The United States-Israel Defense Partnership Act of 2025 seeks to bolster the defense relationship between the United States and Israel through joint initiatives and increased cooperation. It establishes programs to counter unmanned systems, extend anti-tunnel and counter-UAS cooperation, and promote collaboration in emerging technologies like AI and cybersecurity. The "Love Lives On Act of 2025" amends titles 10 and 38 of the United States Code to improve benefits and services for surviving spouses. This act modifies Dependency and Indemnity Compensation (DIC) rules, allowing surviving spouses who remarry to still receive benefits. Additionally, it ensures continued Survivor Benefit Plan annuity payments for certain remarried surviving spouses and expands TRICARE eligibility to include remarried widow/widowers whose subsequent marriage ended.

The Crime Victims Fund Stabilization Act of 2025 ensures that monetary penalties from False Claims Act cases are deposited into the Crime Victims Fund through fiscal year 2029. This excludes payments to whistleblowers and reimbursements to the government. This will increase the amount of money available to help victims of crimes.

The Rosa Parks Day Act amends Title 5 of the United States Code to establish Rosa Parks Day as a legal public holiday. This act recognizes Rosa Parks' contribution to the civil rights movement. Rosa Parks Day will be observed annually after Thanksgiving Day.

The "ORPHAN Cures Act" amends the Social Security Act to refine the orphan drug exclusion within the Drug Price Negotiation Program. It excludes time periods when a drug was designated as an orphan drug from counting towards its eligibility for price negotiation. The bill also modifies the criteria for orphan drug designation, allowing it to apply to drugs treating "one or more rare diseases or conditions" instead of "only one rare disease or condition."
