This Act authorizes the Secretary of the Treasury to mint and issue a series of commemorative gold, silver, and clad coins in 2029 to celebrate the centennial of the United States Foreign Service. All surcharges collected from the sale of these coins will be paid to the Association for Diplomatic Studies and Training to support its historical preservation work. The Treasury must ensure that the minting and issuance of these coins result in no net cost to the U.S. government.

The Promoting Diplomacy with Australia Act mandates a comprehensive report from the State Department assessing the capacity of the U.S. Mission in Australia. This bill amends the Internal Revenue Code to exclude certain retirement income received by eligible former members of the Armed Forces or law enforcement officers from gross income while they are employed as school resource officers. The exclusion may become a lifetime exemption if the individual serves in the role for at least 10 years.

The Newborns Essentials Support Toolkit (NEST) Act establishes a program to purchase and distribute essential supply kits to mothers recovering from childbirth and their newborn infants. These kits will contain necessary supplies, educational materials on maternal health resources, and information on federal support programs. The legislation reserves federal funds from 2026 through 2030 to award grants to nonprofit entities for the nationwide distribution of these kits, prioritizing areas of greatest need.

The Semiconductor Technology Resilience, Integrity, and Defense Enhancement Act (STRIDE Act) aims to protect U.S. technological leadership by coordinating with allies to secure the global semiconductor supply chain against adversarial control, particularly from the Chinese Communist Party. The bill mandates the State Department to align export controls and establish trusted supplier networks with key semiconductor partners. The Prevent Government Shutdowns Act automatically appropriates funding for federal programs at the rate of the preceding funding law for 14-day periods whenever a lapse in appropriations occurs. This automatic funding continues until a new appropriation Act is enacted or the automatic authority expires. Furthermore, the bill imposes strict limitations on official travel for covered Members of Congress and their staff, and restricts legislative business during these automatic funding periods. These budgetary effects are to be treated as discretionary, part-year appropriations for enforcement purposes.
