The "Access to Counsel Act" amends the Immigration and Nationality Act to guarantee individuals undergoing inspection at ports of entry or deferred inspection have access to legal counsel and assistance. It mandates that the Department of Homeland Security provide these individuals with the opportunity to consult with counsel within one hour of secondary inspection and allows counsel to advocate on their behalf. The Act also ensures lawful permanent residents are given the chance to seek legal advice before abandoning their residency status. This act aims to ensure due process and protect the rights of individuals during immigration inspections.

The "Dr. Lorna Breen Health Care Provider Protection Reauthorization Act" reauthorizes and expands programs aimed at supporting the mental health of healthcare providers. It requires annual reports on education and awareness initiatives, broadens eligibility for entities receiving funds, and extends funding for mental health support programs through 2030. The Act prioritizes reducing administrative burdens on healthcare workers to improve access to mental health services.

This bill designates the United States Postal Service facility located at 4400 East Paisano Drive in El Paso, Texas, as the "Enedina Sanchez Cordero Post Office Building." Any reference to this facility in any document will now refer to it as the Enedina Sanchez Cordero Post Office Building.

The "Stop Antiabortion Disinformation Act" or the "SAD Act" aims to prevent deceptive advertising related to reproductive health services, particularly concerning contraception, abortion services, or the employment of licensed medical personnel. It empowers the Federal Trade Commission (FTC) to enforce these prohibitions, treat violations as FTC Act violations, and pursue civil actions against violators, including imposing significant civil penalties. The FTC is required to report to Congress on its enforcement activities under this act.

The "Medicare Patient Access and Practice Stabilization Act of 2025" extends increased Medicare payment support for physicians and practitioners through 2025. It increases payment rates by 6.62% for services provided from April 1, 2025, to January 1, 2026. The "Health Care Providers Safety Act of 2025" authorizes the Secretary to award grants to health care providers. These grants will enhance the physical and cyber security of healthcare facilities, personnel, and patients. Funds can be used for security services, upgrades to physical access, cyber security, video surveillance, data privacy, and structural improvements.

The 911 SAVES Act mandates the Office of Management and Budget to reclassify public safety telecommunicators as a protective service occupation within the Standard Occupational Classification system. The Equal COLA Act aims to provide fair cost-of-living adjustments (COLAs) for Federal Employees Retirement System (FERS) annuities. Starting December 1 of each year, annuity payments will be increased based on the percentage change in the price index between the base quarters of the current and previous years, rounded to the nearest 1/10 of 1 percent. This adjustment applies to COLAs made after the enactment of this Act and to annuities starting before, on, or after that date, ensuring retirees receive adequate support to keep pace with inflation.

This bill renames the Department of Veterans Affairs medical center in Dallas, Texas, to the "Eddie Bernice Johnson VA Medical Center" in honor of Congresswoman Johnson's service to veterans as a nurse and legislator. All references to the medical center will reflect this new designation.
