It grants students the right to sue institutions that violate these rights and outlines penalties, including the potential loss of federal funding, for non-compliance.

The Department of Government Efficiency Act, or DOGE Act, codifies Executive Order 14210 into permanent law. This action elevates the directives and rules established in the Executive Order to the full authority of a statute passed by Congress. Essentially, the provisions of the order are now legally binding requirements.

The American Innovation and R&D Competitiveness Act of 2025 revises how businesses treat research and experimental (R&E) expenditures for tax purposes. Taxpayers can now choose between immediately deducting R&E costs or amortizing them over a period of at least 60 months. This legislation also makes technical adjustments to ensure consistency between immediate deductions and claiming the research tax credit.

The James Earl Jones Congressional Gold Medal Act directs the Speaker of the House and the President pro tempore of the Senate to arrange for the posthumous presentation of a Congressional Gold Medal to James Earl Jones, honoring his contributions to the United States and his work promoting inclusion in film and theatre. The Secretary of the Treasury will create the gold medal, and bronze duplicates will be made available for sale to the public.

The Saving Gig Economy Taxpayers Act seeks to reinstate the previous, higher reporting thresholds for third-party payment processors issuing Form 1099-K. This means payment networks will only be required to report earnings to the IRS if a user exceeds both a \$20,000 total payment amount and 200 separate transactions in a calendar year. Furthermore, the bill applies this "de minimis" standard to backup withholding rules for these network payments starting in 2025.

The Safeguard Pets, Animals, and Research Ethics Act (SPARE Act) aims to reduce and eventually eliminate animal testing in federally funded research by promoting alternative methods. The "Federal Firearms Licensee Protection Act of 2025" increases penalties for stealing firearms from licensed dealers. It sets stricter punishments, including up to 20 years in prison, for violating laws related to firearm theft. The act also mandates minimum prison sentences of 3 years for burglaries and 5 years for robberies targeting licensed firearm businesses.

This bill nullifies the Environmental Protection Agency's rule on greenhouse gas emissions from power plants. The rule targeted new, modified, and reconstructed fossil fuel-fired electric generating units. It also set emission guidelines and repealed the Affordable Clean Energy Rule.

The "Hospice Recertification Flexibility Act" extends Medicare telehealth flexibilities for hospice care through December 31, 2027, with certain limitations after January 1, 2026, based on location, provider oversight, and proper enrollment. It also mandates the use of specific modifiers or codes on hospice claims to identify when recertifications of hospice care eligibility are conducted via telehealth starting January 1, 2026.

The "Maintaining Investments in New Innovation Act" amends the Social Security Act's definition of "qualifying single source drug" to include advanced drugs using genetically targeted technology. This update applies to drugs that can modify gene function, potentially impacting drug pricing and access regulations under the Act.

The Rural Small Business Resilience Act directs the Small Business Administration to improve disaster assistance outreach and accessibility for individuals in rural areas. Additionally, the bill includes a technical amendment to correct a numbering error within the Small Business Act.

This resolution condemns the Iranian regime for its ongoing human rights abuses, state-sponsored terrorism, and regional instability. It expresses strong support for the Iranian people's struggle for a democratic, secular, and non-nuclear republic. Furthermore, the bill advocates for international accountability for the regime's crimes and calls for the protection of Iranian political refugees.

This bill authorizes the Speaker of the House and the President pro tempore of the Senate to award a Congressional Gold Medal to the 761st Tank Battalion, also known as the "Black Panthers," in recognition of their courageous service and crucial contributions during World War II. The medal will be given to the National Museum of African American History and Culture for display, honoring the 761st as the first Black soldiers to serve in an American armored unit and their significant role in the Allied victory in Europe. The "No American Land for Communist China Act" prohibits the President from allowing individuals or entities associated with the Chinese government from purchasing real estate near covered federal lands. Covered lands include those managed by the Departments of Interior, Defense, Agriculture (Forest Service), and Energy, as well as Indian country. This restriction applies to entities with at least 25% equity interest held by Chinese government-affiliated individuals or businesses. The Act defines "United States" broadly to include states, territories, and other U.S. possessions.

The "Prevent Interruptions in Physical Therapy Act of 2025" ensures Medicare beneficiaries can continue receiving uninterrupted physical therapy services. It allows physical therapists to utilize temporary staffing arrangements, known as "locum tenens," when the regular therapist is temporarily unavailable. This ensures Medicare payments for services provided by qualified substitute physical therapists, maintaining consistent care for patients.

The North Platte Canteen Congressional Gold Medal Act recognizes and honors the volunteers and donors of the North Platte Canteen in Nebraska during World War II with a Congressional Gold Medal. This medal will be presented by the Speaker of the House and the President pro tempore of the Senate, and then displayed at the Lincoln County Historical Museum. The Act also authorizes the creation and sale of bronze duplicates of the gold medal to cover production costs, with proceeds deposited into the Mint's Public Enterprise Fund.
