The law does not override private property restrictions or prohibitions on government property, but it provides protections and legal recourse for those traveling in compliance with the new federal standard.

This Act officially authorizes the adjustment of the boundaries for Big Bend National Park. The Secretary of the Interior is permitted to acquire approximately 6,100 acres of land or rights through donation or exchange to expand the park. Crucially, this expansion explicitly prohibits the use of eminent domain to secure the additional property.

The Restore Protections for Dialysis Patients Act aims to prevent private health insurance plans from discriminating against patients with End-Stage Renal Disease (ESRD). This legislation clarifies that plans cannot offer worse benefits or unfairly limit coverage for dialysis treatments compared to other medical services. Furthermore, it stops these plans from shifting the primary financial responsibility for ESRD care onto Medicare. The Fair and Open Competition Act of 2025 ensures fair competition on federally funded construction projects by prohibiting the government from requiring or penalizing bidders based on union agreements. The Veterans First Act of 2025 redirects $2 billion from foreign aid to the Department of Veterans Affairs (VA). This funding is specifically allocated to provide grants for the construction, renovation, and improvement of state-run veterans' homes and facilities. The bill ensures these funds remain available until fully utilized for veteran care infrastructure projects.

This bill officially designates the United States Postal Service facility located at 620 East Pecan Boulevard in McAllen, Texas, as the "Agent Raul H. Gonzalez Jr. Memorial Post Office Building." The legislation ensures that all official records and documents reflect this new memorial name for the building.

The "End Congressional Stock Trading Act" prohibits Members of Congress, their spouses, and dependent children from owning or trading stocks, bonds, commodities, futures, and other securities, with certain exceptions like diversified investment funds and U.S. Treasury securities. Current and new members, along with their families, must divest prohibited assets within specified timeframes, with extended periods for complex investments. Violators may face civil penalties up to $100,000 per violation, and the bill allows for deferred capital gains taxes on required asset sales reinvested in permissible assets.

The Justice for ALS Veterans Act of 2025 provides increased dependency and indemnity compensation to surviving spouses of veterans who die from ALS, regardless of the duration of the illness. To be eligible, the surviving spouse must have been married to the veteran for at least eight years, and the veteran must have died on or after October 1, 2025. Additionally, the bill requires the Secretary of Veterans Affairs to submit a report to Congress identifying other service-connected disabilities that should receive similar treatment as ALS under existing compensation guidelines.

This bill authorizes the Speaker of the House and the President pro tempore of the Senate to award a Congressional Gold Medal to the 761st Tank Battalion, also known as the "Black Panthers," in recognition of their courageous service and crucial contributions during World War II. This bill expresses support for the Iranian people's desire for a democratic, secular, and nonnuclear republic, while condemning the Iranian regime's human rights abuses, support for terrorism, and attempts to develop nuclear weapons. It affirms the right of the Iranian people to self-determination and supports continued sanctions against the current regime. The bill also calls for the protection of Iranian political refugees in Albania.

The "Protect and Serve Act of 2025" creates federal offenses for intentionally causing serious injury or death to law enforcement officers because of their status as officers. The American Victims of Terrorism Compensation Act amends the Justice for United States Victims of State Sponsored Terrorism Act to increase funding for victims of state-sponsored terrorism by redirecting forfeited assets and penalties into the United States Victims of State Sponsored Terrorism Fund. It mandates specific deposit timelines for forfeited funds, requires annual pro rata payments to eligible claimants beginning in 2026, and enhances transparency through detailed annual reports on fund activity. The Act also allows for the use of Department of Justice personnel to aid in the administration of the fund and ensures a supplemental payment to those already approved for fifth-round payments.

The Trafficking Survivors Relief Act of 2025 aims to provide legal relief to victims of trafficking by allowing them to vacate convictions or expunge arrests for certain federal offenses committed as a direct result of their trafficking. It also allows for reduced sentences for covered prisoners and enables the use of grant funds for legal representation in post-conviction relief cases. The act further establishes a "human trafficking defense," and mandates reports to Congress on the implementation and impact of these provisions. This bill seeks to address the exploitation of forced criminal activity by human traffickers and provide support and protection to survivors.

The "One Flag for All Act" generally prohibits the display of flags other than the U.S. flag on the exterior or in public areas of covered federal buildings. There are explicit exceptions for flags such as POW/MIA flags, state flags displayed at a Member of Congress's office, flags representing the Armed Forces, flags of historical significance, and flags representing local jurisdictions where the building is located. The bill defines "covered public buildings" broadly, including federal buildings, Senate and House buildings, military installations, and U.S. embassies and consulates.

The "More Homes on the Market Act" increases the tax exclusion for profit from the sale of a primary residence, raising it to $500,000 for single filers and $1,000,000 for married couples filing jointly. These amounts will be adjusted for inflation starting in 2025. This change encourages homeowners to sell their properties, thereby increasing the availability of homes on the market.

The Supporting the Local Radio Freedom Act prevents Congress from imposing new performance fees on local radio stations for playing music. It emphasizes the mutually beneficial relationship between broadcasters and the recording industry, where radio provides free publicity that boosts music sales and supports artists. The act recognizes local radio's crucial role in communities by providing news, weather updates, and public service announcements. Ultimately, this bill aims to protect local radio stations and businesses from economic harm, ensuring they can continue serving their communities without additional financial burdens.

The SAFE for America Act of 2025 eliminates the Diversity Visa Program, which makes visas available to persons from countries with low rates of immigration to the United States. This is achieved through repealing subsection (c) of Section 203 of the Immigration and Nationality Act. The Act also makes corresponding technical amendments to other sections of the Immigration and Nationality Act to reflect this change. These changes would take effect beginning October 1, 2025.
