The Productive Public Lands Act mandates the Secretary of the Interior to promptly reissue nine specific Bureau of Land Management (BLM) land management plans finalized between late 2024 and early 2025. This reissuance requires the BLM to formally update its preferred alternative for each plan. Crucially, these reissued documents are automatically deemed compliant with major environmental review and administrative procedure laws, bypassing further environmental analysis.

This bill disapproves a recent rule issued by the Bureau of Consumer Financial Protection (BCFP) concerning the use of medical information by creditors and consumer reporting agencies. Utilizing the Congressional Review Act, Congress nullifies this specific BCFP regulation. Consequently, the rejected rule will have no legal effect.

**ESA Amendments Act of 2025 Summary:** The ESA Amendments Act of 2025 seeks to modify and update the Endangered Species Act of 1973 by prioritizing conservation efforts, incentivizing private land stewardship, and increasing transparency and accountability. The act focuses on streamlining regulations, limiting legal challenges, and ensuring that decisions are based on sound science and economic considerations. These changes aim to balance species protection with the needs of private landowners and state management, while also addressing international trade regulations.

This bill disapproves and invalidates the Consumer Financial Protection Bureau's rule regarding overdraft lending practices of very large financial institutions. The rule, found in the Federal Register, is nullified by this disapproval.

The Financial Reporting Threshold Modernization Act updates the thresholds for currency transaction reports and suspicious activity reports to reflect inflation. It raises the threshold for currency transaction reports from $10,000 to $30,000 and mandates updates every 5 years based on the Consumer Price Index. Additionally, it increases the reporting threshold for coins and currency received in nonfinancial trades or businesses from $10,000 to $30,000, also with CPI-based updates every 5 years. This bill disapproves and nullifies the Consumer Financial Protection Bureau's rule that defines larger participants in the market for general-use digital consumer payment applications. The disapproval effectively cancels the rule.

The Rural Small Business Resilience Act ensures individuals in rural areas have full access to disaster assistance provided by the Small Business Administration. It requires the SBA to provide targeted outreach and marketing to individuals in rural areas to increase awareness of available disaster assistance. The SBA must complete these actions within one year. The bill also makes a technical correction to the Small Business Act.

The "Right to Equitable and Professional Auto Industry Repair Act" or the "REPAIR Act" ensures vehicle owners and independent repair shops have access to necessary vehicle data, repair information, and tools, preventing manufacturers from creating barriers to repairs. It establishes an advisory committee to address competition issues in the auto repair industry and mandates that car buyers are informed of their rights to choose repair options. The Federal Trade Commission (FTC) is empowered to enforce the Act, protecting consumers from unfair restrictions on vehicle repair and ensuring control over their vehicle data.

The "Protecting Life from Chemical Abortions Act" restricts the Department of Health and Human Services and the FDA, requiring them to enforce Risk Evaluation and Mitigation Strategy (REMS) requirements for abortion drugs, reinstate the in-person dispensing requirement, and prohibits reducing REMS protections until standardized abortion data is collected by the CDC from every state. It also defines key terms such as "abortion," "abortion drug," and "unborn child" and prohibits the HHS secretary from declaring a public health emergency with respect to abortion.

The "Protecting Investors Personally Identifiable Information Act" prevents the SEC from requiring national securities exchanges or associations to provide personally identifiable information about market participants. Personally identifiable information includes data that can identify an individual, such as name, address, date of birth, Social Security number, phone number, email, and IP address. This ensures sensitive personal data is not part of consolidated audit trail reporting requirements.

The "Secure Rural Schools Reauthorization Act of 2025" extends the Secure Rural Schools and Community Self-Determination Act of 2000, providing continued financial support to states and counties with federal lands through 2026. It extends secure payments, distribution of payments, and the authority for special projects on federal land. Additionally, it extends the Resource Advisory Committee pilot program and makes several technical corrections to the original Act.

The "Promoting American Patriotism In Our Schools Act" mandates that schools receiving federal funds must require daily Pledge of Allegiance recitation, prominently display the U.S. flag in classrooms and gyms, and provide education on the flag's history. Individuals can abstain from reciting the Pledge for religious or personal reasons. Non-compliant schools will face enforcement by the Secretary.

The Water Infrastructure Subcontractor and Taxpayer Protection Act of 2025 amends the Water Infrastructure Finance and Innovation Act of 2014 to ensure payment and performance security for construction projects receiving federal assistance.
