac to purchase and securitize these newly insured ADU construction loans, subject to risk oversight. The goal is to increase the availability of financing for property owners looking to add secondary housing units.

Before any such tax or fee can be implemented, the Treasury Secretary must certify that it will not aid criminal money laundering or place an excessive burden on these businesses. This framework seeks to prevent regulatory changes from inadvertently benefiting informal and illicit transfer systems.

The Protecting Our Constitution and Communities Act aims to reassert Congress's exclusive constitutional authority over federal spending by clarifying that the President cannot unilaterally withhold appropriated funds. It strengthens the Comptroller General's oversight role and establishes new legal avenues for private citizens and governments to sue for damages if funds are improperly impounded. Furthermore, the bill tightens the definition of budgetary "contingencies" and ensures that judicial review of these spending disputes remains robust.

This bill, the Scarper Ridge Golden Gate National Recreation Area Boundary Adjustment Act, officially updates the legal boundaries of the Golden Gate National Recreation Area. Specifically, it incorporates a new parcel of land known as Scarper Ridge into the Recreation Area. This adjustment is based on a map dated July 2024 to reflect the updated official boundaries.

The MEME Act prohibits elected and other high-ranking federal officials, as well as their families, from promoting financial assets, including securities, commodities, and digital assets, for personal gain. It allows the Attorney General, private parties, and others to sue violators. Violators may face civil penalties up to $250,000, be required to return profits to the Treasury, and may face criminal penalties including fines and imprisonment. The Act aims to prevent public officials from using their positions for personal financial benefit, addressing bribery, insider trading, and corrupt foreign influence.
