Ultimately, the legislation aims to deter fraudulent claims and expedite removals through more restrictive border and interior enforcement measures.

The "Protecting Arizona from Federal Land Grabs Act" limits the President's authority to establish or expand national monuments in Arizona. This bill puts restrictions on the executive branch's ability to designate federal lands in Arizona as national monuments. These limitations mirror existing regulations in Wyoming, aiming to give the state more control over land use decisions.

The Regulations from the Executive in Need of Scrutiny (REINS) Act of 2025 aims to increase federal regulatory accountability by requiring Congress to approve any "major" rule before it can take effect. Under this legislation, rules with a significant economic impact require a joint resolution of approval from both chambers of Congress to become law. By shifting this authority back to the legislative branch, the Act seeks to ensure greater transparency and oversight of the federal rulemaking process.

The "Freedom from Mandates Act" nullifies Executive Orders 14042 and 14043, which concern COVID-19 safety protocols for federal contractors and mandatory COVID-19 vaccinations for federal employees. Additionally, the bill prevents the Secretary of Labor from mandating COVID-19 vaccinations or testing for employees and prohibits the Secretary of Health and Human Services from requiring healthcare providers to mandate COVID-19 vaccinations or testing for employees as a condition of Medicare or Medicaid participation.

The WHO Withdrawal Act withdraws the United States from the World Health Organization (WHO) upon enactment. It also prohibits any federal funds from being used to support the WHO or any successor organization. Finally, the act repeals the Act of June 14, 1948, which previously authorized U.S. participation and funding of the WHO.

The Federal Reserve Transparency Act of 2025 mandates a comprehensive audit of the Federal Reserve System by the Comptroller General within one year. The FIND Act prohibits federal agencies from contracting with entities that discriminate against the firearm and ammunition industry. It requires federal contractors to certify they do not discriminate against firearm entities and prohibits them from awarding subcontracts to entities that do not provide a similar certification. Violations of these clauses will result in contract termination. The act defines "discriminate" as making judgments or refusing/limiting services based on biased criteria, rather than case-by-case evaluations, empirical data, financial risk, or legal non-compliance.
