It also requires the Secretary of Homeland Security to submit an annual report to Congress assessing attempts by foreign terrorist organizations and transnational criminal organizations to infiltrate the United States.

The "Love Lives On Act of 2025" amends titles 10 and 38 of the United States Code to improve benefits and services for surviving spouses. This act modifies Dependency and Indemnity Compensation (DIC) rules, allowing surviving spouses who remarry to still receive benefits. This act defines "human being" as every member of the species homo sapiens at all stages of life. Notably, the act specifies that no woman shall be prosecuted for the death of her unborn child.

The "Born-Alive Abortion Survivors Protection Act" ensures that infants born alive after an abortion receive the same medical care as any other newborn, mandating immediate hospitalization and requiring healthcare practitioners to report any failures to comply. Violators face fines, imprisonment, and potential prosecution for homicide or attempted homicide, while the mother of the child cannot be prosecuted. The bill also allows the woman who had the abortion to file a civil action against anyone who violated the act. It defines abortion and attempts at abortion, and renames "Partial-Birth Abortions" to "Abortions" in relevant sections of the U.S. Code.

The "Fix Our Forests Act" aims to improve forest management and wildfire resilience through landscape-scale restoration, community protection in wildland-urban interfaces, and enhanced transparency and technology. It establishes programs for wildfire risk reduction, reforestation, and biochar development, while also focusing on restoring white oak populations and supporting the families of firefighters. The act streamlines project approvals, encourages collaboration, and implements litigation reforms to expedite forest management activities. Additionally, it creates a casualty assistance program for firefighters and support personnel who are seriously injured, become ill, or die while on duty.

The "Heartbeat Protection Act of 2025" prohibits abortions if a fetal heartbeat is detectable, with exceptions only to save the mother's life or in reported cases of rape or incest. Physicians must check for a fetal heartbeat before performing an abortion and document the findings. Violators may face fines and/or imprisonment, but the mother cannot be prosecuted. The act does not override stricter state laws or create a right to abortion.

The "Main Street Tax Certainty Act" amends the Internal Revenue Code of 1986 to permanently extend the deduction for qualified business income. This removes the previous expiration date, providing long-term tax certainty for eligible businesses. The change applies to taxable years beginning after December 31, 2025.

This bill proposes a constitutional amendment to fix the number of Supreme Court justices at nine. For this amendment to be valid, three-fourths of the state legislatures must ratify it within seven years of its submission.

The "Ending Chemical Abortions Act of 2025" seeks to prohibit chemical abortions by imposing imprisonment and/or fines on anyone who prescribes, dispenses, distributes, or sells drugs to cause an abortion, with exceptions only for contraceptives, miscarriage treatment, or to save a woman's life. This act renames chapter 74 of title 18, United States Code, to "Abortion crimes." The 911 SAVES Act mandates the Office of Management and Budget to reclassify public safety telecommunicators as a protective service occupation within the Standard Occupational Classification system. This change recognizes the critical and often stressful role these professionals play in emergency response and aligns their classification with the lifesaving work they perform. The reclassification aims to correct an inaccurate representation and better align the Standard Occupational Classification with related classification systems.

The "Protecting Americans Right To Silence Act of 2025" or the "PARTS Act of 2025" amends the definition of "firearm silencer" and "firearm muffler" under federal law. The updated definition includes any device designed to silence or muffle a portable firearm, whether attached directly or through other devices. It also includes the primary housing or structure for sound-reduction components of such devices.

The "No Taxpayer Funding for Abortion and Abortion Insurance Full Disclosure Act of 2025" seeks to prohibit the use of federal funds for abortions and for health plans that cover abortions, while allowing individuals and entities to purchase separate abortion coverage with non-federal funds. It clarifies that premium tax credits and cost-sharing reductions under the Affordable Care Act (ACA) cannot be used for health plans that include abortion coverage. The Act also revises notice requirements for health plans, mandating clear disclosure of abortion coverage and any associated premium surcharges to enrollees. Exceptions to the funding restrictions are included for cases of rape, incest, or when the mother's life is in danger.

The "Qualified Immunity Act of 2025" codifies qualified immunity for law enforcement officers, protecting them from liability unless the violated right was clearly established, or no reasonable officer would have known their conduct was unlawful. It also protects employing agencies and local governments from liability if the officer acted within their employment scope. This act aims to balance accountability with the need to protect officers from harassment and liability when performing duties reasonably. The changes will take effect 180 days after enactment.

The "Red Snapper Act of 2025" restricts the Secretary of Commerce from implementing area closures for snapper-grouper fisheries in the South Atlantic until the South Atlantic Great Red Snapper Count study is completed and its data is integrated into a red snapper stock assessment. This aims to ensure fishery management decisions are based on the most current data, potentially mitigating negative economic impacts on recreational fishing.

The "Chiropractic Medicare Coverage Modernization Act of 2025" seeks to modernize Medicare coverage for chiropractic services. Doctors of Chiropractic are required to attend an educational webinar to be eligible for Medicare reimbursement. The "No Tax on Tips Act" allows an above-the-line tax deduction for up to $25,000 in qualified tips for workers in traditionally tipped occupations, excluding higher-income earners. It also extends the employer social security tax credit to include beauty service establishments, aiming to reduce the tax burden on tipped workers and incentivize accurate tip reporting. This goes into effect for taxable years beginning after December 31, 2024.

This bill amends the Internal Revenue Code to increase the railroad track maintenance credit from $3,500 to $6,100, adjusting for inflation after 2025. It applies to qualified expenditures starting January 1, 2024, for taxable years beginning after December 31, 2024.
