The total reissued amount is capped at the total misused benefit amount, and the VA will establish methods for determining negligence in misuse cases, without requiring a determination for each instance.

The Equality Act amends existing civil rights laws to explicitly include protections against discrimination based on sex, sexual orientation, and gender identity in areas such as public accommodations, employment, housing, credit, and jury selection. It clarifies and expands the definition of sex to include sex stereotypes, pregnancy, childbirth, related medical conditions, sexual orientation, gender identity, and sex characteristics. The act ensures equal access to shared facilities and prohibits the use of the Religious Freedom Restoration Act of 1993 to justify discrimination. Ultimately, the Equality Act seeks to provide consistent and comprehensive protections against discrimination for LGBTQ+ individuals and women across various sectors.

The Charlotte Woodward Organ Transplant Discrimination Prevention Act prohibits discrimination against individuals with disabilities in organ transplantation and related services. It ensures that qualified individuals with disabilities are not denied access to organ transplants or related services solely based on their disability and requires reasonable modifications to policies and auxiliary aids to ensure accessibility. The Act allows consideration of a person's disability if medically significant to the transplant's success, but not if a support network can ensure compliance with health requirements. Individuals who believe they have been discriminated against can file a claim with the Office for Civil Rights of the Department of Health and Human Services for expedited resolution.

The "Miracle on Ice Congressional Gold Medal Act" authorizes the presentation of three Congressional Gold Medals to honor the 1980 U.S. Olympic Men's Ice Hockey Team for their historic "Miracle on Ice" victory. These medals will be given to the Lake Placid Olympic Center, the United States Hockey Hall of Fame, and the US Olympic and Paralympic Museum for public display. The Act also allows for the creation and sale of bronze duplicates to fund the medal production.

Recognizes the crucial role of linemen in maintaining the nation's energy infrastructure and public safety. It also supports designating April 18, 2025, as National Lineman Appreciation Day to honor their contributions and dangerous work.

The "Fight Fentanyl Act" amends the Office of National Drug Control Policy Reauthorization Act of 1998, requiring High Intensity Drug Trafficking Areas (HIDTA) to report on fentanyl trafficking investigations and any limitations in meeting their goals, while allocating \$333,000,000 annually from 2025-2030 for HIDTAs. It also increases funding for the Counterdrug Technology Assessment Center (CTAC) to assist law enforcement with fentanyl interdiction. The Act mandates the Attorney General to prioritize fentanyl trafficking investigations and prosecutions by providing sufficient resources, including temporary reassignment of assistant U.S. attorneys.

The "Combating Organized Retail Crime Act" aims to combat the rise in organized retail theft and related crimes by amending Title 18 of the U.S. Code to include provisions that target the theft, fraud, and illegal redistribution of goods. It also establishes an "Organized Retail and Supply Chain Crime Coordination Center" to coordinate federal, state, and local law enforcement efforts, share information, and track trends related to organized retail crime. The center will work to support training and technical assistance to combat organized retail crime and organized supply chain crime. Finally, the Act requires the evaluation of existing federal programs to identify ways to expand support for state, local, and tribal law enforcement.

The "Forest Legacy Management Flexibility Act" amends the Cooperative Forestry Assistance Act of 1978, enabling the Secretary to authorize states to approve qualified organizations to acquire, hold, and manage conservation easements for the Forest Legacy Program. It sets specific criteria for qualified organizations, ensuring they can effectively manage and enforce forestland interests. The bill also outlines conditions for the termination and reversion of conservation easement rights and defines "qualified organization" with specific requirements, including accreditation and adherence to conservation purposes.

The Special District Fairness and Accessibility Act aims to improve special districts' access to federal financial assistance. It mandates the Office of Management and Budget (OMB) to provide guidance on how federal agencies should recognize special districts as local government units. Federal agencies will then be required to update their policies to align with this guidance. Finally, the OMB Director must report to Congress on how well agencies have implemented the new guidance.

