This Act establishes a special, temporary "Ukrainian guest status" for individuals paroled into the U.S. under the "Uniting for Ukraine" program. This status automatically grants immediate work authorization upon entry. The status will terminate 120 days after the Secretary of State certifies that hostilities in Ukraine have ceased and it is safe for civilians to return.

The HELPER Act of 2025 establishes a new FHA mortgage insurance program to assist first responders, educators, and law enforcement officers in purchasing homes. This program offers eligible first-time homebuyers 100% financing with no down payment required. Instead of monthly premiums, borrowers pay an upfront FHA insurance premium at closing.

The Maintaining and Enhancing Hydroelectricity and River Restoration Act establishes a new federal tax credit to incentivize investments in improving existing hydroelectric facilities. This credit covers 30% of the cost for property that enhances fish passage, water quality, dam safety, or facilitates the removal of obsolete river obstructions. Furthermore, the bill allows taxpayers to elect direct payment or transferability for this new credit.

The Stop Comstock Act aims to modernize and streamline federal statutes concerning obscene materials. It revises several sections of federal law, including those related to crimes, transportation, and importation, by removing outdated or redundant language like "indecent" or "immoral." This legislative cleanup focuses the legal definitions to center specifically on "obscene materials."

The Rights for the Transportation Security Administration Workforce Act transitions TSA personnel to standard federal employment rules under Title 5 of the U.S. Code by a set date no later than December 31, 2025. This mandates the freezing of current personnel policies during the transition while protecting current employee pay and benefits. The bill also requires extensive reviews by the Comptroller General on hiring, diversity, and workplace safety, and mandates consultation with employee representatives regarding labor relations. Finally, it ensures that screening agents retain collective bargaining rights and addresses specific concerns for Federal Air Marshals.

The American Teacher Act aims to address critical teacher shortages by establishing federal grants to help states raise the minimum annual salary for full-time teachers to \$60,000, adjusted for inflation. States must submit sustainability plans to ensure these minimums continue after the initial four-year grant period ends. The bill also provides funds for cost-of-living adjustments and a national campaign to enhance the value and diversity of the teaching profession.

The "Pay Our Border Patrol and Customs Agents Act of 2025" ensures that U.S. Border Patrol agents and Customs and Border Protection officers are paid during any government shutdown in fiscal year 2025. The bill appropriates the necessary funds to cover the salaries and expenses of these essential employees, guaranteeing they continue to receive paychecks even when the government is shut down.

This bill, the Richard L. Trumka Protecting the Right to Organize Act of 2025, seeks to amend the National Labor Relations Act and other labor laws to strengthen protections for workers' rights to organize and collectively bargain. The Child Care Availability and Affordability Act aims to improve access to affordable child care by expanding employer-provided child care credits, increasing tax-free dependent care assistance, and creating a refundable household and dependent care tax credit. The employer provided child care credit is increased from 25% to 50% of qualified expenses, and the maximum credit amount is raised from $150,000 to $500,000. The amount of tax-free employer-provided dependent care assistance is increased from $5,000 to $7,500. A new tax credit is created for employment-related expenses paid for household and dependent care, with the applicable percentage starting at 50% and decreasing based on income, and the maximum creditable expenses are $5,000 for one qualifying individual and $8,000 for two or more.

The Safe Schools Improvement Act aims to reduce bullying and harassment in schools by requiring states to establish policies prohibiting such conduct based on various characteristics, including race, sex, religion, and disability. It mandates annual notifications, data collection on incidents, biennial evaluations of programs, and regular reports to Congress to ensure accountability and effectiveness. This act does not infringe on existing nondiscrimination laws or freedom of speech but seeks to create a safer, more inclusive learning environment for all students.

The GUARD VA Benefits Act establishes criminal penalties for individuals who charge veterans unauthorized fees for assisting with claims for benefits administered by the Department of Veterans Affairs. This legislation amends existing law to prohibit soliciting, contracting for, or receiving compensation for preparing or prosecuting VA benefit claims, except where explicitly authorized by other statutes.

The "Telehealth Expansion Act of 2025" permanently allows individuals with Health Savings Accounts (HSAs) to access telehealth services without needing to meet their deductible first, starting after December 31, 2024. This removes a barrier to accessing telehealth services for HSA holders.

The PAST Act of 2025 significantly strengthens the Horse Protection Act to combat the painful practice of soring in specific horse breeds. This bill increases penalties for violations, establishes stricter licensing and oversight for inspectors, and explicitly bans the use of "action devices" designed to cause unnatural gaits. The legislation aims to enhance enforcement, ensure fairer competition, and hold violators accountable through increased fines and disqualifications.

The SAFE Act of 2025 amends existing legislation to explicitly prohibit the slaughter of horses for human consumption, reinforcing protections for these animals. This bill seeks to prevent the inhumane treatment of American equines by closing loopholes that allow their slaughter and export for human consumption.

The "Student Debt Alternative and CTE Awareness Act" aims to increase awareness of career and technical education (CTE) programs as alternatives to traditional four-year degrees. It mandates the Department of Education to publish CTE program details, including costs and employment rates, on its website and to include CTE information on the FAFSA application. No additional funds will be authorized to implement the requirements of this Act.

The "Ensuring Access to Medicaid Buy-in Programs Act" removes the age restriction, allowing working adults with disabilities over 65 to be eligible for Medicaid under specific Social Security Act provisions. States that already offer this assistance will not be penalized for non-compliance until January 1, 2027.

This bill authorizes the Speaker of the House and the President pro tempore of the Senate to award a Congressional Gold Medal to the 761st Tank Battalion, also known as the "Black Panthers," in recognition of their courageous service and crucial contributions during World War II. The medal will be given to the National Museum of African American History and Culture for display, honoring the 761st as the first Black soldiers to serve in an American armored unit and their significant role in the Allied victory in Europe. The bill also allows for the creation and sale of bronze duplicates of the medal to support the United States Mint Public Enterprise Fund.

The "Protect and Serve Act of 2025" creates federal offenses for intentionally causing serious injury or death to law enforcement officers because of their status as officers. It sets penalties including imprisonment and fines, with increased penalties if death results or if kidnapping or attempted killing is involved. Federal prosecution requires certification from the Attorney General, based on a request from the state or if it is in the public interest to ensure substantial justice. The act defines "law enforcement officer" and "State" for the purposes of the new offenses.

The "Voluntary Public Access Improvement Act of 2025" allocates $150 million from 2025 to 2029 to improve public access to private lands for recreational purposes. It sets aside $3 million of this funding to specifically enhance access to lands covered by wetland reserve easements, through partnerships with state and tribal governments.
