This bill expresses support for the Iranian people's desire for a democratic, secular, and nonnuclear republic, while condemning the Iranian regime's human rights abuses, support for terrorism, and attempts to develop nuclear weapons. It affirms the right of the Iranian people to self-determination and supports continued sanctions against the current regime. The bill also calls for the protection of Iranian political refugees in Albania.

This bill authorizes the Speaker of the House and the President pro tempore of the Senate to award a Congressional Gold Medal to the 761st Tank Battalion, also known as the "Black Panthers," in recognition of their courageous service and crucial contributions during World War II. The medal will be given to the National Museum of African American History and Culture for display, honoring the 761st as the first Black soldiers to serve in an American armored unit and their significant role in the Allied victory in Europe. The bill also allows for the creation and sale of bronze duplicates of the medal to support the United States Mint Public Enterprise Fund.

The Conrad State 30 and Physician Access Reauthorization Act extends the Conrad State 30 program, which allows foreign physicians to work in underserved areas of the U.S. in exchange for a waiver of certain visa requirements. It modifies requirements for foreign physicians seeking waivers, including employment protections, state waiver limits, and contract requirements. The bill also increases the number of waivers available to states and modifies immigration procedures for physicians, including allowing "dual intent" for medical graduates and clarifying national interest waivers. Finally, it requires an annual report on the Conrad State 30 J1 Visa Waiver Program.

The "Protect and Serve Act of 2025" creates federal offenses for intentionally causing serious injury or death to law enforcement officers because of their status as officers. It sets penalties including imprisonment and fines, with increased penalties if death results or if kidnapping or attempted killing is involved. Federal prosecution requires certification from the Attorney General, based on a request from the state or if it is in the public interest to ensure substantial justice. The act defines "law enforcement officer" and "State" for the purposes of the new offenses.

The Postal Employee Appeal Rights Amendment Act of 2025 updates which non-unionized Postal Service employees can appeal certain employment decisions to the Merit Systems Protection Board (MSPB). Specifically, it grants this appeal right to supervisory, professional, technical, clerical, administrative, or managerial employees under the Executive and Administrative Schedule who are not covered by a collective bargaining unit. This legislation clarifies the scope of appeal rights for certain non-bargaining unit personnel within the Postal Service.

The "Voluntary Public Access Improvement Act of 2025" allocates $150 million from 2025 to 2029 to improve public access to private lands for recreational purposes. It sets aside $3 million of this funding to specifically enhance access to lands covered by wetland reserve easements, through partnerships with state and tribal governments.

This bill streamlines the process for the House to consider a resolution regarding parental remote voting by proxy. It sets a time limit for debate on the resolution and waives a House rule to expedite the consideration process.

The "Postal Supervisors and Managers Fairness Act of 2025" amends Title 39 of the U.S. Code to modify the procedures for negotiating pay and benefits of supervisory and managerial personnel within the Postal Service. It requires the Postal Service to provide advance notice of proposed changes to pay and benefits and mandates a binding determination by a dispute resolution panel within 15 days of its recommendation. This aims to streamline the negotiation process and ensure fair resolution of disagreements.

The Federal Retirement Fairness Act amends title 5 of the United States Code, allowing civilian service in a temporary position after December 31, 1988, to be creditable under the Federal Employees Retirement System. This change applies to current employees and Members of the United States Postal Service, and requires the Office of Personnel Management to notify eligible individuals and issue implementing regulations.

The "Erie Canal Bicentennial Commemorative Coin Act" directs the Department of Treasury to mint and issue gold, silver, and half-dollar coins to commemorate the bicentennial of the Erie Canal. These coins, which are legal tender, will be available in uncirculated and proof qualities for one year beginning January 1, 2026. Surcharges from the sale of these coins will be paid to the Erie Canalway Heritage Fund, Inc. to support the Erie Canalway National Heritage Corridor.