The "Sinkhole Mapping Act of 2025" directs the United States Geological Survey to establish a program to study the causes of sinkholes and create maps identifying areas with a higher risk of sinkhole formation. These maps, utilizing 3D elevation data, will be updated at least every five years. A website will be created to provide community planners and emergency managers with access to these maps and related information.

The American Family Act establishes a refundable child tax credit with monthly advance payments, providing up to $300 per month per child, and creates a $500 tax credit for other dependents. The amount of the credit is reduced based on the taxpayer's income, with initial reductions starting at $150,000 for joint returns. The IRS will make monthly advance payments and establish an online portal for taxpayers to manage their payments and provide necessary information. This act terminates the existing annual child tax credit after 2024 and aims to provide regular financial support to families.

The "Empowering Employer Child and Elder Care Solutions Act" amends the Fair Labor Standards Act to exclude employer-provided child and dependent care services and payments from the calculation of overtime compensation. This means that the cost or value of these care benefits will not be factored into an employee's regular rate of pay when determining overtime pay. The change aims to encourage employers to offer these benefits without increasing their overtime expenses. This exclusion is applicable for workweeks beginning on or after the enactment date of the Act.

The Enhanced Iran Sanctions Act of 2025 aims to prevent Iran from obtaining nuclear weapons and countering its support for terrorism by imposing sanctions on those involved in Iran's energy sector and those who provide financial support for its destabilizing activities. It mandates sanctions on foreign entities involved in processing, exporting, or selling Iranian oil, gas, and petrochemicals, while also establishing an interagency working group to coordinate and enforce these sanctions. The Act also amends existing legislation to require the identification of individuals involved in sanctionable activities or sanctions evasion related to Iranian oil and gas sales.

The "Save Our Sequoias Act" aims to protect giant sequoia groves from wildfires, insects, and drought by streamlining environmental review processes for emergency response projects, establishing a collaborative coalition, and creating a reforestation strategy. This act directs the Secretary to create agreements, assessments, and strike teams to address threats to giant sequoias on both public and National Forest System lands. It also establishes grant programs and amends existing laws to support these efforts, including stewardship contracting and good neighbor agreements. Finally, the act authorizes appropriations for these protection and restoration activities.

The "Invest to Protect Act of 2025" establishes a grant program within the Department of Justice to provide resources to local law enforcement agencies with fewer than 175 officers. These grants can be used for de-escalation training, mental health support for officers, officer recruitment and retention, and other community safety programs. The Act prioritizes a streamlined grant application process and emphasizes accountability and transparency in the use of funds, with \$50 million authorized annually from 2027 through 2031.

The Affordable Housing Credit Improvement Act of 2025 aims to increase affordable housing options by updating state housing credit formulas, refining tenant eligibility rules, and improving credit eligibility and determination. This includes adjusting income verification processes, modifying student occupancy rules, and protecting domestic abuse victims. The bill also focuses on Native American and rural assistance by addressing housing needs in Indian areas and streamlining income eligibility for rural projects. Additionally, it revises rules for exempt facility bonds and renames the "low-income housing tax credit" to the "affordable housing tax credit" while encouraging data sharing and discouraging discriminatory land use policies.

The Romance Scam Prevention Act requires online dating services to send "fraud ban notifications" to users who have communicated with accounts suspended for suspected fraudulent activity, warning them about potential scams and providing resources to avoid fraud. These notifications must be sent within a specific timeframe, with exceptions for investigations, and the FTC will enforce the Act. The Act also shields dating services from liability for actions taken to comply with the notification requirements.

The End Kidney Deaths Act introduces a $10,000 per year tax credit for five years, up to $50,000, for individuals who make a qualified non-directed living kidney donation, where the donor does not know the recipient. This credit aims to incentivize kidney donations and will not be considered valuable consideration in violation of organ purchase prohibitions. The Act applies to donations made after December 31, 2026, and before January 1, 2037.

The "Tax Fairness for Workers Act" permits employees to deduct union dues and other employee business expenses above-the-line, bypassing previous deduction limitations. This change is achieved by amending sections of the Internal Revenue Code of 1986, specifically 62(a)(1) and 67(g). These amendments will be effective for taxable years beginning after December 31, 2024.
