Legislative Activity

The SAFE for America Act of 2025 eliminates the Diversity Visa Program, which makes visas available to persons from countries with low rates of immigration to the United States. This is achieved through repealing subsection (c) of Section 203 of the Immigration and Nationality Act. The Act also makes corresponding technical amendments to other sections of the Immigration and Nationality Act to reflect this change. These changes would take effect beginning October 1, 2025.

The "Chief Herbert D. Proffitt Act of 2025" amends the Omnibus Crime Control and Safe Streets Act of 1968 to extend death benefits to retired law enforcement officers who die or are disabled from targeted attacks due to their service. The bill applies retroactively to pending matters before the Bureau of Justice Assistance, or those filed/accruing after the enactment date, with exceptions for actions against retired law enforcement officers that occurred on or after August 28, 2012.

The "National Right-to-Work Act" amends both the National Labor Relations Act and the Railway Labor Act to protect an employee's right to choose whether or not to join or support a labor union. It eliminates the possibility of mandatory union membership or dues payments as a condition of employment, ensuring that employees cannot be forced to join or support a union against their will.

The "Freight RAILCAR Act of 2025" introduces a tax credit for modernizing freight railcars, encouraging investments in newer, more efficient railcars. Taxpayers can claim a credit equal to 10% of their freight railcar fleet modernization expenses, with a limit of 1,000 qualified freight railcars per year. The credit applies to railcars that increase capacity, improve fuel efficiency, or meet updated performance standards, and is available for three years after the Act's enactment. The Secretary of the Treasury is required to submit a report to Congress detailing the credit's usage and impact on railcar modernization and scrapping.

This bill repeals the Impoundment Control Act of 1974, eliminating the requirements for the President to report to Congress on decisions to withhold or delay spending of appropriated funds. This removes the process by which Congress can approve or disapprove of these presidential actions.

The Marc Fischer Memorial Act mandates that the Bureau of Prisons implement a comprehensive strategy to achieve 100% digital scanning of all inmate mail to interdict fentanyl and other synthetic drugs. By transitioning to digital mail processing, the Act aims to protect staff and inmates from lethal exposure, improve institutional security, and alleviate the administrative burden on correctional personnel.

The US-Kazakhstan Trade Modernization Act authorizes the President to grant Kazakhstan permanent normal trade relations status. This legislation recognizes Kazakhstan’s compliance with international freedom of emigration requirements and its commitment to World Trade Organization standards. By terminating the application of title IV of the Trade Act of 1974, the bill aims to modernize and solidify the bilateral trade relationship between the two nations.

The Superior National Forest Restoration Act of 2025 seeks to reopen federal lands in Minnesota to mineral leasing by rescinding previous withdrawal orders and mandating the reissuance of cancelled mineral leases. The bill also establishes strict 18-month timelines for the federal government to complete environmental and regulatory reviews for new mine plans. Additionally, it directs the immediate issuance of preference right leases for previously rejected applications to facilitate mineral exploration and development.

The Love Lives On Act of 2025 ensures that surviving spouses of veterans and service members retain their earned benefits, including dependency and indemnity compensation, educational assistance, and Survivor Benefit Plan annuities, regardless of remarriage. Additionally, the bill expands TRICARE eligibility to include widows and widowers whose subsequent marriages have ended. This legislation protects the financial security and healthcare access of surviving families by removing penalties associated with remarriage.

The Dismantle DEI Act of 2025 aims to immediately rescind diversity, equity, and inclusion (DEI) mandates across the federal government, including shutting down related offices and banning specific ideological training for federal personnel and contractors. The bill prohibits the use of federal funds for DEI activities by grant recipients and mandates that federal advisory committees cease all such practices or face termination. Furthermore, it establishes strong enforcement mechanisms, allowing individuals to sue violators and seek financial penalties for non-compliance.

The SHUSH Act (Silencers Help Us Save Hearing Act) removes firearm silencers from the definition of "firearms" under federal law, effectively eliminating the associated registration requirements, transfer taxes, and federal restrictions. The bill also preempts state and local laws that impose specific regulations on silencers and removes enhanced criminal penalties related to their use.

The Illegitimate Court Counteraction Act imposes sanctions on individuals and their families who assist the International Criminal Court (ICC) in investigating, arresting, detaining, or prosecuting "protected persons," which include U.S. citizens, military personnel, government officials, and citizens/residents of U.S. allies not consenting to the ICC. It requires the President to block the property of those who aid the ICC, deny them entry into the U.S., and rescinds any funds for the ICC. The bill allows for waivers of these sanctions if vital to U.S. national security and termination of sanctions if the ICC ceases action against protected persons.

The Life at Conception Act declares that the constitutional right to life begins at the moment of fertilization, defining all human beings as persons from that point forward. The bill establishes legal personhood for every member of the species *homo sapiens* at all stages of development. Additionally, it explicitly prohibits the prosecution of any woman for the death of her unborn child.

The "Fix Our Forests Act" aims to improve forest management and wildfire resilience through landscape-scale restoration, community protection in wildland-urban interfaces, and enhanced transparency and technology. It establishes programs for wildfire risk reduction, reforestation, and biochar development, while also focusing on restoring white oak populations and supporting the families of firefighters. The act streamlines project approvals, encourages collaboration, and implements litigation reforms to expedite forest management activities. Additionally, it creates a casualty assistance program for firefighters and support personnel who are seriously injured, become ill, or die while on duty.

The Main Street Tax Certainty Act makes the 20% pass-through business income deduction permanent. By removing the current 2025 expiration date, this legislation ensures long-term tax relief for owners of qualified pass-through entities.

The Promoting Domestic Energy Production Act revises corporate tax accounting rules to incentivize domestic energy investment. By allowing corporations to deduct intangible drilling and development costs when calculating their alternative minimum tax, the bill aims to reduce the tax burden on energy producers.

The National Constitutional Carry Act seeks to protect the Second Amendment right of law-abiding citizens to carry firearms in public for self-defense. The bill prohibits state and local governments from imposing criminal or civil penalties on individuals who are legally eligible to possess firearms. By overriding restrictive local regulations, the legislation aims to ensure a uniform standard for the right to bear arms across the United States.

The "Hershel Woody Williams National Medal of Honor Monument Location Act" allows the National Medal of Honor Museum Foundation to build a monument on federal land in Washington, D.C., to honor Medal of Honor recipients. It places the National Medal of Honor Monument near the Lincoln Memorial, and overrides location restrictions to allow it to be within the Reserve, as defined in section 8902. All other provisions regarding commemorative works still apply.

The Birthright Citizenship Act of 2025 proposes to limit automatic birthright citizenship to children born in the United States who have at least one parent who is a U.S. citizen, a lawful permanent resident, or an alien serving in the U.S. armed forces. This legislation would exclude children born to parents without legal status or those on temporary visas from receiving automatic citizenship. These changes would apply only to individuals born on or after the date of the Act's enactment.

This bill mandates the immediate removal of the lesser prairie-chicken from the federal lists of threatened and endangered species. Furthermore, it amends the Endangered Species Act to permanently prohibit the Secretary of the Interior from designating the species as threatened or endangered in the future.
