The SAFE Act of 2025 amends existing legislation to explicitly prohibit the slaughter of horses for human consumption, reinforcing protections for these animals. This bill seeks to prevent the inhumane treatment of American equines by closing loopholes that allow their slaughter and export for human consumption.

The "Community News and Small Business Support Act" introduces two tax credits aimed at supporting local news and small businesses. First, it provides a tax credit for small businesses that advertise in local media outlets, such as newspapers and broadcast stations. Second, it establishes a payroll tax credit for local news organizations to help them employ local news journalists. Both credits are designed to alleviate financial burdens and promote investment in local journalism and small business advertising, with specific limitations and eligibility requirements. The provisions of this act will be in place for 5 years.

The Rural Veterans Transportation to Care Act expands the Department of Veterans Affairs' transportation grant program to include rural areas, not just highly rural ones. It broadens the range of eligible grant recipients to include county veterans service organizations and tribal organizations. The bill also increases the maximum grant amount to $60,000, with a possible increase to $80,000 for vehicle purchases needed to comply with the Americans with Disabilities Act and authorizes necessary funding by removing the previous funding limit.

The "Maintaining Investments in New Innovation Act" amends the Social Security Act's definition of "qualifying single source drug" to include advanced drugs using genetically targeted technology. This update applies to drugs that can modify gene function, potentially impacting drug pricing and access regulations under the Act.

The "Semiquincentennial Congressional Time Capsule Act" directs the Architect of the Capitol to create a time capsule containing items chosen by congressional leaders, including records of important events and a message to the future Congress. The time capsule will be sealed and buried on the West Lawn of the Capitol by July 4, 2026, with a plaque providing information about it. It is to remain sealed until July 4, 2276, when it will be presented to the 244th Congress.

This bill directs the Joint Committee on the Library to procure a statue of Benjamin Franklin. The statue must be acquired by December 31, 2025, and placed in a publicly accessible location within the U.S. Capitol by December 31, 2026.

This bill expresses support for the Iranian people's desire for a democratic, secular, and nonnuclear republic, while condemning the Iranian regime's human rights abuses, support for terrorism, and attempts to develop nuclear weapons. It affirms the right of the Iranian people to self-determination and supports continued sanctions against the current regime. The TREATS Act amends the Controlled Substances Act to allow telehealth evaluations for prescribing certain controlled substances used in substance use disorder treatment. This removes the prior requirement for an in-person evaluation, enabling remote medical assessments via real-time audio-visual or audio-only communication, in accordance with federal and state laws. The goal of this bill is to increase access to treatment for substance use disorders.

This bill authorizes the Speaker of the House and the President pro tempore of the Senate to award a Congressional Gold Medal to the 761st Tank Battalion, also known as the "Black Panthers," in recognition of their courageous service and crucial contributions during World War II. The medal will be given to the National Museum of African American History and Culture for display, honoring the 761st as the first Black soldiers to serve in an American armored unit and their significant role in the Allied victory in Europe. The bill also allows for the creation and sale of bronze duplicates of the medal to support the United States Mint Public Enterprise Fund.

The "Protect and Serve Act of 2025" creates federal offenses for intentionally causing serious injury or death to law enforcement officers because of their status as officers. It sets penalties including imprisonment and fines, with increased penalties if death results or if kidnapping or attempted killing is involved. Federal prosecution requires certification from the Attorney General, based on a request from the state or if it is in the public interest to ensure substantial justice. Finally, it requires an annual report on the Conrad State 30 J1 Visa Waiver Program.

This bill streamlines the process for the House to consider a resolution regarding parental remote voting by proxy. It sets a time limit for debate on the resolution and waives a House rule to expedite the consideration process.

The "Voluntary Public Access Improvement Act of 2025" allocates $150 million from 2025 to 2029 to improve public access to private lands for recreational purposes. It requires the Postal Service to provide advance notice of proposed changes to pay and benefits and mandates a binding determination by a dispute resolution panel within 15 days of its recommendation. The "Prevent Interruptions in Physical Therapy Act of 2025" ensures Medicare beneficiaries can continue receiving uninterrupted physical therapy services. It allows physical therapists to utilize temporary staffing arrangements, known as "locum tenens," when the regular therapist is temporarily unavailable. This ensures Medicare payments for services provided by qualified substitute physical therapists, maintaining consistent care for patients.
