The Protecting Life and Integrity in Research Act of 2025 bans all federal funding or support for research utilizing human fetal tissue obtained specifically from an induced abortion. The bill permits federal research on tissue derived from miscarriages or stillbirths, provided it adheres to updated Public Health Service Act guidelines. Furthermore, it prohibits the solicitation or knowing acceptance of human fetal tissue donations if the donor knows the tissue resulted from an induced abortion or was procured for that purpose. This legislation also repeals an existing law concerning NIH revitalization.

This Act authorizes the creation and sale of special commemorative gold and silver coins to mark the 25th anniversary of the September 11th attacks. The coins will feature designs honoring the victims and first responders, with the phrase "Never Forget" required on at least one design. All surcharges collected from the sale of these coins will be donated to support the ongoing operations and maintenance of the National September 11 Memorial and Museum. The Treasury must ensure the entire coin program results in no net cost to the Federal Government.

The "Pay Our Troops Act of 2025" ensures that members of the Armed Forces, essential Department of Defense civilians, and contractors continue to receive pay and allowances during periods when regular funding is disrupted. This act provides necessary appropriations to cover these costs for fiscal year 2025. The Act's provisions will terminate upon the enactment of regular appropriations, a continuing resolution that provides funding for the same purpose, or on January 1, 2026.

This bill disapproves and invalidates the Consumer Financial Protection Bureau's rule regarding overdraft lending practices of very large financial institutions. The rule, found in the Federal Register, is nullified by this disapproval.

The Aviation Workforce Development Act amends the Internal Revenue Code to allow expenses for aviation maintenance and commercial pilot courses to be considered qualified higher education expenses for qualified tuition programs. This change applies to distributions made after the enactment of this law, aiming to support workforce development in the aviation sector.

The "Federal Firearms Licensee Protection Act of 2025" increases penalties for stealing firearms from licensed dealers. The Act also requires a biennial report to Congress on the availability of truck parking and the effectiveness of funded projects. It authorizes $151 million per fiscal year from 2025 through 2029 for these initiatives.

This bill authorizes the Speaker of the House and the President pro tempore of the Senate to award a Congressional Gold Medal to the 761st Tank Battalion, also known as the "Black Panthers," in recognition of their courageous service and crucial contributions during World War II. The medal will be given to the National Museum of African American History and Culture for display, honoring the 761st as the first Black soldiers to serve in an American armored unit and their significant role in the Allied victory in Europe. The bill also allows for the creation and sale of bronze duplicates of the medal to support the United States Mint Public Enterprise Fund.

The Bureaucratic Labor Adjustment and Downsizing Effort Act eliminates nonessential civil service positions within the executive branch that are not exempt from furlough due to funding lapses. Any position designated as non-exempt from furlough will be abolished, and federal funds will no longer be used for the salary or expenses of these positions. Vacant positions are abolished immediately, while occupied positions are abolished as soon as they become vacant. The bill also prevents any positions from being newly designated as exempt from furlough.

The "Protect and Serve Act of 2025" creates federal offenses for intentionally causing serious injury or death to law enforcement officers because of their status as officers. It sets penalties including imprisonment and fines, with increased penalties if death results or if kidnapping or attempted killing is involved. Federal prosecution requires certification from the Attorney General, based on a request from the state or if it is in the public interest to ensure substantial justice. The act defines "law enforcement officer" and "State" for the purposes of the new offenses.

The "DOC Access Act of 2025" aims to enhance health care coverage under vision and dental plans by ensuring fair payment practices, protecting doctors' choices in labs and suppliers, and respecting state laws. It allows optometrists and dentists to charge their standard rate for non-covered services if the plan's payment is unreasonable, while ensuring they can only charge the contracted rate for dental cleanings. The bill also gives doctors more control over agreement extensions with limited benefit plans and allows them to opt out of certain provisions. Ultimately, this act seeks to balance federal guidelines with state oversight in regulating health insurance issuers and dental or vision benefit plans.

The Leveling the Playing Field 2.0 Act aims to strengthen U.S. trade laws by addressing unfair subsidies, currency undervaluation, duty evasion, and circumvention of trade remedies. It refines the process for handling successive trade investigations, ensuring that the International Trade Commission considers prior findings and assesses cumulative effects on domestic industries. The act also empowers authorities to counteract cost distortions in foreign countries and prevent importers from avoiding duties. Additionally, it includes provisions related to trade with Canada and Mexico and sets effective dates for new regulations.

The "Sporting Goods Excise Tax Modernization Act" modifies excise tax regulations by treating marketplace providers as the importer and seller for excise tax purposes on taxable sporting goods sold through their platform if the goods are shipped from outside the U.S. This applies when the marketplace provider lists the product, collects payments, and the manufacturer is not the marketplace provider. The regulations will be applied to sales in calendar quarters starting 60 days after the enactment of this Act.

The Water Infrastructure Subcontractor and Taxpayer Protection Act of 2025 amends the Water Infrastructure Finance and Innovation Act of 2014 to ensure payment and performance security for construction projects receiving federal assistance. It allows the Secretary of Transportation or the Administrator to consider state or local laws mandating payment and performance security as fulfilling this requirement if they cover at least 50% of the construction contract. If state or local laws don't apply or meet the 50% threshold, adherence to federal bond requirements under 40 U.S.C. 3131(b)(1) and (2) is required.

The "Death Tax Repeal Act" eliminates both estate and generation-skipping transfer taxes, effective from the date of enactment. It adjusts gift tax calculations by setting the lifetime gift exemption at $10,000,000, with inflation adjustments after 2011. The act recognizes local radio's crucial role in communities by providing news, weather updates, and public service announcements.
