Surcharges from the coin sales will benefit the Roberto Clemente Foundation, supporting their educational programs, youth sports initiatives, disaster relief efforts, and historic preservation projects. The Act ensures that the coin program will not incur any net cost to the United States government.

The Act does not reduce the Secretary's authority to enforce rules protecting producers, competition, and market integrity under existing law.

The Climate and Health Protection Act ensures the continuation of the Climate and Health program, managed by the CDC, to help communities prepare for the public health impacts of climate change. It authorizes \$110 million annually, starting in 2026, to support the program's efforts in providing guidance, developing tools, and offering leadership in climate change and health planning. These funds are specifically dedicated to the Climate and Health program and cannot be used for other purposes.

This bill redesignates the Robert E. Lee Memorial as the "Arlington House National Historic Site." It changes all references to the site in law and documentation to reflect the new name. The bill also repeals the previous resolutions that designated the site as a memorial to Robert E. Lee.

The SAFE Act of 2025 amends existing legislation to explicitly prohibit the slaughter of horses for human consumption, reinforcing protections for these animals. This bill seeks to prevent the inhumane treatment of American equines by closing loopholes that allow their slaughter and export for human consumption.

The "Tribal Climate Health Assurance Act of 2025" establishes the Climate Ready Tribes Initiative, led by the CDC Director in coordination with the National Indian Health Board, to help tribal communities prepare for and address the public health impacts of climate change. The Security Clearance Review Act mandates that the FBI Director, rather than other entities, is responsible for granting security clearances and access to classified information for political appointees and special government employees within the Executive Office of the President. The Act requires the FBI Director to notify the President and Congress when a security clearance is denied, suspended, or revoked. If the President overrides the FBI Director's decision, they must provide an explanation to relevant Congressional committees. This ensures accountability and transparency in security clearance determinations within the Executive Office.

Ethan's Law establishes federal requirements for the secure storage of firearms to prevent unauthorized access by minors and prohibited persons, making improper storage a civil violation with escalating penalties if injury or death results. The bill also creates a federal grant program to incentivize states and Tribes to adopt matching safe storage laws. Furthermore, Congress declares that failing to comply with these storage requirements constitutes negligence and may be considered the direct cause of resulting firearm injuries.

The Accountability in Government Efficiency Act requires the Comptroller General of the United States to report to Congress on the actions taken by the Department of Government Efficiency. This report will analyze the effects of the Department's actions on the long-term financial, public health, and safety interests of the United States, as well as the Department's compliance with certain sections of title 5, United States Code. The "Healthy Poultry Assistance and Indemnification Act of 2025" amends the Animal Health Protection Act to provide compensation to poultry growers and layers who are prohibited from raising flocks due to being located in a control area designated by the Animal and Plant Health Inspection Service. Compensation will be based on the facility's average income from its five most recent flocks, and must be paid within 60 days of a request. The Secretary of Agriculture's decision on compensation is final and not subject to judicial review. This compensation aims to offset losses incurred during the control period, ensuring financial stability for affected poultry farmers.
