The Safe Routes Act of 2025 grants the Secretary the authority to waive federal vehicle weight limits for covered logging vehicles transporting raw forest products. The Honey Integrity Act establishes a clear standard of identity for honey based on existing quality benchmarks. It mandates that commercial honey packers implement rigorous, scientifically advanced testing protocols to detect fraud and adulteration. Furthermore, the bill requires the Secretary to report on enforcement actions against mislabeled honey and establishes a new program funded by packer fees to ensure honey sold in the U.S. is authentic.

The Cyber PIVOTT Act aims to bolster the cybersecurity workforce by expanding CISA's education and training programs to community colleges and technical schools, offering scholarships for students in cyber-related fields who commit to a service obligation in government. This act prioritizes skills-based training, internships, and industry-relevant certifications, while also establishing recruitment and resource platforms to connect graduates with federal job opportunities. The goal is to significantly increase the number of students enrolled in cybersecurity programs, addressing critical workforce gaps in the cyber sector. The Act also requires CISA to review its education and training programs and report to Congress.

The Disaster Management Costs Modernization Act allows federal disaster aid recipients to retain and use unspent management funds for future preparedness, recovery, or mitigation activities. This change applies to grants awarded for disasters declared after the Act's enactment. Furthermore, the GAO is required to study current and historical disaster management costs to assess the appropriateness of current cost allocations.

This bill authorizes the Speaker of the House and the President pro tempore of the Senate to award a Congressional Gold Medal to the 761st Tank Battalion, also known as the "Black Panthers," in recognition of their courageous service and crucial contributions during World War II. The medal will be given to the National Museum of African American History and Culture for display, honoring the 761st as the first Black soldiers to serve in an American armored unit and their significant role in the Allied victory in Europe. The "Protect and Serve Act of 2025" creates federal offenses for intentionally causing serious injury or death to law enforcement officers because of their status as officers.
