This study will review various training programs, course materials, and methodologies to improve boating safety. The report will include recommendations for minimum education standards, harmonization of federal and state programs, and options for experienced boaters. Ultimately, the goal is to enhance boater education and training to reduce risks and improve safety on recreational vessels.

The Fire Island AIDS Memorial Act authorizes the Pines Foundation to establish and maintain the Fire Island AIDS Memorial at Fire Island National Seashore to honor residents who died of AIDS. No federal funds will be used for the Memorial. The Director of the National Park Service can accept and use non-federal funds for the Memorial and approve the final design and location. The purpose of the memorial is to honor and remember residents of Fire Island Pines and Cherry Grove, New York, who suffered and died from AIDS, and to educate future generations about the AIDS epidemic and its impact on Fire Island communities in New York.

This bill directs the Secretary of Transportation to develop and implement a comprehensive 10-year Campus Modernization Plan for the United States Merchant Marine Academy, addressing critical infrastructure and facility upgrades. The plan aims to modernize education practices, enhance training facilities, improve safety and security, and ensure the Academy remains fully operational throughout the process. It also authorizes appropriations totaling $1,020,000,000 from the Maritime Security Trust Fund for fiscal years 2026 through 2035 for the phased rehabilitation, modernization, and construction of facilities and infrastructure.

The National Fallen Firefighters Memorial Coin Act directs the U.S. Mint to produce gold, silver, and half-dollar coins in 2026 to commemorate the service and sacrifice of U.S. firefighters. The sale of these coins will include surcharges, which will be donated to the National Fallen Firefighters Foundation to support its programs. The Act ensures that the coin production does not create net costs for the government and that the Treasury recovers all costs before surcharges are distributed.

The "Postal Police Reform Act of 2025" expands the authority of USPS police officers to enforce laws related to postal matters. It also clarifies the Postmaster General's authority to create and enforce regulations for Postal Service properties, including setting penalties for violations.

The NFIP Extension Act of 2025 extends the National Flood Insurance Program's authorization to September 30, 2025. This extension ensures the continuation of flood insurance coverage for communities across the nation. If enacted after March 14, 2025, the changes will be applied retroactively.

The "Protecting Our Nations Capital Emergency Act of 2025" aims to address rising crime rates in Washington, D.C., by restoring collective bargaining rights for law enforcement on disciplinary matters and reinstating the statute of limitations for disciplinary cases against Metropolitan Police Department personnel. This bill seeks to reverse provisions of the Comprehensive Policing and Justice Reform Amendment Act of 2022, with the goal of supporting law enforcement recruitment, retention, and fair treatment.

The "Metastatic Breast Cancer Access to Care Act" eliminates the waiting periods for Social Security disability benefits and Medicare coverage for individuals with metastatic breast cancer. This bill amends the Social Security Act to expedite access to disability insurance benefits and Medicare coverage for those with metastatic breast cancer, ensuring quicker access to essential care and support.

The "Ensuring Access to Essential Drugs Act" exempts certain oral drugs from the Medicare Part D manufacturer discount program under specific conditions. This exemption applies to drugs approved under section 505 of the Federal Food, Drug, and Cosmetic Act. It also applies to drugs granted a narrow exception, permitting reclassification as a noninnovator multiple source drug under the Medicaid drug rebate program by the Centers for Medicare & Medicaid Services.

The POLE Act aims to protect local elections by ensuring they are held in odd-numbered years to increase focus on local candidates and issues. Starting in fiscal year 2027, states that do not allow local governments to hold elections for local offices in odd-numbered years will be prohibited from receiving federal funds for election administration. This act supports the idea that local governance is crucial and that voters should be well-informed about local representatives.

The 9/11 Responder and Survivor Health Funding Correction Act of 2025 amends the Public Health Service Act to improve the World Trade Center (WTC) Health Program by expanding the types of healthcare providers who can conduct mental health evaluations, modifying provider credentialing, clarifying enrollment calculations, and extending the time frame for adding health conditions for WTC responders. The act adjusts the funding formula for fiscal years 2026 through 2090 and requires the Secretary of Health and Human Services to report to Congress on the program's budget, including projected needs through 2090 and recommendations for changes to the funding formula. It also stipulates that remaining funds in the Supplemental Fund, Special Fund, and Pentagon-Shanksville Fund will revert to the Treasury.

The "Health Care Workforce Innovation Act of 2025" establishes a program supporting innovative, community-based training for allied health professionals, particularly in underserved and rural areas. Eligible applicants, such as Federally Qualified Health Centers and rural health clinics, can receive funding to launch or expand healthcare partnerships, improve workforce readiness, and encourage disadvantaged students to pursue healthcare careers. Priority is given to programs increasing access to care in underserved communities and demonstrating cost-effective, replicable models. The bill authorizes appropriations for fiscal years 2026-2028, with grants or contracts capped at $2,500,000 per grant period.

The SALT Deductibility Act repeals the limitation on individual taxpayer's ability to deduct state and local taxes. This change removes the deduction cap that was put in place and will be effective for taxable years beginning after December 31, 2024.

The POLICE Act of 2025 mandates the deportation of any immigrant convicted of, admitting to, or admitting to actions constituting the assault of a law enforcement officer. It broadly defines "assault" and "law enforcement officer" and requires the Department of Homeland Security to publish an annual report on the number of deportations carried out under this provision.
