The "Death Tax Repeal Act" eliminates both estate and generation-skipping transfer taxes, effective from the date of enactment. It adjusts gift tax calculations by setting the lifetime gift exemption at $10,000,000, with inflation adjustments after 2011. The Act also includes transitional rules for applying certain sections of the Internal Revenue Code during the enactment year.

The Whole Milk for Healthy Kids Act of 2025 expands milk options available to students in the National School Lunch Program by allowing schools to offer organic or non-organic whole milk. This legislation provides greater flexibility for schools in providing fluid milk choices while maintaining accommodations for students with special dietary needs. Importantly, the saturated fat content of these offered milk options will not count toward the meal's overall saturated fat limits.

The "Alternatives to PAIN Act" amends Medicare Part D to improve access to non-opioid pain management drugs by waiving deductibles and ensuring they are placed on the lowest cost-sharing tier starting in 2026. The Act also prohibits the use of step therapy and prior authorization requirements for these drugs, further easing access for patients. These changes aim to provide more accessible alternatives for pain management, reducing reliance on opioids.

The "National Right-to-Work Act" amends both the National Labor Relations Act and the Railway Labor Act to protect an employee's right to choose whether or not to join or support a labor union. It eliminates the possibility of mandatory union membership or dues payments as a condition of employment, ensuring that employees cannot be forced to join or support a union against their will.

The Alpha-gal Allergen Inclusion Act amends the Federal Food, Drug, and Cosmetic Act to include alpha-gal, a sugar found in non-catarrhine primate mammals and red algae, as a major food allergen. This will require food labels to clearly identify the presence of alpha-gal. The amendment will take effect 18 months after the enactment of this Act, with an exception for mammal-derived ingredients where alpha-gal is below a detectable limit as determined by the Secretary.

The "Family Farm and Small Business Exemption Act" amends the Higher Education Act of 1965 to exclude the net value of a family farm (on which the family resides) or a small business (with no more than 100 employees and owned/controlled by the family) from consideration as an asset when determining financial need for federal student aid. This change aims to make higher education more accessible for students from family farm and small business backgrounds.

The "HALT Fentanyl Act" permanently classifies fentanyl-related substances as Schedule I drugs under the Controlled Substances Act, streamlining research registration processes while maintaining controls. It also updates penalties for trafficking, importing, and exporting fentanyl-related substances, treating them similarly to fentanyl analogues. Additionally, the Act addresses technical errors in previous legislation and mandates the Attorney General to issue rules for implementation.

The "Protect Our Letter Carriers Act of 2025" aims to protect postal workers by allocating funds for high-security collection boxes and electronic mailbox keys. It also mandates the appointment of dedicated attorneys to prosecute crimes against postal employees and directs the Sentencing Commission to increase penalties for assaulting or robbing them.

The "Marc Fischer Memorial Act" aims to combat the flow of synthetic drugs, particularly fentanyl, into Federal prisons through the mail. It mandates the Director of the Bureau of Prisons to develop and implement a strategy to equip all Federal correctional facilities with the technology and processes needed to scan mail, protect staff and inmates, and ensure timely delivery of mail copies while maintaining legal mail privileges. The strategy includes assessing current practices, identifying necessary resources, and providing a budgetary proposal for implementation, with ongoing reporting to Congress on its effectiveness.

The "Dr. Lorna Breen Health Care Provider Protection Reauthorization Act" reauthorizes and expands programs aimed at supporting the mental health of healthcare providers. It requires annual reports on education and awareness initiatives, broadens eligibility for entities receiving funds, and extends funding for mental health support programs through 2030. The Act prioritizes reducing administrative burdens on healthcare workers to improve access to mental health services.

The "Medicare Patient Access and Practice Stabilization Act of 2025" extends increased Medicare payment support for physicians and practitioners through 2025. It increases payment rates by 6.62% for services provided from April 1, 2025, to January 1, 2026. The bill also updates a section of the Social Security Act to include the years 2021 through 2025 for conforming changes.

The "Educational Choice for Children Act of 2025" establishes federal tax credits for individuals and corporations who contribute to scholarship granting organizations that provide scholarships for eligible students to attend elementary and secondary schools. It sets a volume cap on the total amount of credits that can be claimed and prioritizes allocation on a first-come, first-served basis. The "Life at Conception Act" declares that the right to life, as guaranteed by the Constitution, is vested in each human being, both born and preborn, from fertilization onward. This act defines "human being" as every member of the species homo sapiens at all stages of life. Notably, the act specifies that no woman shall be prosecuted for the death of her unborn child.

The "Born-Alive Abortion Survivors Protection Act" ensures that infants born alive after an abortion receive the same medical care as any other newborn, mandating immediate hospitalization and requiring healthcare practitioners to report any failures to comply. Violators face fines, imprisonment, and potential prosecution for homicide or attempted homicide, while the mother of the child cannot be prosecuted. The bill also allows the woman who had the abortion to file a civil action against anyone who violated the act. It defines abortion and attempts at abortion, and renames "Partial-Birth Abortions" to "Abortions" in relevant sections of the U.S. Code.

The "Fix Our Forests Act" aims to improve forest management and wildfire resilience through landscape-scale restoration, community protection in wildland-urban interfaces, and enhanced transparency and technology. It establishes programs for wildfire risk reduction, reforestation, and biochar development, while also focusing on restoring white oak populations and supporting the families of firefighters. The act streamlines project approvals, encourages collaboration, and implements litigation reforms to expedite forest management activities. Additionally, it creates a casualty assistance program for firefighters and support personnel who are seriously injured, become ill, or die while on duty.

The "Main Street Tax Certainty Act" amends the Internal Revenue Code of 1986 to permanently extend the deduction for qualified business income. This removes the previous expiration date, providing long-term tax certainty for eligible businesses. The change applies to taxable years beginning after December 31, 2025.

The Combat Veterans Pre-Enrollment Act of 2025 directs the VA Secretary to establish a pilot program by October 1, 2027, allowing eligible service members to pre-enroll in the VA healthcare system within 180 days of separation from active duty. It requires collaboration between the VA, Defense, and Homeland Security departments to create the pre-enrollment system and mandates regular reports to Congress on the program's implementation, participation, and effectiveness. The "No Taxpayer Funding for Abortion and Abortion Insurance Full Disclosure Act of 2025" seeks to prohibit the use of federal funds for abortions and for health plans that cover abortions, while allowing individuals and entities to purchase separate abortion coverage with non-federal funds. It clarifies that premium tax credits and cost-sharing reductions under the Affordable Care Act (ACA) cannot be used for health plans that include abortion coverage. The Act also revises notice requirements for health plans, mandating clear disclosure of abortion coverage and any associated premium surcharges to enrollees. Exceptions to the funding restrictions are included for cases of rape, incest, or when the mother's life is in danger.

The "Preventing Violence Against Women by Illegal Aliens Act" amends the Immigration and Nationality Act to deem aliens inadmissible and deportable if they have committed or admitted to acts constituting sex offenses, domestic violence, stalking, child abuse, or violating protection orders. It broadens the definition of crimes against children to include any crime constituting domestic violence.

The "Chiropractic Medicare Coverage Modernization Act of 2025" seeks to modernize Medicare coverage for chiropractic services. It expands coverage to include all services provided by licensed Doctors of Chiropractic, not just manual spinal manipulation. Doctors of Chiropractic are required to attend an educational webinar to be eligible for Medicare reimbursement. This aims to align Medicare with other healthcare systems and private insurance in recognizing the full scope of chiropractic care.