The "Delivering for Rural Seniors Act of 2025" aims to improve food access for low-income elderly individuals in rural areas by establishing a pilot program for home delivery of commodities. The program will award grants to state agencies, prioritizing those serving rural areas, to cover costs associated with transportation, staffing, and outreach. This act authorizes $10 million annually from 2026 to 2028 for these initiatives.

The "New Era of Preventing End-Stage Kidney Disease Act" aims to improve the prevention, diagnosis, and treatment of rare kidney diseases through research, education, and increased public awareness. It establishes Centers of Excellence for Rare Kidney Disease Research, directs studies on testing and treatment approaches, and promotes provider education in nephrology. The Act prioritizes addressing disparities in affected populations and seeks to delay or eliminate the need for dialysis and transplant. It authorizes appropriations for these activities from 2026 through 2030.

The "ALYSSA Act" amends the Elementary and Secondary Education Act of 1965 to require all elementary and secondary schools to install silent panic alarms for use during school security emergencies. To receive federal funding, local education agencies must equip each school with at least one panic alarm, defined as a silent security system for signaling life-threatening emergencies to law enforcement. This ensures schools have a direct and immediate way to alert law enforcement during critical situations.

The "Prevent Interruptions in Physical Therapy Act of 2025" ensures Medicare beneficiaries can continue receiving uninterrupted physical therapy services. It allows physical therapists to utilize temporary staffing arrangements, known as "locum tenens," when the regular therapist is temporarily unavailable. This ensures Medicare payments for services provided by qualified substitute physical therapists, maintaining consistent care for patients.

The "Accelerating Kids Access to Care Act of 2025" streamlines the enrollment process for out-of-state healthcare providers in Medicaid and CHIP, ensuring children under 21 have access to care from eligible providers across state lines. By reducing administrative burdens and unnecessary screening requirements, the Act aims to improve healthcare access for children while maintaining necessary safeguards against fraud and abuse. Participating providers will be enrolled for a 5-year period, and the changes will take effect three years after the Act's enactment.

The Animal Cruelty Enforcement Act of 2025 establishes an Animal Cruelty Crimes Section within the Department of Justice to enforce federal animal cruelty laws, pursue investigations and prosecutions, and coordinate with other agencies. The section is required to submit an annual report to Congress regarding charges, convictions, and investigations. The bill recognizes the connection between animal cruelty and other crimes and aims to address the lack of dedicated enforcement of animal protection laws.

The "No Deductions for Marijuana Businesses Act" amends the Internal Revenue Code to prohibit businesses involved in marijuana or controlled substance trafficking from claiming tax deductions or credits for their expenses. This restriction applies regardless of whether the business is violating federal or state law. The change will be effective for expenses paid after the bill is enacted.

The "Due Process Continuity of Care Act" aims to provide Medicaid coverage for individuals in custody awaiting charges in a medical institution, removing the existing inmate limitation on benefits. It authorizes the Secretary to award planning grants to states to support providing Medicaid assistance to eligible individuals and to prepare an application that meets specific requirements. The Act requires states to develop plans for assessing health treatment needs, increasing healthcare provider participation, and ensuring quality of care for patients in custody. It allocates $50,000,000 for these planning grants.

The SOS Act of 2025 amends the Omnibus Crime Control and Safe Streets Act of 1968 to increase funding for school resource officers by $50 million per fiscal year from 2026 through 2035, allocating a minimum of $50,000,000 in grants to local governments or law enforcement agencies.

The Public Safety Employer-Employee Cooperation Act establishes a framework for collective bargaining rights for public safety officers (law enforcement, firefighters, and emergency medical services personnel) at the state level. It directs the Federal Labor Relations Authority to determine if states substantially protect these rights, and if not, the Authority will establish collective bargaining procedures. The Act aims to promote cooperation between public safety employers and employees while respecting existing state laws and prohibiting strikes and lockouts. This law does not override state laws that provide similar or stronger protections for public safety officers.
