The Honoring Our Fallen Heroes Act of 2025 expands public safety officer benefits to include deaths and disabilities caused by exposure-related cancers, presuming that certain cancers diagnosed within 15 years of service are line-of-duty injuries if the officer served for at least 5 years. It defines "exposure-related cancer" and allows for updates to the list based on medical evidence, while also permitting individuals to petition for additions. The Act also clarifies "line of duty action" and applies retroactively to claims dating back to January 1, 2020, with a three-year window for filing claims based on these amendments.

The "Combating Illicit Xylazine Act" aims to combat the illegal use of xylazine by adding it to Schedule III of the Controlled Substances Act, which would allow for increased regulation and tracking of the substance. The bill includes exemptions and delayed effective dates for certain requirements to ease the transition for legitimate users, such as veterinarians and animal handlers. It also directs the Sentencing Commission to review sentencing guidelines for xylazine-related offenses and mandates reports to Congress on the prevalence and impact of illicit xylazine use. Finally, it will include xylazine in Arcos tracking.

The Investing in Rural America Act of 2025 amends the Farm Credit Act of 1971, enabling Farm Credit System institutions to finance essential community facilities in rural areas, with a limit of 15% of their total outstanding loans. These institutions must offer participation in financing to other domestic lenders, especially community banks, and report these offers to the Farm Credit Administration. The Farm Credit Administration will then provide an annual report to Congress on these activities. This amendment aims to support rural development by leveraging the resources of the Farm Credit System.

The Whole Milk for Healthy Kids Act of 2025 expands milk options available to students in the National School Lunch Program by allowing schools to offer organic or non-organic whole milk. This legislation provides greater flexibility for schools in providing fluid milk choices while maintaining accommodations for students with special dietary needs. Importantly, the saturated fat content of these offered milk options will not count toward the meal's overall saturated fat limits.

The SAFE Act amends the Social Security Act to include physical and occupational therapy benefits in Medicare annual wellness visits and initial preventive physical exams starting in 2026 for individuals determined to have fallen in the previous year. It mandates that these individuals receive falls risk assessments, fall prevention services, and outpatient therapy services. Additionally, the Act requires the Secretary of Health and Human Services to submit annual reports to Congress on falls experienced by individuals aged 65 and older.

The Blind Americans Return to Work Act of 2025 initiates a 20-year demonstration project aimed at helping blind Americans receiving Social Security disability benefits return to work. For the first 10 years, eligibility for benefits will be determined without considering substantial gainful activity, and benefits will be reduced based on earnings above a set amount, incentivizing employment without immediate loss of support. The project waives certain benefit requirements to facilitate successful employment, with participants having the option to opt out after the initial 10-year period. This act aims to support blind individuals in their transition back to the workforce while maintaining a safety net.

The "Family Farm and Small Business Exemption Act" amends the Higher Education Act of 1965 to exclude the net value of a family farm (on which the family resides) or a small business (with no more than 100 employees and owned/controlled by the family) from consideration as an asset when determining financial need for federal student aid. This change aims to make higher education more accessible for students from family farm and small business backgrounds.

The "Freedom to Invest in Tomorrow's Workforce Act" amends Section 529 savings accounts to include expenses related to postsecondary credentialing programs. This allows 529 funds to cover costs like tuition, fees, books, supplies, and testing fees for recognized programs and credentials, as defined by the bill. These changes would apply to distributions made after the bill is enacted.

The WARN Act aims to improve community safety during weather emergencies by directing the Comptroller General to study the effectiveness of local, state, territory, and federal emergency alert systems. The study will assess alert dissemination methods, evaluate the clarity and actionability of alert content, and explore improvements to public alerting systems. A report on the study's findings will be submitted to Congress within 18 months, with the goal of enhancing emergency response plans and public safety.

The "Agriculture Export Promotion Act of 2025" aims to bolster U.S. agricultural exports by increasing funding for the Market Access Program and the Foreign Market Development Cooperator Program. It amends the Agricultural Trade Act of 1978 to extend and significantly increase financial support for these programs through 2029. The CONSTRUCTS Act of 2025 aims to expand training and education opportunities for careers in residential construction by awarding competitive grants to junior and community colleges, as well as area career and technical education schools. These grants will support the creation or expansion of training programs, with a focus on serving rural areas and underserved populations, and will encourage partnerships with local construction businesses. The goal is to address workforce shortages in the residential construction industry and increase the availability of affordable housing. The Act allocates $20 million per fiscal year from 2026 to 2030 for these initiatives.

The CARGO Act of 2025 prohibits the National Institutes of Health (NIH) from funding research or programs involving live animals outside of the United States. This bill addresses concerns over the lack of oversight and potential mistreatment of animals in foreign research projects funded by American taxpayers. The Act ensures that NIH funding for animal research is restricted to projects conducted within the U.S. and its territories.

The Disaster Resiliency and Coverage Act of 2025 aims to increase household disaster resilience through a grant program for pre-disaster mitigation activities, tax exclusions for state-based catastrophe loss mitigation payments and certain emergency agricultural assistance, and a tax credit for disaster mitigation expenditures. The "Marc Fischer Memorial Act" aims to combat the flow of synthetic drugs, particularly fentanyl, into Federal prisons through the mail. It mandates the Director of the Bureau of Prisons to develop and implement a strategy to equip all Federal correctional facilities with the technology and processes needed to scan mail, protect staff and inmates, and ensure timely delivery of mail copies while maintaining legal mail privileges. The strategy includes assessing current practices, identifying necessary resources, and providing a budgetary proposal for implementation, with ongoing reporting to Congress on its effectiveness.

The "Educators Expense Deduction Modernization Act of 2025" increases the tax deduction for eligible educators' expenses from $250 to $1,000. This extension of benefits is applicable through 2026 and is effective for taxable years beginning after December 31, 2025.

The "No Tax Breaks for Outsourcing Act" amends the Internal Revenue Code to discourage multinational corporations from avoiding U.S. taxes by shifting profits overseas. It includes provisions such as current year inclusion of net CFC tested income on a country-by-country basis, limitations on foreign tax credits, restrictions on interest deductions for domestic corporations in international financial reporting groups, and changes to the tax treatment of inverted corporations and foreign corporations managed in the U.S. This act aims to eliminate tax advantages for companies that move operations or profits outside the United States.

The "Love Lives On Act of 2025" amends titles 10 and 38 of the United States Code to improve benefits and services for surviving spouses. This act modifies Dependency and Indemnity Compensation (DIC) rules, allowing surviving spouses who remarry to still receive benefits. Additionally, it ensures continued Survivor Benefit Plan annuity payments for certain remarried surviving spouses and expands TRICARE eligibility to include remarried widow/widowers whose subsequent marriage ended.

The "Health Out-of-Pocket Expense Act of 2025" or the "HOPE Act of 2025" establishes tax-exempt "Hope Accounts" for eligible individuals to pay for qualified medical expenses. Contributions to these accounts are capped at \$4,000 annually for self-only or married individuals with family coverage, and \$8,000 for heads of household with family coverage, with employer and Medicaid contributions limited to 50% of the individual's limit. Distributions used for qualified medical expenses are tax-free, while non-qualified distributions are subject to income tax and a 30% penalty, with exceptions for distributions after death or due to disability. These provisions will take effect for taxable years beginning after December 31, 2025.
